Abstract

Keberadaan sebuah Organisasi Berbasis Masyarakat dalam sebuah entitas negara seringkali disalahgunakan oleh pemegang kekuasaaan untuk mendapatkan image positif tentang tingkaf partisipasi masyarakat dan desentralisasi. Namun masih terdapat perdebatan mengenai apakah Organisasi Berbasis Masyarakat sungguh memainkan peranan penting sebagai wadah untuk menggerakkan masyarakat perkotaan. Tulisan ini akan menganalisa relevansi Organisasi Berbasis Masyarakat dalam melakukan collective action untuk memperjuangkan penyediaan pelayanan publik yang baik.

Abstract

Tulisan ini merupakan pembahasan dari sebagian hasil penelitian tentang penerapan nilai-nilai demokratis dalam pelayanan publik. Nilai-nilai demokratis terdiri dari nilai inklusivitas(pelibatan), nilai transparansi, nilai akuntabilitas, dan nilai integritas. Pembahasan dilakukan dengan membuat analisa penerapan salah satu nilai demokrasi yaitu integritas dalam pelayanan publik di Kantor Imigrasi Bandung. Penelitian ini merupakan penelitian dengan menggunakan metode campuran kuantitatif dan kualitatif (mix method). Dengan desain penelitian menggunakan studi kasus, analisa yang diterapkan dalam penelitian ini analisis eksploratori sekuensial (sequential exploratory). Studi kasus dalam penelitian ini adalah Kantor Imigrasi Bandung yang merupakan salah satu contoh best practice dalam kinerja pelayanan publiknya. Penelitian ini bertujuan untuk membuktikan apakah organisasi publik yang memiliki kinerja yang baik dalam pemberian pelayanan publiknya juga menerapkan nilai demokrasi yaitu integritas. Hasil temuan dari penelitian ini adalah bahwa Kantor Imigrasi Bandung belum sepenuhnya mene­rapkan nilai nilai integritas dalam pelayanan publik.

Abstract

The management and organisation of street vendors in Bandung City Government is regulated through the Local Government Act of Bandung City Number 4 Year 2011. The implementation of this local government act, however, is unsuccesful due to internal factor from the street vendors themselves as well as external factors such as the buyers.  Both street vendors and the buyers showed non-compliance behaviors toward the regulation implementation. Using qualitative research design, this research showed evidence that factors such as (1) lack of incentives and heavy sanctions; (2) problem of monitoring; (3) lack of resources; (4) lack of autonomy; (5) lack of information and (6) belief and values. The results suggest a design for reshape and redesign the public policy in the management and organisation of street vendors. It highlights six aspects need to be done; (1) the involvement of ‘street level bureaucrats’; (2) consistent law enforcement; (3) incentive for compliance behaviour; (4) regards the cost and risk bear by the street vendors in the evaluation and re-designing of the policy; (5) the capacity development of the street vendors association and (6) developing a model for an effective information dissemination

Abstract

The purpose of this research is to analyse the implementation of Local Govern-ment Act Bandung Municipality Number 11/2005 about Orderliness, Cleanliness and Fineness of Bandung City (Ketertiban, Kebersihan dan Keindahan). The study focuses on a target-group compliance perspective. By analyzing the level of pub-lic compliance, this research will contribute to the understanding of factors con-tributing to the success of public policy implementation. An analysis of the non-compliance behaviours of the target group is based on three concepts: (1) Fac-tors affecting the level of compliance by Weaver; 2) organizational compliance factors for Economic Co-operation and Development/OECD; and 3) The failure of policy implementation (Patton and Sawicki, 1993)). An early observation showedthat the low level of public compliance were caused by several factors such as 1) problem of reward and punishment; (2) low level of law enforcement by internal investigator or  Petugas Satuan Polisi Pamong Praja, 3) The lack of autonomy within the public to comply the legal regulation;4) the lack of information about the policy and its implementation and (5) the value hold by the society that cleanliness is not the society responsible, that it is acceptable to throw any waste anywhere, and 6) The lack of resource to enable the society to comply with the policy. This research evaluates whether such factors also present among the tar-get group of this policy

Abstract

This paper discusses a program evaluation study on Community Information Group. It is a program that is established by the Ministry of Communication and Information, which is based on the Ministerial Decree No. 8/2010. Through the program, the government is expected to disseminate public information and, simultaneously, the community will be able to voice their concerns and needs. This research used an exploratory survey with a sequential exploratory. In the qualitative analysis, we interviewed 15 key persons to understand the nature of the program and the impact of the access to information. This is enriched with a quantitative analysis. A closed-ended questionnaire was used to survey 62 respondents. The evaluation method was randomized post-test only group design. This research utilized a case study of research design with the Community Information Group of Sukabungah Village - Bandung, because it is regarded as one of the best practices of CommunityInformation Group in Bandung City. Furthermore, Sukagalih Village was used as the control group of the evaluation program study. Dolbeare's model of policy impact was also used in this research. We constructed a causal logic of the program to fully understand the program itself. It is evident from the findings that a set of activities in this program did not meet its expectedimpact. Further, even though the activities are useful for the citizens, the citizens already had access to the same activities provided by other programs. It can be concluded that the establishment of the Community Information Group is inefficient. Hence the Community Information Group program should be re-designed to maximize the impact or otherwise be terminated.

Abstract

Corruption is a common term used in both private and public sector to understand the misused of resources in order to enriched themselves, unlawfully. Corruption has been endemic in Indonesia starting from the highest peak of government to the grass root level. Some organizations had tried to eradicate corruption with any possible way they could find; law enforcement, behavioural to education approach. However, the use of information, technology and communication or ICTS or known as e-Government in eradicating corruption has been considered a break trough. They believe that by implementing ICTS in several sectors of public services, it could help to eradicate corruption in Indonesia. Local Governments has been using e-budgeting but corruption is still prevalent. ICTS serves as way to reduce corruption rate but it does not eradicate corruption at all. The adoption of ICTS in governmental systems creates an opportunity for the officers and staffs who understand and occupies skills of ICTS (e-literate) and at the same time blocks chances for those who do not understand ICTS. This is called as an up-skilling corruption. This paper will discuss e-administration which is understood as ‘the use of information and communication technologies and in particular the internet, as a tool to establish a better-quality administration. Using a case study of e-administration in Bandung City, this paper will discuss how Bandung City is to implement Online Licensing through BPPT or Badan Pengkajian dan Penerapan Teknologi (The Agency Assesment and Application of Technology) with a consideration that there is a chance for up-skilling corruption. Further, upon the discussion, recommendation on how to implement proper e-administration so that it will achieve its goal to eradicate corruption.

Abstract

Penelitian ini merupakan penelitian kualitatif untuk mengukur keberhasilan implementasi dari PERDA No. 4 Tahun 2011 dalam perspektif kepatuhan (compliance). Dengan menggunakan teori kepatuhan berdasarkan pada Weaver dan di kombinasikan dengan teori implementasi kebijakan publik yang lainnya(Van Meter dan Van Horn, Bridgman & Davis, Howlett and Ramesh, Lindblom, Patton & Sawicki, Linder and Peters), maka tingkat kepatuhan kelompok target (target group) dari kebijakan penataan dan pembinaan Pedagang Kaki Lima diukur dengan menggunakan 6 indikator. Enam indikator tersebut adalah yaitu (1) Pemberlakuan Insentif dan Sanksi yang lemah, (2) Permasalahan Pengawasan, (3) Keterbatasan Sumberdaya, (4) Kurangnya Kemandirian Kelompok Sasaran dalam Pengambilan Keputusan (5) Keterbatasan Informasi serta (6) Perilaku dan Nilai. Hasil yang diharapkan dari penelitian ini berupa rekomendasi kebijakan yaitu evaluasi dan evolusi (reshape dan redesign) kebijakan penataan dan pembinaanPKL bagi Pemerintah Daerah Kota Bandung.

Abstract

Pengabdian kepada masyarakat ini bertujuan untuk mencapai enam hal. Pertama, peningkatan kesadaran para orang tua dan masyarakat akan pentingnya pendidikan. Kedua, Penguatan kelembagaan local tingkat kelurahan. Ketiga, mencegah anak putus sekolah, terutama mereka yang rawan DO baik karena pergaulan, lingkungan maupun kemiskinan. Keempat, mengembalikan anak putus sekolah ke bangku pendidikan, baik pendidikan formal ataupun Program Paket A, B, atau C. Kelima, membangun jejaring dengan LSM atau lembaga yang menangani Program Paket Pendidikan Luar Sekolah. Keenam, mengadvokasi lembaga pemerintah terkait (Dinas Pendidikan dan Dinas Sosial) untuk menjamin hak anak dalam pendidikan termasuk didalamnya adalah pendidikan life skills bagi anak putus sekolah. Lokasi program pengabdian kepada masyarakat ini adalah Kecamatan Cidadap, Kota Bandung. Metode yang digunakan adalah penyuluhan kepada masyarakat, penguatan kelembagaan, training metode belajar untuk guru dan mahasiswa pendamping, pendampingan belajar bagi anak rawan DO, pendampingan anak putus sekolah untuk kembali ke sekolah, serta mediasi masyarakat dengan lembaga pemerintah dan NGO.

Abstract

This paper discusses the contribution of street vendors as the majority group of informal sector to the generation of local government revenue. Based on the desk study of the available literature and research reports on informal sector, this paper analyse how local government should tax informal sector to boost its revenue. In the perspective of legalist school, taxing the informal sector will only increase the informal sector activity, hence formalising the informal sector will not be a recommended policy. Other option to tax the informal sector is by the use of informal sector unions which requried an understanding of citizenship and awareness of their civil rights to establish them. This eventually also beneficial for informal sector as the creation of informal sector unions means the creation of networks and associations which enable them having power vis a vis local government. Keywords : informal sector, street vendors, local government revenue
