Abstract

ABSTRAK. Penelitian ini bertujuan mengetahui tingkat keberlanjutan pengembangan Kawasan Sentra Produksi Jeruk Berkelanjutan (KSPJB) di Kabupaten Agam melalui 5 dimensi. Faktor dominan terhadap keberlanjutan diidentifikasi untuk memformulasikan rekomendasi kebijakan pengembangan KSPJB. Hasil analisis menunjukkan bahwa secara keseluruhan pengembangan KSPJB di Kabupaten Agam termasuk dalam kriteria tidak berkelanjutan dengan indeks keberlanjutan (IKB) sebesar 49,56%, di antara skala keberlanjutan 0 (buruk) dan 100% (baik). Besarnya IKB masing-masing dimensi berturut-turut ialah dimensi ekologi dan sosial sebesar 51,29 dan 53,63% termasuk dalam kriteria berkelanjutan. Sedangkan dimensi ekonomi, teknologi, dan kelembagaan berturut-turut sebesar 48,82, 39,53, dan 35,21% termasuk dalam kriteria tidak berkelanjutan. Terdapat 14 faktor dominan/sensitif terhadap keberlanjutan KSPJB. Empat skenario perbaikan IKB dilakukan untuk memformulasi rekomendasi kebijakan pengembangan KSPJB. Rekomendasi kebijakan berdasarkan pada Skenario IV ialah skala prioritas jangka pendek melalui perbaikan dimensi kelembagaan, jangka menengah melalui perbaikan dimensi ekologi dan sosial, serta jangka panjang melalui perbaikan dimensi ekonomi dan teknologi.ABSTRACT. The aim of the research was to elucidate sustainability index of citrus development at 5 dimensions. The key factors that affect sustainability were determined in order to formulate the policy recommendation for developing sustainable citrus production center. The results of the research indicated that the development of citrus production center in Agam District was determined as unsustainable. The sustainability index was 49.56%, within range of 0 (bad) to 100% (good). The sustainability index of ecology and social dimension were 51.29 and 51.63%, respectively which were determined as sustainable, while sustainability index of economic, technology, and institution dimensions were 48.02, 39.52, and 35.21% respectively which were determined as unsustainable. There were 14 important factors affected sustainability. Four scenarios were built to develop policy recommendations of sustainable development of citrus production center. The recommendation was based on scenario IV that determined as short term by improving institutions dimension, medium term by improving ecology and social dimensions, and long term by improving economic and technology dimensions.

Abstract

This study aimed to analyse the sustainability of vegetables horticultural farming on sloping land in the upstream Jeneberang watershed based on the index evaluation and the status of sustainability by Rap-farm method using Multidimensional Scaling (MDS).Results of ordination technique analysis Rap-farm method of MDS showed that index of vegetables horticultural farming sustainability ranged from 32.19-62.53. Dimension of ecological, economical, institutional, and technological included into sustainable enough category, while social dimension, included into less sustainable category in vegetables horticultural farming systems.Results of leverage Rap-farm analysis showed that from 43 attributes that were analyzed, there were 23 sensitive attributes that affected into the sustainability of vegetables horticultural farming systems in the upstream of Jeneberang watershed.
