Abstract

Ada dua perubahan mendasar yang seyogiyanya dilakukan dengan sungguhsungguholehAkpol.PertamaadalahperubahanprogramstudiAkpoldaritingkat Diploma-3 menjadi Strata-1 Terapan Kepolisian. Kedua adalah pembangunanprogram pendidikan karakter dan pendidikan berkarakter untuk menghasilkanperwira Polri yang berkarakter. Pancasila menjadi sumber karakter. Akpolmengkris-talisasi seluruh nilai-nilai luhur dalam Doktrin Polri 'Tata Tentrem KertaRaharja', Pedoman Hidup 'Tribrata', Pedoman Kerja 'Catur Prasetya' dan FilosofiPendidikan “Mahir, Terpuji dan Patuh Hukum' serta sumber nilai lainnya menjadidua belas (12) nilai karakter unggulan taruna sebagai peserta didik Akpol, yaitu: 1)Beriman dan bertakwa kepada Tuhan Yang Maha Esa; 2) Cinta Tanah Air; 3)Demokratis; 4)Disiplin; 5) Kerja Keras dan Cerdas; 6) Profesional; 7)Sederhana;8)Berempati; 9) jujur; 10) Adil; 11) Teladan; dan 12) Berintegritas. Nilai-nilaikarakter tersebut diintroduksi ke dalam tiga strategi pendidikan karakter di Akpol,yaitu pendekatan komprehensif (holistik); pendekatan pembelajaran terintegrasi;dan pendekatan pengembangan kultur sekolah. Pendidikan karakter secara holistikmenjadi salah satu sarana internasilasi nilai-nilai luhur, dalam hal ini dua belas (12)nilai karakter dalam pengembangan budaya organisasi Akpol. Budaya organisasiPolri, yaitu budaya pelayanan dalam wujud pelayanan prima kepolisian padamasyarakat sebagai outcome pendidikan banyak ditentukan oleh keberhasilaninternalisasi nilai-nilai dua belas karakter melalui pendidikan karakter danpendidikan berkarakter di Akpol.

Abstract

The vision and slogan to boost performance as well as practical guidelines for each member announced by the National Police Chief through the 'Professional, Modern and Trusted' (Promoter) approach contain two fundamental aspects. First, the process of improving the quality of Polri's human resources and their performance through a professional and modern approach. Second, the results of performance as an outcome, namely the trust from the community. Of course, increasing professionalism and modernizing performance as well as all aspects of the police cannot be separated from various aspects of Polri's development, especially police education. Indeed, there are many aspects that contribute to the development of the quality of Polri personnel and their performance, but education is one of the main aspects. The National Police has five technical functions such as Investigation, Security Intelligence, Traffic, Community Development (Binmas) and Sabhara, in addition to other special fields such as the Mobile Brigade (Brimob). In general, the police have main duties as regulated in Article 13 of Law No. 2 of 2002 concerning the Indonesian National Police as stated above. Police in each Technical Function also has their respective Duties and Functions. The integration and harmony of the performance of the five Technical Functions and other functions become a synergy of strength in the implementation of the Main Tasks of the National Police. Police who are Promoters in the field of Intelligence and Security can only be realized through education who are also Promoters. Intelkam Education at the Police Academy implements a curriculum that accommodates content and methods for achieving the goals and outcomes (outputs and outcomes) of promoting education. The number of hours of Intelkam courses of six (6) credits at the Police Academy is sufficient, but the number of two (2) credits at the Soreang Intelkam Intelkam Center is apparently not enough as a certified Basic Intelkam Dikjur.
