Abstract

The development of an area is followed by an increase in population mobility and traffic growth in terms of the number of vehicles that are increasing, causing a shortage of parking areas with an imbalance between parking supply and demand. To find a solution for how the parking system can operate more efficiently by implementing a subscription parking fee that can simultaneously support Regional Original Income (PAD). This research was made to know and describe the quality of subscription parking services in Sampang Regency and to find out and describe the implementation of the subscription parking policy in supporting local revenue. The main issue that develops in it leads to the low quality of service provided by government officials. This research uses qualitative methods with descriptive types. The focus of this research is (1) The implementation of subscription parking services in Sampang Regency has been able to support Regional Original Revenue or not, (2) Constraint factors in subscription parking services in Sampang Regency, and (3) Efforts that must be made by the Transportation Service to improve the quality of parking services subscribe to subscribed parking service users. The results of this study indicate that the subscription parking policy has not been able to support Regional Original Revenue (PAD), and in the implementation of subscription parking services in the Sampang Regency, it still needs to be improved.

Abstract

Jadek Program (Jauh So Dekat) is a population administration service program of the Population and Civil Registry Office of Tuban Regency that is used to bring services closer to the community through online means, namely verification, entry and file scan only through the Village. This research aims to find out and analyze the implementation of jadek program as access to population administration services in the issuance of e-KTP at the Office of Population and Civil Registration, one of which is in Sumurgung Village and Mandirejo Village. The type of research used is qualitative deskriftif using implementation theory according to David C. Korten (1998). Data collection techniques are used in interviews and observations with purposive samplingtechniques. The data sources in this study used primary data and secondary data. Data analysis techniques are performed using miles and huberman models, namely data reduction, data presentation, and conclusion withdrawal. The results showed that in the program indicator there has been a conformity between jadek program and target group. In the indicators of the implementing organization there is no conformity between the Jadek program and the jadek program implementation organization. Abstract

Traditional markets are one of the important sectors in a country's economy, but at this time traditional market conditions are threatened due to the growing modern market, as well as e-comerce. In addition, the existence of poor traditional market visualization in the community becomes a threat. The problem studied is the implementation of traditional market revitalization policies in Surabaya. The purpose of this research is to find out how the implementation of traditional market revitalization policies in Surabaya by using the theory of implementation stages according to (Tachjan, 2006). This study uses descriptive research with qualitative approaches, data gathering methods namely interviews, and documentation. The data sources used are primary and secondary sources. Data analysis used interactive models according to Miles and Huberman (1992). The main actors of physical revitalization and management policies are civil servant coordinators and market escorts through the Cooperative and Micro Enterprises Office who participate in involving other agencies in the implementation of policies. The policy actors involved carry out their tupoksi using predetermined methods and procedures. Supervision on the policy is carried out every day and on the physical revitalization of the agencies involved has carried out the tupoksi well, and on the revitalization of management there needs to be strict supervision. The conclusion of this study is that physical revitalization has been carried out well as shown by all the agencies involved are able to carry out their tupoksi well. While the revitalization of management still needs to be improved for more optimal results. Researchers put forward further suggestions that can be done related to the revitalization of market management, namely market managers who conduct a more stringent monitoring and monitoring system. Abstract

The existence of a cultural heritage area in the Old City of Surabaya is one of the advantages of the City of Surabaya and makes it an attraction for tourists. However, the rapid development experienced has made the Old City neglected which has an impact on the decline in the existence of the building. The Surabaya City Government already has Regional Regulation No. 5 of 2005. Surabaya Government the Department of Culture and Tourism seeks to preserve these buildings through revitalization. One of them is on Jalan Panggung which aims to deal with dull buildings and a lack of tourists. But in fact this revitalization raises problems in the form of rejection by some people because this revitalization is carried out with colorful painting which is considered not accordance with the architectural characteristics of old buildings and eliminates the historical value that exists in the Jalan Panggung area. The purpose of this study is to describe the implementation of the revitalization policy of the cultural heritage area on Jalan Panggung Kota Lama, Surabaya. Research method uses a descriptive qualitative approach, the data collection methods are observation, documentation, and interviews. Results of this study are the policy is optimal in preserving cultural heritage, the accuracy of the implementation is less than optimal from a technical point of view because there is no agreement with historical activists, the accuracy of the target is not optimal, because some parties who intervened showed disagreement, environmental accuracy is not optimal because there are perceptions of institutions strategic, namely the community of historical activists. Suggestions given are maturation of short and long term plans, increasing coordination between government and non-government parties, holding discussion forums with related parties, actively involving the community in preserving heritage. Abstract

BUMDes policy is based on Law No. 6 of 2016 and Permendesa PDTT No. 4 of 2015 on Establishment, Management, Management and Dissolution of BUMDes. BUMDes Sambibulu is one of the BUMDes in Sidoarjo Regency which was established in 2018. The purpose of the research is to find out and analyze thesuccess rate of bumdes policy implementation process run by BUMDes Sambimadu in developing tourism villages through agrotourism development. This type of research is descriptive with an qualitative approach. The focus of research is on the success rate of bumdes policy implementation process in the development of tourism villages. The research subjects consisted of the Head of Sambibulu Village, Chairman of BUMDes Sambimadu, Bumdes Employee and Sambibulu Village Community. Technique data collection uses observation, interviews, and documentation. This technique is data collection, data reduction, data presentation, and with drawing conclusions. The results of study show that the implementation of BUMDes policy in the development of Tourism Village has not been fully successful because the Human Resources owned by BUMDes Sambimadu are still inadequate and competent, characteristics shown by BUMDes employees busy with their respective affairs so that they take their duties and responsibilities. Cognition skills that do not fully understand the policy of BUMDes Sambimadu in the development of Tourism Village. On the other hand, there is support from good communication between the village government and BUMDes Sambimadu because every week it evaluates activities to correct existing deficiencies in the BUMDes policy implementation process. Abstract

Non-Cash Food Aid (BPNT) is food social assistance in the form of non-cash from the government which is regulated in the Minister of Social Affairs Regulation No. 20 of 2019 concerning the Distribution of Non-Cash Food Aid. In 2019 the BPNT program began to be implemented in the Bancar Sub-District This study aims to identify and describe the implementation of the BPNT program in Bancar Sub-District, Tuban Regency. Using a qualitative approach with a descriptive method. The focus of research on policy implementation models according to Donald Van Meter and Carl Van Horn. Data collection techniques through interviews, observation, and documentation. Data were analyzed using Miles, Huberman's analysis, namely data collection, data reduction, data presentation, and drawing conclusions. According to the findings of the study based on Donald Van Meter and Carl Van Horn's six theoretical indications, the BPNT program as a whole has been well-executed, while there are still flaws. The lack of data transmission and data synchronization across devices in the village are hurdles in the communication indicator, resulting in BPNT recipients' data not being upgraded. As a result, the researchers propose that each village head, who is the implementer in the closest scope to the recipient/KPM in this case, conducts a review or supervision of every citizen who is a target of the BPNT program assistance via RT coordination to the village head/relevant village apparatus. Abstract

Village cash labor intensive (PKTD) is a self-managed marginal community empowerment program that aims to create employment opportunities in order to reduce unemployment and poverty in villages, but in its application there are still villages that are hesitant, rarely even not implementing it. This study adopted a qualitative descriptive research, with the aim of evaluating the PKTD program in Pekarungan Village with 5 evaluation indicators according to Dale which include effectiveness, efficiency, relevance, impact, and sustainability. The data collection method is through in-depth interviews and documentation as well as for data analysis techniques, the authors adopt qualitative data analysis consisting of data collection, data reduction, data presentation, and drawing conclusions. The results showed that the Pekarungan Village PKTD had met the indicators of effectiveness and impact. Meanwhile, the indicators of efficiency, relevance, and sustainability have not been met adequately, because there are findings that the Pekarungan Village PKTD has not met the 50% wage rate requirement, its activities are still outside the home so that it is less relevant to the current pandemic conditions and there has been no sustainability action from the parties. village after the PKTD project is completed. The government should improve the content of the PKTD policy with the point of giving strict sanctions but also providing space for the village to adjust to local conditions so that the PKTD program is routinely implemented and will be able to reduce unemployment and poverty in the village optimally.

Abstract

Having a healthy environment is everyone's right. In this case, the state is also responsible for this. However, slum areas are still a social problem that has not yet been resolved. It is recorded that in 2021, Sidoarjo Regency has 276.26 hectares of slum areas spread over 52 villages. In response to this, the Public Housing and Settlement Service Office of Sidoarjo Regency implemented the Slum-Free City Program in tackling slum areas. The Kotaku Program is a community-based infrastructure repair activity program whose main goal is to tackle slum areas. The purpose of this study is to see how the implementation and results of the Kotaku Program at the PUPR Office of Sidaorjo Regency are. The theory used in this study uses the public policy implementation model by Mulyadi (2015:12). This research approach uses a qualitative descriptive approach that will be carried out in Sidoarjo Regency. The result of this research is that the implementation of the Kotaku Program carried out by the PUPR Service has gone quite well by fulfilling every stage starting from the preparation stage, implementation stage, and completion stage. It was recorded that in 2021, 19 of the 52 villages targeted to become slum areas have been overcome and can reduce flooding and reduce slum areas in Sidoarjo Regency. This program can also help overcome unemployment due to the impact of Covid-19 by increasing the income of people who are heads of families who have lost their jobs so that it can reduce the unemployment rate that previously soared in Sidoarjo Regency. In addition, the implementation of this program will also carry out gradual evaluation monitoring both from activities and from implementing agencies so that in the future it becomes an effort to improve policies that are better and optimal.

Abstract

Komersialisasi hasil riset merupakan upaya yang dilakukan oleh pemilik riset (dosen/mahasiswa) untuk dapat memperdagangkan hasil risetnya kepada masyarakat luas dengan tujuan untuk mengimplementasikan kegunaan praktis hasil-hasil riset tersebut sekaligus meraup keuntungan secara finansial. Produk hasil riset atau penelitian yang dilakukan oleh peneliti di lingkungan universitas mengalami beberapa hambatan dalam proses komersialisasinya yang muncul baik secara internal (kesiapan produk) maupun eksternal (penerimaan masyarakat luas). Persoalan tersebut menjadi landasan bagi universitas untuk mendirikan inkubator untuk mengelola (menginkubasi) hasil riset mengarah ke komersialisasi. Universitas Negeri Surabaya mengambil kebijakan untuk menindaklanjuti komersialisasi hasil riset secara nyata dengan dibentuknya Pusat Inkubasi Bisnis yang merupakan langkah awal yang strategis untuk membuka gerbang komersialisasi hasil riset. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini dianalisis menggunakan teori implementasi kebijakan publik Soren C. Winter yang disebut Model Implementasi Integratif yang terdiri atas tiga variabel yakni perilaku hubungan antarorganisasi, perilaku implementor/birokrasi level bawah, dan perilaku kelompok sasaran. Teknik pengumpulan data dilakukan melalui untuk mendapatkan data dan informasi yaitu melalui wawancara, observasi, dan pengumpulan dokumen-dokumen terkait. Sedangkan teknik analisis datanya menggunakan model Miles dan Huberman yang terdiri dari pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi Kebijakan Pusat Inkubasi Bisnis di Universitas Negeri Surabaya sudah bagus, hal ini dilihat dari indikator perilaku hubungan antarorganisasi yang menunjukkan terwujudnya kolaborasi antarorganisasi, indikator perilaku implementor/birokrasi level bawah PIBT Unesa dipengaruhi dengan kemampuan pengambilan keputusan penting saat adanya pengaruh yang lebih dominan diluar kewenangan formal (deskreasi) dilakukan sebagai wujud memprioritaskan kepentingan/keperluan utama saat itu, dan perilaku kelompok sasaran respon positif yang kemudian mempengaruhi perilaku implementor maupun perbaikan atau peningkatan program kerja PIBT Unesa. Kata Kunci: implementasi kebijakan, inkubasi bisnis, produk inovasi, hasil riset. Commercialization of research results is an effort made by research owners (lecturers/students) to be able to trade their research results to the wider community to implement the practical use of the research results while at the same time reaping financial benefits. Products resulting from research conducted by researchers in the university environment experience several obstacles in the commercialization process that arise both internally (product readiness) and externally (acceptance of the wider community). These problems became the basis for universities to establish incubators to manage (incubate) research results leading to commercialization. The State University of Surabaya has taken a policy to follow up on the commercialization of research results in real terms with the establishment of a Business Incubation Center which is a strategic first step to open the gates for commercialization of research results. The type of research is descriptive with a qualitative approach. This study was analyzed using Soren C. Winter's theory of public policy implementation which is called the Integrative Implementation Model which included three variables, namely the behavior of inter-organizational relations, the behavior of the implementor/low-level bureaucracy, and the behavior of the target group. Data collection techniques are used to obtain data and information through interviews, observations, and the collection of related documents. While the data analysis technique uses the model of Miles and Huberman in that is data collection, data reduction, data presentation, and concluding. The results showed that the implementation of the Business Incubation Center Policy at the State University of Surabaya have been going well, this was seen from the behavioral indicators of inter-organizational relations which showed the realization of inter-organizational collaboration. dominant outside of formal authority (discretion) is carried out as a form of prioritizing the main interests/needs at that time, and the behavior of the target group is a positive response which then affects the behavior of the implementor as well as the improvement or improvement of the Unesa PIBT work program. Abstract

Zoning traders in traditional market is one of the ways the government to make the market neater. In 2013 Semampir market received a 5 billion rupiah from the assistance fund by East Java Province, which was later by the Regional Government through the authority of Disperindag, was used to relocate the courtyard to the 2 markets, as before the zoning market needs for non-recomoning markets only because they had previously made a non-performing market of selling traffic. This is regulated in the Probolinggo Regency Regulation No.72 of 2018. This research is a descriptive type of research by using a qualitative approach, data source used is a source of primary and secondary data with interactive model data analysis. The results showed that the implementation of the policy of relocated in the market inmpire did not succeed, this is because of the lack of public support such as merchants who are reluctant to occupy the floor building 2 markets. The traders reason that the 2 floor building is not strategic, the difficulty of access to the 2 market, the lack of supporting facilities such as bathrooms, musala, and so on, and the lack of buyer interest in shopping at the floor 2 market. While from the side of the buyer they explain they choose to shop on the ground floor because it is easier to reach and more efficient. The advice given is that a policy perpetrator needs to forum back with traders for berduskusi so that finding an appropriate and profitable solution for both parties then need to add common facilities that traders need on the floor 2 markets. In addition, there also needs to be self-awareness of traders.
