Abstract

The opportunity to fill the high demand for international seaferers has not been met due to the mismatch between the requirements and education outcomes. In addition to the required knowledge and skill, personal character of the gradutes must also been built. Such personal character building is a crucial aspect to be a serious concern of Higher Degree Seaferer Education Institutions. The implementation of character building can not be separated from other aspects, but it should be considered in an assimilative manner. From the teaching-learning point of view, character building can be carried out through the combination of Cooperative Learning and Problem-Based Learning, that is being called as Co-PROL by the author. The Co-PROL is conceptually a teaching-learning approach that fit such requirement because it accommodate the two theories that is inline with the teaching outcomes by combining behavioristic and constructivistic learning theories.

Abstract

The purpose of this research is both to mapping various maritime potency that is available in Yogyakarta Special District Territory and as a priority program in maritime development issues through Human resource development toward Yogyakarta as a driving force in building the potency of maritime archipelago. This research accommodates the stakeholders thought in building maritime industry in Yogyakarta. Using empiric approach, policy decisionmaking and some literature brought up various acceleration programs in maritime industry as follows; first, proposing maritime issues in education curriculum from elementary school until high school so that it may return transformation of the maritime vision which now shifts to the land. Second, building new education institution and training program to fulfill the need of qualified human resources in maritime industry which is not yet fulfilled by the current institutions. The criteria is focused on the vocational education which is integrated with all maritime affairs, curriculum, equipment and tools and international-standard human resources to fulfill the need of both national and international human resources. Third, standardizing all the existing training equipment and tools based on international standard. Nowadays, both private and state maritime vocationalschoolsin Yogyakarta have not yet fulfilledthe required minimum standard. Fourth, conducting cooperation with foreign accredited education institutions and training programs which are best suited with education character in Yogyakarta. By this effort, It will increase the quality of the graduates students of the schools. Fifth, increasing the quality and quantity of human resources in maritime sector based on the society demands both through formal and informal training education. Sixth, improving research and development in maritime issues and building maritime laboratories to implement innovated technology and non-technology. Seventh, setting maritime community as a media to collaborate and evaluate the program. Eight, conducting cooperation with investors to build port and to supply 50 GT vessel onward to contribute giving better income for fishermen. Abstract

This research is aimed to diagnose the student’s difficulty on Blended Learning model and aimed to get the solution of the problem by using Scaffolding. This research is a type of class action research. The result of the research shows that Blended Learning model by combining 80% of teacher- centered learning and 20% of e-learning program does not seem to be proper to be implemented in maritime academy culture. The proper scaffolding technique to be given is learning model which includes the value of character implementation which is using Co-Prol Learning model. It is proven to be effective not only in developing student’s character but also improving students achievement score. Researcher found that after scaffolding is done by using Co-Prol, the average score of the students is getting increased.

Abstract

This paper is aimed to investigate the massive development of Industrial Revolution 4.0 and its challenges in particular for Indonesian Maritime Higher Education by conducting literature review towards some related journals. The result shows that each of Maritime Higher Education in Indonesia should have good readiness and strategies to cope with this era in any reason and condition. Digital-Based Curriculum conversion, upgrading in the learning infrastructure and tools, as well as qualifying human resources are the key points.

Abstract

Kebakaran yang terjadi di Yogyakarta mengalami peningkatan dari tahun sebelumnya naik ke tahun berikutnya, khususnya di daerah yang padat penduduknya serta pada wilayah atau daerah industri. Kebakaran merupakan hal yang sering terjadi, dan ini akan membahayakan serta mengancam keselamatan jiwa seseorang. Oleh karena itu sangat dibutuhkan sikap kesadaran serta kesiapan untuk menangani apabila terjadi kebakaran dan ini perlu peran serta dukungan baik oleh masyarakat itu sendiri maupun pemerintah setempat. Bertolak dari sering terjadinya bencana kebakaran tersebut sangat diperlukan suatu pelatihan perlindungan risiko kebakaran dengan pengenalan dan penggunaan APAR. Pelatihan yang dilakukan bertujuan agar masyarakat lebih mengetahui serta memahami bagaimana bila terjadi musibah kebakaran serta bagaimana penanggulangannya. Pelatihan dilakukan di Dusun Condong Catur, Depok, Sleman, Yogyakarta, karena wilayah ini sangat padat penduduknya dan riskan terjadi kebakaran, disamping itu dusun Condong Catur letaknya berdampingan dengan kota Yogyakarta yang penduduknya padat. Peserta berjumlah 30 orang. Dari hasil pelatihan terjadi peningkatan pemahaman sebelum dan sesudah pelatihan, diantaranya terjadi peningkatan pemahaman mengenai konsep segitiga api sebesar 90%, peningkatan pemahaman pengetahuan penggunaan APAR sebesar 87%, dan peningkatan konsep pemadaman tradisional mengalami peningkatan sebesar 83%. Abstract

Pelabuhan Sadeng merupakan pelabuhan perikanan terbesar di Provinsi Daerah Istimewa Yogyakarta (DIY) yang dimanfaatkan untuk aktivitas bongkar muat dan pelelangan ikan. Aktifitas bongkar muat telah didukung dengan fasilitas yang memadai untuk kategori pelabuhan tipe C. Semakin meningkatnya aktivitas bongkar muat di pelabuhan Sadeng tersebut mendorong untuk meningkatkan fasilitas dari pelabuhan tipe C ke tipe B. Studi kelayakan untuk mengidentifikasi fasilitas dan sarana pendukung lainnya sangat diperlukan dalam rangka untuk memenuhi persyaratan kesesuaian pelabuhan Sadeng sebagai pelabuhan tipe B. Riset ini bertujuan untuk mengetahui kesiapan pelabuhan Sadeng menjadi pelabuhan tipe B terkait dengan fasilitas dan sarana prasarana pendukung yang dipersyaratkan. Metode penelitian ini menggunakan pendekatan deskriftif dengan pengambilan data melalui observasi, interview, dan dokumentasi. Berdasarkan hasil studi menunjukkan bahwa pelabuhan Sadeng telah memenuhi syarat untuk peningkatan tipe dari pelabuhan tipe C ke pelabuhan tipe B, terkait dengan kesiapan fasilitas, fungsional, dan fasilitas penunjang
