Abstract

Land acquisition for the Jambo Aye Kanan Irrigation Network of ± 35 kilometers was started in 2010 and is currently around 28 kilometers or ± 70% of the total land acquisition. The Lhok Guci irrigation network of ± 90 kilometers was started in 2007 and is currently around 45 kilometers or ± 50% of the total land acquisition. It can be concluded that if the land acquisition has not been completed, the project work will be carried out as an addendum. In general, a contract addendum is an addition to the main agreement. Additions or changes that are attached cannot be separated from the main agreement, must remain in accordance with the unity of the agreement. Addendum to this contract can be made even though the term of the agreement has not ended, as long as all parties agree. Based on the description above, the problems identified are what factors are causing delays in land acquisition and the impact of the land acquisition process on the project time. This study aims to identify the effect of the land acquisition process on the achievement of project time performance. The results of this study are expected to be one of the references and information to overcome the problems that have resulted in delays in the completion of the Jambo Aye Kanan irrigation network project and the Lhok Guci irrigation network. The method used in this research is correlation analysis. The results of the correlation analysis using the SPSS application that have a relationship with the land acquisition process on the achievement of time performance are funds/funding, coordination and price. The result of the highest correlation analysis of the factors that influence land acquisition on time performance is the price variable. The correlation of the variables that affect land acquisition with laws and regulations on the time performance variable has a high correlation.

Abstract

One aspect that is needed in the implementation of infrastructure development is the availability of funds or capital from the government. Budget proposals from local governments are sometimes not the same as those approved by the legislature. area. The approved budget sometimes does not match the value of the Engineering Estimate work that has been generated from the DED planning. So this affects the execution of the work. There are several conditions that directly affect cost overruns in the implementation of building construction work. Some of these conditions include inadequate worker qualifications, procurement of materials that are sometimes not in accordance with the implementation time, natural conditions that sometimes delay the completion of work or natural disasters such as floods, inappropriate implementation methods, implementing management who do not understand the implementation conditions as well as several other conditions. In connection with these problems, this study wants to analyze the dominant risk factors that affect the cost of implementing building construction projects in Aceh Province. This research is a quantitative research. Based on this research, the dominant factor influencing the cost of implementing building construction projects in Aceh is force majeure with a mean value of 4.353.

Abstract

Proyek konstruksi merupakan suatu kegiatan yang kompleks dan melibatkan banyak pihak yang terlibat dalam pelaksanaannya. Salah satu upaya untuk meningkatkan kualitas pelaksanaan proyek konstruksi adalah dengan menerapkan Sistem Manajemen Keselamatan Konstruksi. Tingkat kecelakaan kerja konstruksi terbilang cukup tinggi maka harus diterapkan Keselelamatan dan Kesehatan Kerja pada proyek konstruksi bertujuan yang untuk meningkatkan keselamatan dan kesehatan kerja di lokasi konstruksi, sehingga dapat mengurangi risiko kecelakaan dan cedera pada pekerja. Penelitian ini bertujuan untuk mengkaji tingkat risiko kecelakaan kerja pada Proyek Peningkatan Jalan Peurelak Lokop – Batas Gayo Lues  dan menentukan pekerjaan dengan tingkat risiko kecelakaan tertinggi. Metode yang digunakan dalam penelitian ini adalah survei melalui kuesioner, menggunakan sumber data primer dan sekunder. Kuesioner disusun berdasarkan variabel yang terkait dengan penerapan K3. Pengolahan data kuisioner dilakukan dengan menggunakan presentase skala Likert, sedangkan pengolahan data wawancara dilakukan dengan menggunakan metode FMEA ( Failure Mode Effect Analysis ). Hasil yang didapat dari penelitian ini variabel yang paling dominan yaitu variabel operasional dengan skor rata-rata sebesar 89.85%, dan nilai RPN (Risk Priority Number) dari 8 kecelakaan kerja yang berpotensi terjadi didapat pekerjaan pengangkutan material yang memiliki risiko kecelakaan kerja tertinggi yaitu dengan nilai RPN sebanyak 90,64.
