Abstract

Tujuan dari penelitian ini adalah untuk melihat factor-faktor keberhasilan implementasi kebijakan dalam pemanfaatan limbah kelapa sawit. Limbah kelapa sawit yang menyebabkan pencemaran dimanfaatkan menjadi energy listrik dan mampu memberikan kontribusi listrik bagi masyarakat sekitar yang belum mendapatkan aliran listrik dari PLN. Pengumpulan data dilakukan melalui wawancara dan observasi. Data yang terkumpul dianalisa dengan menggunakan pendekatan kualitatif dengan teknik triangulasi data dan disajikan dalam bentuk deskriptif. Hasil penelitian menemukan bahwa faktor-faktor keberhasilan dalam implementasi kebijakan pemanfaatan limbah kelapa sawit adalah adanya kejelasan program dan tingkat kesepakatan diantara pelaksana kebijakan yaitu adanya kejelasan pasokan limbah yang akan diolah menjadi energy listrik, adanya lahan yang akan dimanfaatkan sebagai tempat pengolahan dan komitmen dari pelaksana, kemudian adanya perubahan dari penerima manfaat yaitu masyarakat yang dulunya tidak mendapat aliran listrik mulai merasakan adanya listrik selama 24 jam sehingga produktivitas mereka bisa meningkat, dan tipe dari masyarakat penerima manfaat.

Abstract

Usaha Ekonomi Kelurahan merupakan kebijakan pemerintah untuk meningkatkan perekonomian masyarakat dengan pendekatan pemberdayaan, penelitian ini bertujuan untuk melihat implementasi kebijakan pemberdayaan masyarakat melalui Program Usaha Ekonomi Kelurahan. Penelitian ini dilakukan di Kota Pekanbaru dengan mengambil tiga kelurahan sebagai sampel, pengambilan sampel berdasarkan tingkatan keberhasilan dalam melaksanakan program Usaha Ekonomi Kelurahan dengan indikator angka kredit macet, jumlah pemanfaat dan jumlah dana bergulir. Metode penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data menggunakan observasi dan wawancara kemudian data yang terkumpuldianalisis secara deskriptif. Hasil penelitian menemukan bahwa Implementasi Kebijakan Pemberdayaan Masyarakat Melalui Program Usaha Ekonomi Kelurahan di Kota Pekanbaru belum terlaksana secara keseluruhan, beberapa kelurahan belum mengimplementasikan dengan baik sesuai dengan petunjuk teknis dan petunjuk pelaksanaan, hal ini disebabkan kurangnya sumberdaya pengelola yang memahami dan menguasai tugas – tugas yang harus dilakukan seperti bagian analis kredit. Saran yang dapat diberikan adalah diadakannya pelatihan – pelatihan dan pembinaan terhadap pengelola sehingga mereka memahami tugas dan tanggung jawabnya.Kata Kunci: implementasi, kebijakan, pemberdayaan

Abstract

Participatory development takes effect since in the regional autonomy policy, participatory development gives more opportunity to the community to take an active role in doing development, the aim is for the development done directly to meet the needs of the community. The participatory process begins with a meeting between the community and the government called the Development Planning Deliberation or abbreviated with Musrenbang, the result of this Musrenbang which is then used as a guide in preparing the development program, in addition to the planning process, the community is also involved in the implementation process up to the evaluation of development outcomes .This study aims to find out and analyze how the implementation of Musrenbang results, to know and analyze the factors that influence the implementation of Musrenbang results. This research was conducted in Pekanbaru City with research time for one year, key informant in research is Head of Finance Section of Bappeda Pekanbaru, Responsible Activity of Musrenbang Year 2015, Finance Section of BPKAD Pekanbaru City, Musrenbang District level.Leather data analysis is done by triangulation of data source with data reduction step, data presentation, data withdrawal and verification. From the results of this study want to know and analyze the implementation of Musrenbang results and find and analyze the factors that affect the implementation of Musrenbang results. The result of the research finds that the implementation of Musrenbang result starts with several stages, that is done at kelurahan level which the result is then brought to be gathered at Musrenbang Kecamatan level, the result of the meeting at the kelurahan level is adjusted with the activity plan which has become the work plan of SKPD Kecamatan and adjusted to the budget, the result of Musrenbang Kecamatan then forwarded to Musrenbang tingka Kota. The results of this Municipal level musrenbang which later became the Local Government Work Plan.Musrenbang Results 2015, there are 1273 development programs proposed by 12 Sub-districts in Pekanbaru City, but many of these proposals can not be implemented, this is because the government prioritizes priority programs in accordance with RKPD documents and national development programs.Factors affecting the Implementation of Musrenbang Outcomes are the lack of commitment from local governments in implementing Musrenbang decisions and funding or budgetary problems contained in the APBD.

Abstract

The purpose of this study is to analyze the factors that influence the implementation of community empowerment in Pekanbaru City (Study of Economic Village Business Program). This research method using qualitative descriptive approach with qualitative analysis technique triangulation technique.The results of the study found that the implementation of Urban Economic Village program in Pekanbaru City is influenced by standard and objective factors, resources, observation activities and interorganizational communication, implementing characteristics, disposition / attitude of executor and economic, social and political conditions. Kelurahan maharatu implement well the program implementation standards, have the human resources who want to work in accordance with their duties, while the village of West Sidomulyo and Tanah Datar has not implemented the program in accordance with the standards and policy objectives other than the resources held are not responsible for the tasks that must be implemented, so that the implementation of the Village Economic Business program is not going well.

Abstract

Pelaksanaan CSR merupakan kewajiban bagi perusahaan sesuai dengan amanat UU No. 40 tahun 2007. Hal inilah yang mendorong PT. Pertamina RU II Dumai untuk melaksanakan program CSR terutama bagi masyarakat yang terdampak langsung dengan aktifitas perusahaan. Sehingga PT Pertamina RU II Dumai, dalam hal ini telah melaksanakan Program CSR yang disebut Program Pertanian Diatas Lahan Gambut. Sasaran Program ini adalah Kelompok Tani Paman Jaya di Kelurahan Tanjung Palas Kota Dumai yang merupakan masyarakat yang berdomisili di wilayah operasi perusahaan. Penelitian ini adalah penelitian kuantitatif dengan pendekatan deskriptif. Data penelitian adalah data primer yang dikumpulkan dengan menggunakan angket. Sampel penelitian sebanyak 20 orang. Alat analisis adalah SPSS statistic 17. Hasil penelitian adalah terdapat pengaruh variabel Program CSR (X) terhadap Kesejahteraan Masayarakat (Y), dengan kekuatan pengaruh variabel bebas (Program CSR) terhadap variabel terikat (Kesejahteraan Masyarakat) adalah sebesar 46,8%, sisanya sebesar 53,2% dipengaruhi oleh variabel independen yang lain. Atau dapat dikatakan bahwa Ha Diterima dan Ho ditolak. Sehingga kesimpulannya: Program CSR yang dilaksanakan oleh PT Pertamina RU II Dumai berpengaruh dan signifikan terhadap Kesejahteraan Masyarakat (Ha Diterima dan Ho ditolak)

Abstract

The policy of ordering and fostering homeless and beggars in Pekanbaru City was made to overcome the problem of homeless and beggars who have become phenomena and has become a very complex issue. This condition makes people become disturbed, homeless and beggars use various ways to make people feel sorry for them. They begged by reaching out even they dare to pretend defect in order to get the mercy of the community, other than that which is very disturbing community is the act of coercion that they do on the highway, especially red lights. The policies that have been made have not had an impact on their existence, the number of homeless and beggars is increasing every year. The purpose of this study is to see what factors affect the implementation of policy of curbing homelessness and beggars in Pekanbaru City. This research uses qualitative approach and analyzed descriptively. The results of the study found that the factors that influence it are the policy itself, the institution factor and or the implementing agency and environmental factors.

Abstract

The research is based on the principal issues concerning the billboard planning policy which has not optimally be able to improve the loca revenue of Pekanbaru City an has not improved the beauty of Pekanbaru City . It was estimated to be caused by the model of the billboard planning policy can not increase the billboard tax receipts as well as to enhance the visual beauty of Pekanbaru City. The method used in this research is descriptive quantative, which be able to improve the billboard tax planning policy implementation which be able to billboard tax receipts and to enhance the visual beauty of Pekanbaru City. The collection of data is used, as is common in quantitave research are observation, interviews and documentation. The research result indicated that (1) the billboard planning policy implementation running in the Pekanbaru City still not effective because of lack of attention to standards and palicy objevtives and amplementing organizational characteristic are also not proved the role in billboard planning policy implementation in Pekanbaru City .(2) the model of billboard planning policy implementation of Pekanbarun City mandated the regional revenue office of Pekanbaru City as the responsible agency for organizing and billboard planning in Pekanbaru City.

Abstract

This research aims to see the implementation of the Authority of the Village Head in Fostering Community Life in Tanjung Medang Village, Rangsang District, Kepulauan Meranti Regency. The guidance indicators used include counseling, direction, and guidance. This type of research located in Tanjung Medang Village is a descriptive survey, which prioritizes questionnaires as a means of collecting data and data collected with this tool and then becomes the main raw material for analyzing empirical conditions from the objective existence of research objectives at the research site. There are two population groups and the sample in this study is the government of Tanjung Medang Village with 26 people and Tanjung Medang Village community with 74 people. The community in this case is the people who live in Tanjung Medang Village. The types and data collection techniques used consist of primary data collected using observation techniques. While the data analysis technique used is quantitative analysis. in the village of Tanjung Medang, the district of excitement in Meranti Island District, was in the fairly implemented category. Recommendations that need to be considered are mainly the level of community participation, by providing good socialization of activities and complementing infrastructure facilities for people's lives.

Abstract

ABSTRACT Empowerment refers to the ability of people, especially vulnerable and weak groups, to have access to productive resources that enable them to increase their income and obtain the goods and services they need, participate in the development process and decisions that affect them, The purpose of this study are: To find out and analyze the Implementation Study of the Tasulu Task Force in Community Empowerment in Perawang Barat Village, Tualang District, Siak Regency, the indicators in this study are: Location Selection, socialization of community empowerment, Community Empowerment Process, independence of community empowerment, type of research located In the head office of Perawang Barat Village, Tualang Sub-district, Siak District, Siak District is a descriptive method with quantitative methods. Data collection techniques used are observation, questionnaires, interviews and documentation, sources of information, informa the head of the West Perawang village and the head of the West Perawang sub-district, Tualang district, Siak district. Based on the problem, basically the implementation of the tasks of the village government in community empowerment has not been effective enough because there are still many people who do not understand about the community empowerment program and there is still a lack of leaders to educate the community in Perawang Barat village, Tualang Subdistrict, Siak District. Siak regency so that it can increase its task in empowering the community to conduct socialization so that the community can understand and get results from the community empowerment program.

Abstract

The amount of waste from the management of oil palm plantations in Rokan Hulu Regency, besides having a negative impact on the environment and the community also has a positive impact, one of the positive impacts of palm oil plantation waste management is as an energy source that can be used for electricity. Utilization of palm oil waste is carried out in reference to environmental policies made by the government, this policy shows the government's attention to environmental conditions due to pollution of palm oil processing waste. The implementation of this policy was successfully carried out so as to provide benefits to the community, namely the existence of electricity that can be enjoyed by the community. This can be used as an example or model for other regions that also have extensive oil palm plantations. The purpose of this research is to see the process of implementing environmental policies in the utilization of palm oil waste capable of contributing electricity to the surrounding community. Data analysis uses a qualitative approach with data triangulation and is presented in a descriptive form. The results of the study found that in the implementation process as seen from the idealized policy, the target group, the implementing organization, environmental factors in Rokan Hulu Regency there was collaboration between the government and the community and with the private sector so that the implementation of environmental policies could be carried out and the results could be seen from the presence of PLTBg Providing electricity to residents in three villages, this policy can be said to be successful and can be a model for other areas that have large oil palm plantations.
