Abstract

Abstract This research aimed to describe the implementation process of Bantuan Siswa Miskin (Cash Transfer for Poor Students) Program at Elementary School (BSM-SD) at SDN Sebanen II in Kalisat Jember using discretion in the program implementation. This is a descriptive research with qualitative approach. Data collection techniques used were observation, interview, documentation. Method of data analysis used Miles and Huberman interactive analysis consisting of three activity flows, namely data reduction, data presentation and conclusion withdrawing. Techniques of data validity applied triangulation. Based on the phenomenon occurred, the form of discretion in implementing BSM-SD program was discretion in social planning. Socio-economic condition of local community members and conflict potentials caused by jealousy became consideration implementing the program to reduce or adjust the provisions in the implementation of BSM-SD program.

Abstract

Abstract This research aims to describe the institution of community based waste management at RT 01 RW 03 Dusun Krajan Kalirejo village Kabat district Banyuwangi regency. Banyuwangi regency had public issues of environment which was also suitable with its predicate as the dirtiest city; the second dirtiest city in East Java in 2010. However, Banyuwangi transformed into the winner of clean city (Adipura) successively from 2012 to 2015.Adipura is a trophy and the predicate which is only given to the cleanest city/regency. The key success factor of Banyuwangi as a clean city was gradual rules to the level of community that supported the behavior of the community in waste management. Such behavior was seen at RT01 RW03. The waste was managed by institution which had the impact on improving the quality of environment in the form of beauty and cleanliness and decreasing the amount of residue waste produced for disposing to landfill. The used data collection methods were observation techniques in the form of overt and covert, interviews, documentation and triangulation. The used informant determination method was purposive sampling technique with eight key informants. The researcher checked the data validity by using persistence observation, triangulation, and peer discussion. Data were analyzed by using an interactive model of Miles and Huberman that consisted of data collection, data reduction, data presentation, and conclusion. The research results showed that a community-based waste management in RT 01 RW 03 Dusun Krajan Village Kalirejo Real Estate Kalirejo village Kabat district Banyuwangi regency followed the institutional patterns. Institutional patterns were supported by formal and informal rules as well as the structure and role of executive institution (DKP, BSB, Kalirejo Village, RT 01 RW 03, Dasawisma) that shaped the behavior of community-based waste management at RT 01 RW 03.

Abstract

This research aims to evaluate teacher certification program performance in Jember. The focus of attention is measurement of the output of target achievement and the intended impact one. Output target achievement was measured by descriptive analysis. Intended impact achievement refers to the impact of teacher certification program to the education quality. Impact measurement contains 3 steps analysis (comparative, associative, time series). Data were gathered by documentary collecting model in 52 schools (SMPN and SMAN) in Jember. The disproportionate stratified area random technique was used to choose representative samples. The result of descriptive analysis showed that the output target achievement has a low positive performance. The result of impact measurement showed that the teacher certification program has a low positive impact to the education quality. So, this research does not only aim at evaluating teacher certification program performance, but also offers some simple research models for measurement of program performance (output target achievement and intended impact one measurement models).

Abstract

This study aims to describe the contribution and benefits of village market in Purwoharjo Village, District of Purwoharjo, Banyuwangi Regency. The research applied two analyses, namely analysis of village market contribution and analysis of village market benefits. Analysis of the contribution of village market is related to the real village income, while the analysis of the benefits of village population is in connection with the villagers or the village market users. This research used descriptive qualitative approach, type-4 case study as the research design. The informants were determined by purposive and snowball techniques. The data used were primary data from the research field/location and secondary data from the institution. Data were collected by interview, observation, and documentation. Data validity was examined by extended participation and triangulation. After verification, data were analyzed using interactive model of Miles and Huberman. The research results showed that the contribution of village relate to village real revenue can be seen through IDR value and percentage. From the value of IDR, Purwoharjo Village experienced up or down or fluctuated, while the percentage from 2013-2016 continued to increase. Furthermore, the benefits of village market can be seen in the form of: (a) facilitation for the villagers in meeting their needs; (b) market usage for place of work; (c) labor absorption; (d) Attraction to investors from outside of the village; and (e) villagers’ opportunity to sell their agricultural products at the village market.

Abstract

There are several roles undertaken by the Inter-Village Cooperation Agency (BKAD) after the decommissioning of the National Community Empowerment Program (PNPM) by the central government and the emergence of Bupati Regulation Number 20 Year 2015, relating to the Protection, Management and Preservation of PNPM Implementation. Overall protection, management and conservation companies are efforts made to provide legal guarantees, maintain sustainability, and expand the results of participatory development carried out by PNPM in the form of SPP (savings and loans for women) and distribution of facilities. The problem faced by BKAD is the ongoing arrears that are ongoing from the SPP group in Jombang. This research takes issue by investigating the role of BKAD in protecting, managing and preserving the results of PNPM implementation in Jombang. Qualitative descriptive was chosen to examine the problem being investigated. Research data were collected by in-depth interviews, observation, and documentation. Determination of informants was done by purposive sampling and snowball sampling. Data was validated through consistent participation, observation, member checking, and triangulation. Data were analyzed qualitatively, which consisted of data collection, data reduction, data presentation, and data verification. Research findings cover four problems. First, BKAD made protective efforts aimed at inventory of SPP assets and property through discussion. Secondly, BKAD conducts a management program by restructuring client loans, in collaboration with all teams involved in PNPM. Third, conservation efforts undertaken by BKAD produce sustainable SPP. Some difficulties were seen in the management phase, related to SPP arrears.

Abstract

This study aims to describe institutions in the empowerment of people with mild and moderate levels of disabilities in Karangpatihan Village, District of Balong, Ponorogo Regency. Karangpatihan Village is one village that has been labeled as an idiot village due to the existence of a number of persons with disabilities. They live in weak, vulnerable, poor and underdeveloped conditions. Therefore, some participants collaborate based on the rules of the game that are carried out to seek empowerment, so that they are expected to improve the quality of their live. This study attempts to provide a clear description using qualitative approach with descriptive analysis method. Data collection techniques used interview, observation, documentation and literature study. Informants were determined by purposive sampling and snowball sampling, while data validity was verified using persistent observation, triangulation and peer examination through discussion. Data analysis techniques used analysis model from Miles and Huberman which included data collection, data reduction, data presentation and conclusion drawing. The results of this study are the description of values, rules, norms and laws and regulations used, participants involved, mechanisms for changing values, rules and norms, laws and regulations used and activities carried out in efforts to empower people with mild and moderate levels of disabilities in Karangpatihan Village, District of Balong, Ponorogo Regency

Abstract

Abstract This study was aimed to describe the impact of tourism village development on Real Fund of Village and Community in Kemiren village, Glagah sub-district, Banyuwangi regency. Tourism is one of the revenue boosters with a bright prospect and minimal risk. The existence of holding customary norms was the uniqueness in this village. Tourism management in Kemiren Village was carried out by Tourism Concious Community (Pokdarwis) in collaboration with the government. Therefore, in this study, the researchers discussed the impact of tourism village development on Real Fund Village and Community that provided tourism services namely homestay rentals, souvenir sellers, art activists, studio owners, and restaurant owners. This descriptive research employed a quantitative approach. The research was conducted in Kemiren village, Glagah sub-district, Banyuwangi regency from July to August 2018. The population of this research consisted of 94 people including the owners of homestay, restaurants or cafes, art shop, and studio, as well as art activists. The sample of this research consisted of 48 people selected by random sampling technique. The data used in research consisted of primary and secondary data obtained through document review, questionnaires, and interviews. Then, the data were analyzed by using proportion analysis. Gradually, the tourism village development in Kemiren village was carried out on several aspects such as tourist attractions, accessibility, human resource development, promotion and partnerships as well as government activities in the village. The impact of income received by the village government on tourism business result increased the Village Real Fund by 18 percent in 2017 and 17 percent in 2018. In addition, community income increased in 2016 by 13.88 percent. The highest increase in 2017 was 35.94 percent, and in 2018, it was 16.61 percent. This information can be said that the development activities could increase the Real Fund of Village and Community.

Abstract

This research was conducted to find out how the involvement of the third sector in the public service of providing clean water in Darungan Village, Tanggul District, Jember Regency. Darungan Village from 1970 to 1980 is a portrait of the government's failure to fulfill the needs of the public sector for clean water. This failure can be seen from the absence of the government in an effort to fulfill public needs in this sector. This is because the geographical location of Darungan Village is isolated and the level of education of the majority of the community is quite low. By referring to the idea of Bransend's co-production theory, that to involve the community actively in public services to revive the democratization of society which is considered to be starting to degrade, it allows the third sector or also known as the community to be involved in public services, especially in the sector of meeting water needs. clean in Darungan Village. Clean water services carried out by the third sector in Darungan Village are carried out by an organization named HIPPAM (Himpunan Penduduk Pemakai Air Minum) which has been established in 2000 to date, in collaboration with the PU Cipta Karya Office, Jember Regency. The government provides assistance in the form of clean water facilities which will be managed independently by the community. The results of this study are the challenges faced by third sector organizations in providing clean water in Darungan Village.

Abstract

Accountability, Transparency and Performance UPK PNPM Mandiri Rural District. This study aims to determine the effect of accountability and transparency on the performance of Activity Management Unit (UPK) District in PNPM Rural in Situbondo, either partially or simultaneously. Survey methods combined with a causal relationship approach applied in this study. The research instrument was a questionnaire, as the unit of analysis of the organization, the number of respondents overall total of 39 people, consisting of the entire board chairman, secretary and treasurer of a UPK 13 districts. The primary data of respondents’ perceptions of transparency and accountability to the organization’s performance is measured using questionnaires that have been tested level of validity (validity) and reliability (reliability). Multiple linear analysis was used to analyze the data. The results showed that accountability and transparency has a positive influence both simultaneously and partially on the performance of Activity Management Unit (UPK) District in PNPM Rural in Situbondo.

Abstract

This study aims to determinethe allocation of policy implementation in the Village Fund Pasongsongan Village, DistrictPasongsongan, Sumenep fiscal year 2008-2012. The method used was a longitudinal descriptivequalitative approach. Data retrieval techniques using the documentation, interviews, observation,and triangulation. Determination of informants with purposive sampling techniques and snowballsampling. The process of data analysis to study the content and Model Miles and Huberman. Policyof 70% utilization of funds ADD in the budget last five years focused on physical develop-ment,namely infrastructure development for rural government and transportation infrastructure development.While five other areas of community development activities that more directly touches the welfare ofthe people neglected to include the development of production, marketing, appropriate technology,health and education by reason of lack ADD goverment received..Key words: decentralization, policy implementation, allocation of village funds, community empowerment.
