Abstract

Community Institution is one of the civil organization under the authority of village level governance, also acknowledged and under supervision of government. Indonesian legislation has given chance to society to form community institution. Act number 23/2014 on Local Government and Act number 6/2014 on Village laid foundation for society to form village level community institution based on their need. In reality, those community institution like Rukun Tetangga (RT), Rukun Warga (RW), Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK), Pemberdayaan Kesejahteraan Keluarga (PKK), Karang Taruna, etc., have been an integral part in helping government’s task, especially the task of head of urban village related to services on governance, development, and civil matters. Civil institution in urban village has shown its benefit and function in government, especially city government. Act number 5/1974 doesn’t mention about RT and RK/RW, but that does not means those institutions don’t have their reason for existence (raison dieter). RT and RK/RK can be formed based on Mayor’s Order as implementation of mayor’s function on Community Administrator. As Community Administrator Mayor can form act on forming and regulating community institution in its area which in turn can help city government fulfill its community’s participation, thus community’s aspiration can be included in government’s action and further enlarge social participation. Even though it is known that some city is regulates and empowers its community institutions, it is advised that other city has to start, so it won’t be too far behind, because community institution’s benefit and function have been proven. Working relation between community institution and urban village is deep.

Abstract

In the Indonesian national government system is recognized the existence of local government, the region consists of provincial, district and municipal areas. The Provincial Region is headed by a Governor, a Regency area headed by a Regent and a City area headed by a Mayor. Based on Law Number 23 Year 2014 on Regional Government placed the Governor in 2 (two) functions, namely; As Head of Region and As Deputy of Central Government in Region. The governor as the representative of the central government in the regions gained the delegation of authority from the government to carry out central government affairs in the regions. As a representative of the central government in the region the governor carries out the absolute affairs and implements the concurrent governmental affairs which are the authority of the central government and conducts the guidance and supervision of the districts / municipalities in carrying out the concurrent affairs which are the authority of the district / city government. In the implementation of central government affairs in the region it is necessary to have central government representatives in the regions and vertical institutions. Prior to the issuance of Law Number 23 Year 2014 in relation to the Governor as the representative of the central government in the regions is regulated in Law Number 32 Year 2004 regarding regional government and followed up by Government Regulation No. 7 of 2008 on Deconcentration and Co-Administration. In Act No. 23 of 2014 on Regional Government it is stated that the representative of central government in the regions is only given to the Governor, while the Regent / Mayor does not get the authority as a representative of the central government in the region. In carrying out the guidance and supervision on the implementation of government affairs which is the authority of the district / city and the task of assistance by the district / city, the President is assisted by the Governor as the representative of the central government.

Abstract

Penelitian ini mendiskripsikan hasil penelitian tentang implementasi peraturan Bupati Rokan Hulu Nomor 39 Tahun 2011 Tentang Pelimpahan Sebagian Kewenangan Bupati Rokan Hulu kepada Camat untuk melaksanakan urusan pemerintahan daerah. Hal yang melatar belakangi penelitian ini adalah masih sedikitnya masyarakat yang melakukan pengurusan perizinan baik izin bangunan maupun izin usaha di jalan lingkungan dan jalan lokal di kecamatan Ujung Batu, sehingga tidak sesuai dengan pesatnya pertumbuhan bangunan dan pertumbuhan ekonomi dibandingkan dengan masyarakat yang mengurus perizinan, Selain itu terdapatnya pegawai yang mengambil alih tugas yang bukan bidangnya, Masih kurangnya Pemerintah Kecamatan Ujung Batu dalam melakukan sosialisasi tentang pengurusan perizinan di Kecamatan Ujung Batu. Kurangnya sosialisasi terkait dengan masalah anggaran serta tidak terlihat adanya standar pelayanan yang jelas. Metode penelitian ini adalah metode penelitian kualitatif dengan menghubungkan tujuan penelitian dengan masalah dan gejala yang terjadi. Metode pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Data yang diperoleh selanjutnya dikumpulkan dan disajikan untuk diambil kesimpulan. Penelitian ini dilaksanakan di Kecamatan Ujung Batu Kabupaten Rokan Hulu. Berdasarkan hasil penelitian dan teknis analisis yang penulis gunakan maka dapat disimpulkan bahwa Implementasi Peraturan Bupati Rokan Hulu Nomor 39 Tahun 2011 Tentang Pelimpahan sebagian Kewenangan Bupati Rokan Hulu Kepada Camat untuk melaksanakan urusan pemerintahan kurang terimplementasi. Rekomendasi ini perlu dipertimbangkan untuk menjadi masukan kepada Bupati Rokan Hulu dan Camat Ujung Batu agar melakukan upaya sosialisasi mengenai pengurusan perizinan di jalan lingkungan dan jalan lokal serta memberikan sanksi yang tegas kepada masyarakat yang membangun Rumah, ruko dan jenis usaha yang tidak memiliki izin.

Abstract

The Village Building Index in its application is used to map village development and independence based on the implementation of village laws. The index of developing villages is measured through three indicators, namely indicators of economic resilience, indicators of environmental resilience and indicators of social resilience. Identification of problems related to the effectiveness of using village funds based on the developing village index (IDM) in Kuantan Singingi Regency has not been effective, besides that the village government has obstacles in the use of village funds. The purpose of this study was to determine how effective the use of village funds was in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency. Data collection techniques used in this study are through observation, interviews and documentation. Based on the results of the study, it shows that the effectiveness of using village funds in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency is assessed according to the principle of using village funds according to village laws, namely to create villages with independent qualifications.

Abstract

This study aims to Know Implementation Regional Regulation No. 05 Year 2005 Pekanbaru About Supervision and Inspection Levy Water Quality Case Study dikecamatan Bukit Raya. This study uses quantitative methods with reference to the concept of George C. Edward III in 2009 stated Nugroho approaches used to study the implementation of policies that of Communication, Resources, Disposition, and Bureaucratic Structure. Implementation of these regulations allow an open and transparent approach so that all the processes involved in the process palaksanan local regulations can understand and can work didalamnya.yang become informants in this study is Chief Medical Officer of Pekanbaru, Field Control Health Problems, Head of Environmental Health Section , laboratory UPTD Pekanbaru City Health Department and the owner Depot Water Available dikecamatan Bukit Raya. In the method of data collection used questionnaires, interviews and documentation after collected were analyzed using descriptive analysis of quantitative and qualitative. The results of this study found that the implementation of Regulation No. 05 pekanbaru city area in 2005 on the supervision and examination charges and water quality dikecamatan highway hill by each indicator say enough good research. Based on this it is recommended should the City Health Office Pekanbaru perperan order to further enhance socialization and supervision based on the existing rules, and have sufficient personnel so that the purpose of the establishment of the city area pekanbaru No. 05 of 2005 on the supervision and inspection levy can water kwalitas is reached.

Abstract

The rationale for this study due to the real role of civil society in assisting the government's villages, especially in the field of regional pemarintah government services, development, and social. Therefore, it is necessary to know the nature and history of the growth and development of the village community organizations to improve the understanding of the nature and purpose of the establishment of the village community in Indonesia. The results showed that social institutions kelurahandi Indonesia consists of Institutions Neighborhood, Pillars of Citizens, Community Development Institute, Institute for Community Development, Youth Organization, and other agencies that may be established by the community as needed. History of growth and development of each village community institutions are different from each other, but similar in purpose and role of helping the task of government, especially local government. The existence of social institutions that village was already long existed in Indonesia, some even since the reign of the population of Japan in Indonesia Recommendations research directed at the government, especially the local government to maintain the presence and synergy of civil society villages in assisting the government and local government, and expected to governments, especially local governments to be able to budget the cost of assistance to social institutions more proportional villages in the State Revenue and Expenditure in accordance with the activities and needs of community institutions.

Abstract

The issuance of Law No. 6 of 2014 About Village, for the third time village governed by a separate law, after the first time regulated by Law No. 19 of 1965 On Rural Township and second regulated by Law No. 5 of 1979 About the Village Government. This condition shows the village of serious attention of society, so that people feel the need to make updates. Because during this time the village setting incorporated into the Regional Government Law is considered still many weaknesses in governing the country and have not been able to accelerate the development of the village. Explanation of Law No. 6 of 2014, stated; "Village or called by any other name existed before the Homeland existing or formed. As evidence of the existence of the village, seen from the explanation of Article 18 UUD 1945, there are approximately 250 "Zelfbesturende landschappen", such as the Village in Java and Bali, Nagari in Minangkabau, and so forth ". The diversity of characteristics and the type of village, not a barrier for our founding fathers to make informed choices in a unitary state. Although we recognize the need there is homogeneity of the unitary state, but Homeland still provide recognition, protection and guarantee of the existence of a unit of community and unity of indigenous communities and their traditional rights are to grow and develop. The existence of Law No. 6 of 2014 set and answer the problems of the village administration that are expected to accelerate the development of the village, the village government through institutional arrangement.

Abstract

Regional Government is a sub-system of the national government, the existence of local government has been established in Article 18 of the 1945 Constitution and Article 18 A and 18 B of the RI Constitution (Amendment). In Article 1 of the 1945 Constitution states that the State of Indonesia is a unitary state of the Republic. Logical consequence as a unitary state is the formation of the government of the State of Indonesia as a national government for the first time and then the national government for the first time and then the national government that then form the Region in accordance with the provisions of legislation. Then Article 18 Paragraph (2) and Paragraph (5) of the 1945 Constitution states that the regional government has the authority to regulate and manage its own Governmental Affairs according to the Autonomy and Co-Administration Principles and is given the widest autonomy. Along with the development and dynamics in the field Especially the regional government, the government issued Law No. 23 of 2014 on Regional Government in lieu of Law Number 32 Year 2004 on Regional Government. In helping to carry out the concurrent affairs and general government affairs, the Head of Regency / Municipality is assisted by the area. In the juridical existence of the regional apparatus there is a change between Law Number 23 Year 2014 with Law Number 32 Year 2004, so far sub-district and kelurahan institutions become part of the regional apparatus of regency / city, so that directly Camat and Lurah are responsible to the Regent / Mayor. However, in Law No. 23 of 2014 there is a change of position of Kelurahan which has been putting kelurahan as a regional tool but nowadays become a subdistrict apparatus, consequently the Head of Village is no longer responsible to the Regent / Mayor but is directly responsible to the Camat. Therefore, the structure, system, guidance and accountability of the village administration changed
