Abstract

Poverty is one of the main causes of hunger. In 2020 based on the GHI or Global Hunger Index report, Indonesia scored 19.1. BPS noted that malnutrition rates in Indonesia reached 30,000 or one out of every 10,000 residents. One in three babies in Indonesia is diagnosed with stunting where the number of stunted toddlers in Indonesia is still at 30.7%.  Some efforts that can be made to overcome hunger levels and reduce stunting rates include improving food intake, parenting, and paying attention to sanitation and providing clean water to the community. One of the programs that is being optimized by the government to improve the level of public health and nutrition by running an Additional Feeding Program (PMT). Cimahi city is a city with stunting rates in toddlers reaching 11.01% and stunting in toddlers reaching 9.87%. Government Regulation No. 42 of 2013 regulates the National Movement for The Acceleration of Nutrition Improvement, Improvement of Community Nutrition through The Additional Feeding Program (PMT) is one of the government programs implemented to reduce stunting rates and improve community nutrition in Cimahi City.

Abstract

The phenomenon of children dropping out of school is a classic problem in Indonesia which does not only occur in remote areas where access to Education is still difficult but also occurs in big cities that are easy to access. Surabaya has a fairly large APBD where 20% of the APBD is allocated for education funds. However, there are still Surabaya residents whose children drop out of school because of financial problems. This study tries to see how the Surabaya City Government reduces the dropout rate through Sanggar Kegiatan Belajar. The research method used is qualitative, and the data search process uses interviews with the Education Authority and UPT Sanggar Kegiatan Belajar. The results showed that implementing Sanggar Kegiatan Belajars could reduce children dropping out of school due to cost problems. Sanggar Kegiatan Belajar is a non-formal education that is included in equality education so that those who enter the Sanggar Kegiatan Belajar will get free Education.

Abstract

Food and beverage production are increasingly circulating, whether produced by large companies or small businesses. The public, as consumers, needs a guarantee of the hygiene and halalness of a product, so the Government requires a halal certificate that business actors must pocket before their products are sold. Of 479,621 new business units in East Java, 2,230 have halal certificates. The author's concern is analyzing business actors' social awareness toward halal certificates. The research was conducted with a qualitative approach, sourced from primary and secondary data. Data collection techniques are interviews, observation, and literature study. The study's results using the Social Awareness theory, which looked at the knowledge, attitude, and action aspects, found that business actors' knowledge of halal certificates and procedures was well established. However, in terms of attitudes and actions towards halal certificates, the products differed due to external factors, namely costs and management complexity. Business actors will be proactive if obtaining halal product certificates is carried out efficiently and at low costs. Even producers admit they want to avoid taking care of if they have to use personal costs. Another factor that supports the social awareness of business actors is the assistance of facilities from the Surabaya city government through the Department of Trade, both technical assistance and costs.

Abstract

Official travel is carried out by authorized officials to attend invitations, meetings, seminars, and so on, especially in government. Service Travel Order (SPPD) as proof of accountability for carrying out official travel. In working on SPPD, it is not always smooth and timely because there are many obstacles that cause delays which have an impact on the slow disbursement of proposed official travel funds. Researchers used 4 main focuses in the study to determine the factors of SPPD delays, namely (1) Human Resources Factors, (2) Internal Control, and (3) Technology and information factors and. (4) Dominant Factors The research method used by researchers is descriptive qualitative with data collection techniques in-depth interviews, observation, and documentation. The results of this study are (1) Human Resources Factors, have worked quickly in accordance with existing regulations, (2) Internal Control, internal factors still cannot be controlled because the mobility of the leader concerned has a busy schedule resulting in a buildup of files and stagnation of the submission process. External factors can still be followed up by implementers regarding the timeliness of sending invoices, because invoices are the main administrative requirement in SPPD. (3) Technology and Information Factors, which still use manual methods in their work, namely using Microsoft excel, so that a lot of work is not automatic and synchronized between one file and another, (4) Dominant Factors, delays are dominated by the mobility of busy leaders and supporting documents that are submitted late. Abstract

Official trips by authorized officials to attend invitations, meetings, seminars, and others, especially in the government, require a Travel Duty Letter (SPPD) as proof of accountability. However, the processing of SPPD is not always smooth and on time due to various obstacles resulting in delays in the disbursement of travel funds. To identify the factors causing delays in SPPD, researchers used 4 main focuses: (1) Human Resource Factors, (2) Internal Control, (3) Technology and Information Factors, and (4) Dominant Factors. The research method used is qualitative descriptive with data collection techniques through in-depth interviews, observations, and documentation. The research results show that: (1) Human Resource Factors, have worked quickly in accordance with existing provisions, (2) Internal Control, internal factors still cannot be controlled because the mobility of the relevant leaders has a tight schedule, resulting in a backlog of files and stagnation in the submission process. External factors can still be followed up by the relevant implementers for timely delivery of invoices, as invoices are the main administrative requirement in SPPD, (3) Technology and Information Factors, still use manual methods in their work, using Microsoft Excel, so many tasks are not automatic and synchronized between one file and another, (4) Dominant Factors, delays are dominated by the busy mobility of leaders and late submission of supporting documents. These problems become factors in the delay of SPPD.

Abstract

The research aims to determine the process of implementing the Kampung Arek Suroboyo (KAS RPA) program in Medokan Semampir Village. This research adopts a qualitative method that uses a descriptive approach. Data collection was carried out by conducting interviews, field visits, and collecting documentation. The focus of this research is to look at the implementation process, namely policy standards and targets, resources, characteristics of implementing organizations, communication between related organizations and implementation activities, attitudes of implementers and the social environment. The results of the research show that the implementation of the learning village program in Medokan Semampir Subdistrict has been effective, but there is one indicator that has not been met, namely the indicator of a social environment that is not supportive because one of the programs of the learning village, namely the reading park, is less popular because the operating hours are not in sync with school schedules, small book collections, and children's low interest in reading.

Abstract

This research aims to determine the application of excellent service in the Fairy Tales of Traveling Teenagers (Darling) at the East Java Province Library and Archives Service. DARLING (Fairy Tales for Traveling Teenagers) is innovative and provides excellent service for the East Java Province Library and Archives Service. The DARLING program promotes reading and introduces children and teenagers to moving fairy cars. Qualitative descriptive methods were used in this research. The data collection technique uses data triangulation, combining interviews, literature study and documentation. The research results show that DARLING has successfully implemented the A6 principle of excellent service.

Abstract

The aim of this research is to determine the implementation of the Women and Child Protection Services Information System (SIAP-PPAK) in Putat Jaya Village. Women and Child Protection Services Information System is a website-based application designed as a one click for all solution to integrated women's, children's and family problems. The idea for this e-Government innovation came from the Department of Women's Empowerment and Child Protection and Population Control and Family Planning (DP3APPKB) of Surabaya City. This study used descriptive qualitative method. The data collection technique is carried out through data triangulation which combines interviews, observation, literature study and documentation. The research results show that the implementation of SIAP-PPAK in Putat Jaya Subdistrict has been carried out well by fulfilling the six (6) indicators of the Van Meter and Van Horn theoretical models. Although, there are still several obstacles, these can be overcome so that women and child protection services using SIAP-PPAK can be provided with quality.

Abstract

This study aims to describe how the role of PUSPAGA facilitators in the implementation of the 'PUSPAGA goes to school' educational socialization program. In this PUSPAGA activity, it provides services handled by professionals such as counseling, outreach, parenting classes and several child abuse prevention measures. This research was written using descriptive qualitative research methods. The data collection techniques used in this research are observation, documentation and library research. This research uses a type of qualitative research with the subjects of several junior high schools in the Krembangan sub- district of Surabaya city. The results of this study indicate that acts of violence are still widely carried out in the school environment, the perpetrators of bullying are common at the junior high school level. The acts of bullying that occur are verbal bullying and physical bullying. In this study also describes what the role of the puspaga facilitator is in addition to providing material, it also acts as a) a PUSPAGA facilitator as an inspirator, b) a PUSPAGA facilitator as an informator, c) a PUSPAGA facilitator as an organizer, d) a PUSPAGA facilitator as a motivator, g) a PUSPAGA facilitator as an initiator, and g) a PUSPAGA facilitator as a mediator. In addition, the researcher also explained what a puspaga is and stated that puspaga runs under DP3AAPKB.

Abstract

This research aims to find out how the Save Package (PaHe) service for making birth certificates is implemented as a public service innovation in Sidotopo Wetan Village. The Birth Certificate Savings Package (PaHe) service aims to make it easier for people to process population documents, one of which is making a birth certificate. Even though there have been these innovations, there are still many people who are late and have not processed birth certificates in accordance with existing policies. This research uses qualitative research methods to describe the phenomena that occur, where the data sources used in this research are primary data sources (interviews, field observations) and secondary data (books, journals, news, articles, etc.). The focus of this research is to see how the Birth Certificate Savings Package (PaHe) service is implemented in Sidotopo Wetan Village with indicators of communication, resources, disposition and organizational structure. Based on the research results previously explained, it can be concluded that the implementation of the Birth Certificate Savings Package (PaHe) service as one of the public service innovations in Sidotopo Wetan Subdistrict can be said to have been implemented quite well even though it has not been optimal as expected. Suggestions that can be made are to increase the number of service officers and increase public awareness regarding orderly population administration.
