Abstract

ABSTRAK This study aims at analyzing the factors driving and pulling the occurrence of urbanization in Berastagi and the efforts made by the Karo district government to control it. The method used is descriptive qualitative with primary data sources from interviews and field observations, while secondary data is from literary studies, social media and documentation. The data analysis used is the Delphi analysis to equalize the perceptions of the informants, the analysis of pull and support factors as well as policy analysis on efforts to control urbanization in the City of Berastagi.The conclusion from the results of this study is that the main driving factor for urbanites from their hometowns for those who are not married is shy to live in the village, while for those who are already married are limited employment opportunities in the village. The main draw factor for urbanites from the destination area is for those who do not have family, invite friends who are already in the city while those who are already married are looking for a new job. Efforts made by the Government in the Origin Region are Encouraging and Facilitating: Soft Loans, MSME Empowerment Program Assistance (especially Micro Enterprises) and Building Village Facilities through APBD. Efforts made by the Government in the urbanization destination of Berastagi City are to make a new settlement plan consisting of a. Agricultural Zone on Jl. Air (Column Monument towards Simpang Empat District); b. Office Zone On Jl. Djamin Ginting (from Tugu Kol to Kec. Kaban Jahe); . and c. Tourism Zone Jl. Djamin Ginting starting from the monument mejuah Juah towards Tahura).

Abstract

Law of the Republic of Indonesia No.36 of 2009 concerning Health, article 17 paragraph 1 states that the government is responsible for the availability of access to information, education and health service facilities, one of which is the Maternity Insurance Program (Jampersal). This is what researchers do about how it is implemented in the Municipality of Tanjungbalai, North Sumatra. Implementation evaluation is carried out on the objectives, accountability and input provided for improvement in the future. The results showed that the implementation of childbirth insurance in Tanjungbalai City has not been running optimally so it needs improvement in the future both in structural synergy, namely the relationship between central and regional as well as in harmony, namely functionally between other related agencies in the Tanjungbalai City Government. From the SWOT analysis carried out, namely analyzing the Internal Strengths and Weaknesses and the External Opportunities and Threats factors, it shows the position of the Tanjungbalai City Government is in Quadrant I (first) with an Aggressive Strategy, namely using existing strengths to take advantage of the opportunities available.

Abstract

The extension of the extension is strongly influenced by the extension institution itself both structurally from the center to the regions and functionally in the regions in relation to other cross-sectoral relations. The dynamics of changes in extension institutions from the central government have influenced institutional changes in the regions, both in terms of materials, methods and funding of extension. This research uses the descriptive qualitative method with the main problem is how to coordinate the implementation of agricultural extension in a Strutural and Functional manner and what efforts are made by the Karo Regency Government in responding to the dynamics of change so that it can still improve the performance of agricultural extension workers. The conclusion of this study is that in order to anticipate the dynamics of institutional changes, extension coordination is placed in the Functional (non-structural / non-structural / non-esslon) Agricultural Extension Coordination Secretariat which is accountable to the District Head through the Head of the Agricultural Service. Efforts that can be made by local governments in accordance with farmers' perceptions in terms of extension methods are: a. PPL visits to locations, b. Open Group Discussion, c. Demonstration Plots and d. Socialization.In terms of extension material are: a. Marketing Network, b. Latest drug, fertilizer and pesticide information, c. Nursery and Cultivation Techniques, and d. Post Harvest Handling; while striving for financing comes from: a. APBN, b. Provincial APBD, c. Karo Regency APBD and and d. Non-binding Third Party.

Abstract

This study aims at studying the activities carried out by the Karo Regency Government in order to empower micro business actors in Berastagi District and analyzing the income of micro business actors from the empowerment efforts carried out by the Karo Regency government. This study is located in Berastagi Subdistrict on culinary businesses, micro culinary businesses, micro-fruit and vegetable businesses and flower-flower micro businesses. The method used is descriptive qualitative data collection based on interviews and observations for primary data, while literature studies, social media and documentation. Data analysis is a policy analysis on the empowerment of micro businesses regarding the preparation, partiality, protection and income analysis of micro-entrepreneurs . The conclusion of this study is that the average income of Umkl is Rp. 3,275,050, - according to the criteria issued by BPS (2011) is classified as high. Umbs income Rp. 2,556,700, - increased to Rp. 3,402,400, - or classified as high. Likewise with the income of the micro interest (Umbg) business of Rp. 2,350,760, - classified as moderate income.The average income of Umkl through Empowerment has increased from Rp. 3,617,680, - classified as Very High, Umbs Income is Rp. 3,402,400, - High. 3. Likewise with the Umbg to Rp. 2,951,100, - or classified as high income. In terms of percentage, the highest increase in income occurred in fruit and vegetable business actors, amounting to 33.07%, followed by income of interest micro-entrepreneurs by 25.54%, while the smallest occurred in culinary micro business actors at 10.46%. Based on the UMK Karo Regency of Rp. 3,077,354.39, it can be seen that the Culinary Micro Business Income (UMKl) is Rp. 3,617,680, -. Fruit and vegetable micro business actors (Umbs) Rp. 3,402,400, - Interest income micro business (Umbg), interest business actor (UMBg) Rp. 2,951,100, -. Based on the UMK, the Umkl and Umbs Income is above the UMK while the Umbg Income is closer to the UMK.

Abstract

This study aims at seeing and learning the income of the Daily Lepas Farmer (BTHL) as well as the protection carried out by the Regional Government for the BTHL. This research was carried out in Berastagi Subdistrict, Karo Regency and the method used is qualitative by collecting data from interviews, field observations, literary studies, mass media, and documentation.The results of the research show that the income levels of Vegetable Farmers () BTSy, Fruit Farmers (BTBb) and Flower Farmers (BTBg) show differences that are not too high. The average result, BTSy income is Rp. 2,375,000 - BTBb of Rp. 2,556,700, - BTBg of Rp. 2,450,762, - (rounding off). The BTSy average income is Rp. 2,375,000, - (100.00) which consists of Main income of Rp. 1,800,750, - (75.82%), from the main part-time additional income of Rp. 410,000, - (17.26%) and part-time income of Rp. 164,245, - (06.92%).The average BTBb income source is Rp. 2,556,700, - (100.00) which consists of main income of Rp. 2,236,601, - (87.48%), the main part-time income of Rp. 231,669, - (09.06%) and non-agricultural side income of Rp. 111,570, - (04.37%) BTBg revenue of Rp. 2,450,762, - (100.00) consisting of Main income of Rp. 2,001,924, - (81.69%), income from main part time Rp. 331,669, - (13.53%) and side income from outside agriculture is Rp. 117,169, - (04.78%).The protection that is carried out by the Karo Regency Government for casual daily laborers in accordance with Article 99 (1) is only implemented in the Family Planning service while Child Care and the creation of a Labor Settlement are only at the planning stage. Protection as referred to in Law Number 24 of 2011 concerning Social Security Administering Bodies (BPJS), both Health Insurance and Employment Security for Casual Daily Farm Workers (BTHL) who work for companies and have not regulated BRHL working in individual or household businesses.

Abstract

Pelaksanaan pemilihan kepala daerah tentunya harus dapat menjamin semua warga khususnya perempuan untuk bebas berpartisipasi sebagai pemilih,pada konteks pilkada dalam pemilihankepala daerah di kecamatan Medan Baru pada tahun 2015 .Dalam akumulasi jumlah suara sebagai legitimasi masyarkat jumlah pemilih perempuan sebanyak 21.182 Orang lebih banyak di banding dengan laki laki,sedangkan pemilih laki laki 19.323 orang,posisi itulah yang membuat perempuan sebagai pemilih mayoritas yang patut untuk di kaji.Dalam tujuan penelitian ini adalah untuk mengetahui perilaku perempuan pada pemilihan kepala daerah di Kecamatan Medan Baru tahun 2015.Metode penelitian ini adalah metode kualitatif di mana jenis data yang di gunakan data primer dan data skunder yang di peroleh melalu imetode wawancara. Hasil penelitian ini adalah ada beberapa pendekatan yaitu,pendekatan sosiologis Dimana pemilih perempuan yang selalu mempertimbangkan latar belakang agama,sedangkan pemilih lainya dengan menentukan pilihan politiknya lebih banyak mempertimbangkan latar belakang sosiologis,dalam pendekatan psikologis menjatuhkan pilihan politiknya berdsasarkan ikatan emosional terhadap hasil kerja yang di capai oleh figur kandidat,sedangkan pendekatan Rasional ialah pemilih perempuan lebih memilih kandidat karna adanya kualitas Kandidat yang dititik bereratkan pada figure kandidat pertahanan nilai orientsi Visi danMisi oleh kandidat yang di pilih.

Abstract

Penelitian ini bertujuan untuk (1) Untuk mengetahui persepsi masyarakat dalam pengelolan dana desa tahun anggaran 2017 dan pemnafaatannya dalam pembangunan infrastruktur di Desa Hilimboe Kec. Susua Kab. Nias Selatan. (2) Untuk mengetahui hambatan apa saja yang dialami dalam proses pembangunan infrastruktur di Desa Hilimboe Kec. Susua Kab. Nias Selatan.Penelitian ini menggunakan perspektif pendekatan kualitatif. Fokus penelitian ini adalah persepsi masyarakat dalam pengelolan dana desa tahun anggaran 2017 dan pemnafaatannya dalam pembangunan infrastruktur di Desa Hilimboe Kec. Susua Kab. Nias Selatan. Informan adalah orang yang dimanfaatkan untuk memberikan informasi tentang situasi dan latar penelitian. Hasil yang diperoleh dari penelitian ini adalah (1) Pembangunan merupakan proses perubahan yang dilakukan secara sengaja untuk memenuhi kebutuhan-kebutuhan masyarakat atau proses perbaikan yang berkesinambungan dari suatu masyarakat dalam sistem sosial secara keseluruhan guna kehidupan yang lebih baik atau lebih manusiawi, karenanya lingkup pembangunan meliputi mengadakan, membuat atau mengatur suatu yang belum ada. (2) Kinerja dan kemampuan kepala desa dalam menunjang pembangunan infrastruktur di desa Hilimboe belum maksimal karena banyaknya pembangunan yang dilaksanakan oleh kepala desa masih banyak yang tidak tepat sasaran dan tidk berfungsi. (3) Pembangunan yang ada di desa Hilimboe hingga saat ini masih belum cukup dan perlu pembenahan yang lebih baik lagi terutama dalam hal memulihkan fungsi bangunan yang selama ini sudah tidak dapat dipergunakan oleh masyarakat umum.

Abstract

The development of this area will be even more significant with the designation of the Toba Caldera as the Unesco Global Geopark at the meeting of the Unesco member countries on July 4 in Paris. In this research, the formulation of the problem is as follows: a). What are the factors that influence the development of Lake Toba as a tourism area. b) What is the strategy adopted to produce the Toba Caldera as a tourism area regarding local cultural traditions and preserving biodiversity. This research uses the method of literary studies, documentation, field observations plus unstructured interviews with informants. The conclusions of this study are: 1) The strategy of inter-regional cooperation based on the SWOT analysis is in the First Quarter (First), namely using Strength in utilizing Opportunities, 2) In addition to using Strength in exploiting opportunities, it also minimizes weaknesses in overcoming threats. 3), Cooperation between regions is under the coordination of the Lake Toba Tourism Development Authority (BOPDT)., 4 Tourism developed through Attractions, Accessibility, and Ameniyas in empowering local traditions and preserving biodiversity. The recommendations given are for the regencies in the Lake Toba region to make use of regulations to implement cooperation, financial support, cultural potential and regional biodiversity

Abstract

Tuntutan perluasan penyelenggaraan kependudukan memegang peranan penting dalam pemberian jaminan hukum dan kepastian hukum bagi setiap individu dan hak-hak sipilnya untuk memperoleh perlindungan hukum. Administrasi publik atau manajemen publik adalah sistem manajemen pelayanan publik bagi masyarakat. Tujuan dari penelitian ini adalah untuk mengidentifikasi keterbatasan atau permasalahan Sistem Informasi Administrasi Kependudukan (SIAK) dengan menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Masa Pandemi tidak jauh berbeda dengan Kebiasaan dan Kegunaan Merekam EKTP di atas Saat jaringan internet bagus dan juga tidak ada pemadaman listrik, bisa langsung mencetak dalam 5 (lima) menit dan menyelesaikan masalah yang dikeluhkan orang dalam jangka panjang Jarak yang Petugas kependudukan sudah melayani di semua wilayah yang masih banyak warga yang belum mendapatkan KTP.

Abstract

This study aims to determine the performance of the Gobo Village Head in 2019 in managing the existing Village Fund. The main instrument used is the researcher himself because this research is a qualitative type. In addition, Village Fund management documents, cellphones, and interview sheets become additional instruments. Data were collected by documentation and interviews. The data that has been obtained is analyzed by adopting a reduction and data presentation stage which shows that the Gobo Village Head has carried out his role in accordance with the applicable rules. The results showed that the factors supporting the role of the Gobo Village Head in carrying out his role to manage the 2019 Village Fund were two internal factors (fixed income and village apparatus allowances, Village Government Operations, BPD Operations, Public Works and Spatial Planning, Settlement Areas), Energy and Mineral Resources Sector) and External Factors (Transfer Funds, District Government, Regency Government). The inhibiting factors for the role of the Gobo Village Head in carrying out his role to manage the 2019 Village Fund are internal factors (Village income sources, fixed income and allowances for the Village Head, Cultural and Religious Sector) and there are no external parties that hinder the role of the Village Head.
