Abstract

AbstrakPenelitian ini bertujuan untuk mengetahui pengaruh kompetensi pegawai terhadap produktivitas kerja Pegawai Dinas Kesehatan Kota Bandung. Penelitian ini menggunakan analisis kuantitatif melalui penggunaan metode analisis jalur (path analysis) yang dimaksudkan untuk mengetahui besaran pengaruh variabel kompetensi terhadap produktivitas kerja pegawai Dinas Kesehatan Kota Bandung baik secara simultan maupun secara parsial. Hasil penelitian menunjukan bahwa secara simultan, pengaruh kompetensi pegawai (X) terhadap produktivitas kerja (Y) sebesar 68,9%. Adapun pengaruh variabel lain (ε) terhadap produktivitas kerja (Y) sebesar 31,1%. Sedangkan secara parsial, pengaruh kompetensi pegawai (X) yang terdiri dari tiga komponen kompetensi meliputi : komponen sikap (X1) berpengaruh positif sebesar 17%. Komponen pengetahuan (X2) berpengaruh positif terhadap produktivitas kerja (Y) sebesar 42,1%, dan komponen keterampilan (X3) berpengaruh positif terhadap produktivitas kerja (Y) sebesar 9,8%. Dari ketiga komponen kompetensi pegawai yang memberikan pengaruh dominan secara parsial terhadap produktivitas kerja pegawai adalah komponen pengetahuan (X 2) berpengaruh positif terhadap produktivitas kerja pegawai (Y) Dinas Kesehatan Kota Bandung sebesar 42,1%. Selanjutnya penelitian ini dapat disimpulkan bahwa Kompetensi Pegawai berpengaruh secara positif terhadap produktivitas kerja pegawai pada Dinas Kesehatan Kota Bandung. Bahwa secara menyeluruh Kompetensi telah dilaksanakan dan dijalankan sesuai dengan faktor-faktor produktivitas kerja. Kata Kunci: kompetensi pegawai; produktivitas kerja; pegawai  AbstractThis research aims to understand the effect of the Bandung Health Office employee competency on their productivity. Abstract

Education is one of the basic things tha must be obtaned by citizen in every country. This research is motivated by there are complaints from parents who do not have time to prepare food for their children who attend school too late in the morning. However, there are students or teachers who come late and don?t break the rules. The purpose of this research is to analyze the implementation of regent regulations related to school hours rules. The theory used in this research is the theory of Edward III which includes communication, resources, disposition, and bureaucratic structure. The research method use is descriptive research reluctant to use qualitative approach. The data collection technique is direct observation, in-depth interview, library study, and documentation. The data analysis technique used is data reduction, data presentation, and conclusion drawing. The result of the study show that the policy of school hours at 06.00 is not appropriate to be implemented. Therefore, some improvements are needed regarding the policy regulations.

Abstract

Abstrak Penelitian ini bertujuan untuk mengetahui persepsi Calon Pegawai Negeri Sipil mengenai pelanggaran etika. Metode penelitian yaitu dengan survey, data yang diambil dari Calon Pegawai Negeri Sipil yang sedang melakukan Pelatihan Dasar setelah berakhirnya mata ajar etika publik. Variabel instrument survey adalah persepsi dan pelanggaran etika. Hasil penelitian menemukan bahwa secara keseluruhan Calon Pegawai Negeri Sipil yang menjadi responden dalam penelitian ini dapat mengenal, memahami, dan menyatakan tidak setuju dengan berbagai contoh pelanggaran etika yang seringkali terjadi di lingkungan instansinya. Dua faktor utama yang mungkin menyebabkan orang berperilaku tidak etis adalah standar etika orang tersebut berbeda dengan masyarakat pada umumnya, dan Orang tersebut secara sengaja bertindak tidak etis untuk keuntungan sendiri.  Kata Kunci : Persepsi, Etika, Pelanggaran Etika Civil Servants Candidate?s perception on Ethical Violations Abstract This research aims to determine Civil Servants Candidate?s perception on ethical violations. This research applies a survey, data taken from Civil Servants Candidate which doing basic training in the end of subject public ethic. This research focuses on two elements namely perception and ethical violation. The  results of this research indicated that generally Civil Servants Candidate recognize, understand, and disagree with various examples of ethical violations that often occur in the office environment. The two main factors that may cause a person to behave unethically are that the person's ethical standards are different from the general public, and that person intentionally acts unethically for his own benefit Keywords: Perception; Ethics; Ethical Violation

Abstract

Since the Washington Consensus in the 1990s, participation has become a mainstream issue in development policy, including in Indonesia post-Political Reformation in 1998. The involvement of the community in development policy achieves moral and intellectual support so that not only national, the local-level policy also uses participatory approach as it is considered to be effective in empowering people. Using a descriptive-qualitative approach, this study is an analysis on how participation in the Development Innovation and Regional Empowerment Program (PIPPK) brings impacts to empowerment of Bandung communities. According to data gathered in Bandung, participation cannot bring empowerment instantly. PIPPK has encouraged empowerment in terms of capability expansion, but it has not brought changes in opportunity structure. There are two main factors which leads to the results, those are: (1) that empowerment is complex, multidimensional, and continuous so that it is challenging to explore to what extent empowerment has progressed and (2) that the participation of people in PIPPK is restricted to the program implementation and not yet reflect the citizen power.Keyword: development, empowerment, community participation, participatory approach

Abstract

Parking taxes and retribution are an important part as an element of regional revenue. The existence of decentralization encourages regions to continue to make optimizations that can increase income. This article tries to explore by examining the policies and innovations carried out by the Bandung City government as an effort to increase local revenue. Parking taxes and retribution as the achievement of the expected target. This article is a policy study in regional financial management. This research uses a qualitative descriptive approach with primary and secondary data collection from informants. The result is a policy taken by the Bandung City government by carrying out the elasticity and effectiveness policy process to boost and increase revenue from taxes and parking fees

Abstract

Pemanfaatan E-study dalam kegiatan pembelajaran di Politeknik STIA LAN Bandung menciptakan suasana pembelajaran yang lebih efektif dan efisien. Hal ini dapat tercapai karena mahasiswa/i mendapatkan kesempatan untuk berinteraksi, baik dengan dosen maupun teman sekelas secara fleksibel, serta dapat mengeksplorasi materi kuliah secara lebih luas. Mahasiswa/i dapat melakukan pembelajaran dengan dosen melalui e-study secara tekstual maupun visual. Metode pembelajaran dapat dipilih secara sinkron ataupun asinkron. Fitur yang tersedia juga cukup beragam, mulai dari fitur untuk menyajikan materi, melakukan diskusi, memberikan tugas, kuis, sampai pada penyelenggaraan ujian khususnya UTS dan UAS. Melalui e-study, Mahasiswa/i dapat belajar meskipun ia tidak hadir di kelas secara fisik. Penelitian ini akan mengelaborasi pemanfaatan e-study sebagai media pembelajaran jarak jauh yang digunakan di Politeknik STIA LAN Bandung selama 3 Tahun terakhir.

Abstract

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Abstract

 Online Single Submission (OSS) is an application that can be used for all business registration and application processes as well as other licensing applications included in the business licensing service. This study aims to examine how the implementation of online single submissions on business licensing services in Bandung city and Bandung Regency. This study used descriptive qualitative approach, with observation, interview, and documentation as its data collection techniques. The research results showed that business licensing services using online single submissions are already good, but these efforts have not been running optimally, there are still obstacles that are often faced by DPMPTSP Bandung City and Bandung Regency, especially regarding supporting facilities and disharmony between central and regional regulations related to the implementation of online single submission.
