Abstract

Dasar penelitian ini diawali dari permasalahan terkait pelayanan bagi penyandang disabilitas yang terjadi khususnya di Kota Bandung. Sebagai warga negara, penyandang disabilitas memiliki hak-hak yang sama untuk hidup secara independen. Hak tersebut hanya bisa dipenuhi apabila fasilitas publik yang mendukung aksesibilitas mereka tersedia dengan baik. Menyadari adanya kebutuhan tersebut, pemerintah Kota Bandung kemudian mencanangkan program untuk membuat Bandung sebagai kota ramah disabilitas. Pendekatan dalam penelitian ini menggunakan pendekatan kualitatif dengan melakukan observasi, wawancara mendalam dan studi literatur. Salah satu strategi yang paling signifikan adalah dengan melakukan pembangunan fasilitas publik yang ramah disabilitas. Namun, temuan empiris di lapangan menujukkan bahwa fasilitas publik belum sepenuhnya bisa diakses oleh penyandang disabilitas. Fasilitas yang ditujukan bagi penyandang disabilitas tidak memberikan manfaat optimal karena belum sesuai dengan desain universal yang berlaku secara internasional. Terdapat beberapa tantangan yang harus dihadapi dalam perwujudan Bandung sebagai penyandang disabilitas. Birokrasi dan masyarakat kurang memiliki kesadaran akan disabilitas dan kesamaan hak-hak yang dimiliki para penyandangnya. Koordinasi antarpihak yang terlibat dalam pembangunan fasilitas publik pun belum optimal sehingga ada banyak fasilitas yang direncanakan akan ramah disabilitas pada praktiknya tidak demikian. Pergantian kepala daerah dan dinamika politik juga memungkinkan lambatnya pembentukan regulasi di level daerah terkait dengan pelayanan publik yang peka terhadap kebutuhan penyandang disabilitas. Di tengah tantangan tersebut, mewujudkan Bandung sebagai kota ramah disabilitas masih tetap mungkin dilakukan dengan pilihan strategi yang tepat. Penelitian ini menghasilkan strategi-strategi yang dapat digunakan dalam mewujukan bandung sebagai kota ramah penyandang disabilitas.

Abstract

The basis of this research begins with problems related to services for persons with disabilities that occur especially in the city of Bandung. Indonesian citizens with disability have the right to live independently. The right can only be fulfilled if the accessible public facilities are sufficiently available. Understanding the needs, Bandung City government has set a plan to transform the city into a disability-friendly one by taking several actions, most notably is building public facilities which can be used by everyone. However, the empirical data gathered on the field showcases that public facilities are not accessible by people with disability yet, particularly since they have not met the universal design which applies internationally. The approach in this study is qualitative by conducting observations, in-depth interviews and literature studies. As for the results of the study, there are challenges and strategies to transform Bandung into a disability-friendly city. There are several apparent challenges, such as how bureaucracy and society in the city are lack of awareness about the rights of people with disability. The coordination and communication among actors who are involved in public facilities development are not efficient yet, which results in the ineffective implementation of public service provision. The change of regional legislative and executive head also influences the progress of regional law-making regarding public service which is more considerate of people with disability.In the midst of the challenging situation, realising Bandung as a disability-friendly city is a plausible goal to achieve, with the appropriate strategies as its condition. This research aims to discuss strategies that can be used to transform Bandung into a disability friendly city.

Abstract

This qualitative descriptive research aims to understand citizen participation in Community Based Forest Management (PHBM) case study in Karanggayam, Kebumen. Participation media consists of Lembaga Masyarakat Desa Hutan (LMDH), Communication Forum, Non-governmental organization, and others. Citizen participation in planning process is scarce in grass root level. Communication Forum is the media in which PHBM stakeholders can have deliberative dialogue but the forum is not implemented as expected. Meanwhile, people participate in PHBM implementation as they charge responsibility to manage and maintain forest safety. They also support the program by providing labors and cooperating with Perhutani such as making communal farm and making land rent contract. Citizen participation also includes sharing profit and benefits of PHBM. The obstacles of participation is ineffective stakeholders’ dialogue, dependent civil society, and Perhutani’s domination over other stakeholders. Keywords: citizen participation, PHBM.

Abstract

Since the Washington Consensus in the 1990s, participation has become a mainstream issue in development policy, including in Indonesia post-Political Reformation in 1998. The involvement of the community in development policy achieves moral and intellectual support so that not only national, the local-level policy also uses participatory approach as it is considered to be effective in empowering people. Using a descriptive-qualitative approach, this study is an analysis on how participation in the Development Innovation and Regional Empowerment Program (PIPPK) brings impacts to empowerment of Bandung communities. According to data gathered in Bandung, participation cannot bring empowerment instantly. PIPPK has encouraged empowerment in terms of capability expansion, but it has not brought changes in opportunity structure. There are two main factors which leads to the results, those are: (1) that empowerment is complex, multidimensional, and continuous so that it is challenging to explore to what extent empowerment has progressed and (2) that the participation of people in PIPPK is restricted to the program implementation and not yet reflect the citizen power.Keyword: development, empowerment, community participation, participatory approach

Abstract

Remittance often becomes a central point in an analysis of the relationship between migration and development because it is viewed as bringing a positive contribution to development. However, the impact of international migration on development is not reducible to the contribution of remittances. This paper maps the impacts of migration to development, particularly in the Indonesian context. The impacts are categorized into eight different dimensions of development, following the framework. Moreover, the paper explores the level of migration impacts, namely the individual, household, community, and country-level. From the impacts mapping, the paper then critically analyses how to strengthen the impact of migration to development by proposing three main ideas, those are: (1) understanding the complexity of migration flows, (2) acknowledging other forms of remittance and value exchange, and (3) analyzing the institutions surrounding migration-deve-lopment nexus in addition to simply encouraging migrant workers and their families to sustain themselves. Through the analysis, it is known that, even though migration and development are highly complex, the nexus also has potentials that can be explored in the further research agenda. Keywords: development, international migration, remittancesJEL Classification: O15, F22, F24

Abstract

This article aims to critically explore the challenges and strategies to mainstream disability in employment toward equality and decent work in Indonesia. Mainstreaming disability is important because Persons with Disabilities (PWDs) have a high risk to face extreme poverty and difficulties to get a chance for employment. Even if they are employed, they tend to earn less and experience discrimination. Using a qualitative approach, this critical analysis highlights the challenges including employment service accessibility, policy implementation, public facilities and mobility, and lack of awareness. While the strategies comprise of encouraging the law and policy changes, strengthening the government commitment, redesigning employment service, inclusive education provision, and awareness-raising. These strategies are expected to encourage inclusive and accessible by PWDs so that they can have decent work in the country.
