Abstract

The development of communication technology has affected in all aspects of life including education. Changes and adaptations should be done because the facilities of technology can make all human activities easier. The efforts have be done include improving the quality of education by implementing V-learning strategies in college. One of them is The Learning Strategy of Public Speaking Courses using classroom action method. The study performs phase 1 cycles and 2 cycles with identification, scaffolding, action, observation, and reflection. The final result of this research is the learning Model of Public Speaking courses with V-learning which can be accessed not only by students of Surabaya State University, but it can be followed by the students across study programs from other campuses. Based on 21 century skills that speaking skills need to be continuously developed to advance quality in all areas of work.

Abstract

Abstract— General election to be one of public concern because in the process leaders will be selected both at the executive and legislative levels. Television media makes the implementation of elections as the content of choice to be broadcast to the public. If the national election is packaged in a broadcast program on national television, then the holding of regional head elections or local elections becomes the material for broadcast programs on local television. East Java is the province that held simultaneous regional elections in 2018, both the election of the Governor and the election of Regents and Mayors. This moment was then managed by TV9, which was one of the local televisions in East Java to present a dialogue program called Ruang Pilkada. From this background, the researcher wanted to find out how the results of the discussion presented in the broadcast program were related to the East Java elections. Talks from the speakers were important to describe as references to the next election. This study uses a case study method and collects data through interviews, observation, and documentation. The result is that the regional election broadcast program can provide an overview of the implementation of the election in accordance with the expected stages and processes of democracy. The discourse in the broadcast program is a reference that the socialization and discussion that educates the public will have an impact on the implementation of a safe and dignified local election. Keywords—: broadcast media; television program; East Java regional election;TV9.

Abstract

Social media is considered to be able to support public service activities by the government by encouraging transparency, creating interaction with citizens, and building collaboration with citizens. The key must be to build an interactive relationship between the government (the organizer of the state authority) and the community. The problem is that our social media has not been used enough for interaction or even only aims to communicate one way. This research is an advanced stage of various previous studies on the use of social media for the Government, especially local governments. There is a tendency to direct the object not on the main government account to become a more specific agency/agency in charge of public services. The researcher wants to see the interactive pattern that occurs on Instagram @dishubsurabaya which is managed by the Surabaya transportation service in order to provide better service. The research was conducted using a case study method by extracting data through interviews with both parties: the government and citizens. The results show that agencies and citizens benefit together when they can connect. To achieve this, the first step is to build a new creative message and then seek interactivity with the availability of a team that is always ready to respond to questions and complaints.
