Abstract

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

Abstract

This study focuses on efforts to implement Government Decree No. 49 of 2018 concerning civil servants with employment contracts (P3K) in northern Aceh. This study uses descriptive qualitative research methods using data collection methods using observation, interviews, and documentation. The results showed that the government's efforts to implement Government Decree No. 49 to 2018 regarding Civil Servants with Contract of Work (P3K) is carried out with the first phase receiving first aid from PTT staff and the agriculture department, while not accepting it for other groups, although in limited circumstances due to local budget constraints. P3K is very useful for the government in filling gaps in various government institutions or institutions. For the community itself, there are several benefits related to P3K, namely by having multiple records, the income earned will be the same as for a civil servant, will receive the same benefits as a civil servant, the application age is higher and can be reduced to the maximum retirement age.

Abstract

The purpose of this service is to realize community service planning conducted with Forum Group Discussion (FGD) in Gampong Balang Panyang with Gampong Leadership, Tuha Peut and other youth figures and Stake holders. There are several problems behind this devotion, namely the management of tourism things have not been managed properly in accordance with Islamic law, the method of Devotion Activities is based on the principle of participatory towards all parties involved. Planning together, conducting activities, monitoring and evaluating together the extent of the progress of the activities. As a result, This Japanese Guha tourist site can also be a means of education as well as an additional literacy about the history of the past. Of course, this becomes a picture that the management must be maximized and the development to all citizens in developing halal tourism potential in the historical site. in conclusion, the management of Guha Japan Tourism Site became the authority of the Lhokseumawe City Government through the Tourism Office and the Education and Culture Office. This makes the management of Japan Guha tourism has not been maximized.

Abstract

The process of administrative services is also less obtained by the community today due to a lack of understanding of technical services by the apparatus in gampong government offices. Service patterns that have not been well organized coupled with the unsanciplined service pattern add dull to the face of service in Gampong Jrat Manyang. This service presents several problem points that arise from partners, namely Gampong Administrative Services that have not been efficient so that basic training of administrative services is needed.. The method of implementation of pre-implementation of activities requires observation of the location of the devotion so that the criteria are obtained that become the basis of community assessment of services such as Tangible. The results showed the core apparatus was very large reaching 60 percent of the total 100 percent. So this percentage shows the interest of gampong government administrators Keude Jrat Manyang as trainees and they are aware that the administrative services carried out so far from efficient. Abstract

Penelitian ini mengkaji tentang implementasi kebijakan penyediaan barang/jasa secara elektronik melalui e-procurement di Kabupaten Bener Meriah Tahun 2020 yang dilaksanakan oleh Unit Kerja Pengadaan Barang dan Jasa (UKPBJ) yang masih mengalami permasalahan dalam penerapan e-procurement. Adapun permasalahan yang terjadi antara lain keterlambatan penyampaian informasi lelang yang mau di tenderkan, transparansi penyelenggaraan lelang dan penerimaan tender, serta adanya pengunduran pengumuman pemenang tender dari lelang barang dan jasa yang diselenggarakan. Tujuan penelitian adalah untuk menganalisis pelaksanaan pengadaan barang/jasa menggunakan e-procurement Perspektif teoritik menggunakan teori implementasi kebijakan dan implementasi pengadaan barang dan jasa. Metode Penelitian yang digunakan adalah metode penelitian kualitatif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan e-procurement belum maksimal dilaksanakan di UKPBJ Kabupaten Bener Meriah disebabkan oleh permasalahan komunikasi dan transparansi. Informasi yang tidak disajikan secara realtime memunculkan indikasi kurangnya keterbukaan informasi kepada publik yang berpengaruh pula pada transparansi pengadaan barang/jasa. Kapabilitas pelaksana juga masih belum maksimal disebabkan hanya 2 orang staf definitif di UKPBJ sedangkan yang lain merupakan staf yang diperbantukan dari SKPK lain dengan kualifikasi latar belakang pendidikan yang tidak sesuai. Interaksi antara UKPBJ dan pelaku usaha dilakukan secara terbatas dalam rangka mewujudkan tujuan penggunaan e-procurement. Nilai distribusi dan orientasi putusan disesuaikan dengan Peraturan Presiden Nomor 12 Tahun 2021 yang mengatur tentang penyediaan barang/jasa Pemerintah dan Standar Dokumen Pelayanan (SDP).

Abstract

Penelitian ini mengkaji tentang implementasi undang-undang nomor 5 tahun 2014 tentang aparatur sipil negara dan mengkhususkan penelitian pada netralitas ASN dalam pemilihan kepala daerah di Kabupaten Bener Meriah pada tahun 2017. Tujuan Penelitian adalah untuk menganalisis penyebab yang menjadikan ASN tidak netral dan tindak lanjut punishment yang dilakukan oleh BKPP kepada ASN yang melakukan pelanggaran netralitas. Perspektif teoritik yang digunakan adalah teori implementasi kebijakan publik, netralitas birokrasi dan pilkada. Metode Penelitian yang digunakan adalah metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa pada tahun 2017 dilakukan pemilihan kepala daerah di Kabupaten Bener Meriah, dan ditemukan 21 orang ASN meklakukan pelanggaran netralitas. Penyebab yang menyebabkan ASN melakukan pelanggaran netralitas dalam penelitian ini dianalisis menggunakan indikator implementasi menurut Van Horn dan Van Meter diketahui komunikasi dilakukan dengan memberikan sosialisasi penjabaran mengenai aturan-aturan netralitas ASN pada ranah politik, serta sanksi-sanksi yang akan diberikan jika para ASN melanggarnya. Indikator sumber daya tidak ditemukan kesesuaian dengan permasalahan penelitian. Watak para pelaksana kebijakan diketahui masih belum memiliki komtimen yang kuat dalam menjalankan amanah UU ASN karena dalam memberikan sanksi kepada 21 orang ASN yang melanggar netralitas hanya sekedar memberikan teguran lisan saja, SOP sampai saat ini hanya masih Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara dan Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil. Fragmentasi sebagai pelaksana adalahBKPP, Kesbangpol dan Panwaslih.Lingkungan ekonomi, sosial dan politik memberi pengaruh paling signifikan dalam permasalahan netralitas ASN karena faktor hubungan primordial dan faktor mengejar jabatan di pemerintahan. Tindakan punishment kepada para ASN hanya diberikan melalui teguran lisan dan masuk dalam kategori ringan, sementara pelanggaran yang dilakukan oleh ASN masuk dalam kategori sedang hingga berat.

Abstract

This study examines the effectiveness of the development planning of the state civil apparatus in increasing competence. The research objective is to understand how the planning for the development of the state civil apparatus in increasing competence by the Bener Meriah District Education and Training Personnel Board. The theoretical perspectives used are public administration theory, planning effectiveness theory, state civil servant resource management theory, and competency development. The research method used is qualitative. The results showed that planning for the development of the state civil apparatus in increasing competence by BKPP Bener Meriah Regency is still not effective, this can be seen from the indicators of planning effectiveness according to Cambel JP, including program success, target success, satisfaction with the program, levels of input and output and achievement of goals. all of which are still ineffective. Internal obstacles are due to the lack of budget for the education and training program so that they cannot provide competency development training for ASNs, and external obstacles are due to the lack of interest in ASNs to improve competence due to high training costs and lack of commitment from SKPK leaders in Bener Meriah Regency in motivating ASNs to improve their competence.

Abstract

This study examines the implementation of Government Regulation No. 53/2010 concerning Civil Servant Discipline. The research objective is to understand how compliance and barriers to civil servants are in implementing these policies. The theoretical perspective used is the theory of public policy implementation according to Anderson. The research method used is a qualitative research method. The results of the study show that the compliance of civil servants in Bener Meriah Regency in 2019 in implementing Government Regulation Number 53 of 2020 concerning Civil Servant Discipline is still not effectively implemented, both in terms of actors implementing policies, the nature of the administrative process, compliance, and the impact of policies. which is implemented. Internal obstacles are caused by the inadequacy of the BKPP Bener Meriah Regency in supervising and evaluating civil servants who violate disciplinary rules, and the low awareness of civil servants in implementing discipline in duty, which is also influenced by the low reward or appreciation for civil servants who have high discipline and lack of discipline. he stressed that the punishment was given to civil servants who had low discipline by the leadership of the SKPK. External obstacles are caused by the lack of decisiveness and lack of supervision from SKPK leaders in following up on civil servants who violate discipline.
