Abstract

The decentralization scheme has become a familiar issue around the world for the last 2 decades. Gaps between the degree of decentralization around the world seem true, but still have no agreement towards the question relating to which country is more decentralized? Because of the difference between meaning and sizing in various research. Actually, a proper evaluation to determine the degree of decentralization in a country could undertake on the condition that an inclusive method is acquired instead of simplifying its complex characteristic into solitary measure of autonomy. The interrelation between those various measures of decentralization is considerable. Thus, it should be noticed that there is none of one-size-fits-all index of the degree of decentralization in a country. Because there's a wide variety of research towards it, though there is also literature on decentralization outcomes. The results have been mixed not only because decentralization can take many shapes and mix in different countries, moreover it is due to the various tool which might unusual results under diverse conditions. Thus, reaching a precise definition of decentralization and linking it to specific research is neither possible nor desirable because the simple premise generalizes everything and produces pitfalls that can be vague instead of clarify those facts. What else more significant than the need of an actual contexts but in appropriate methods which go beyond the truth by deed such as spending decentralization and considering the political and institutional background for particular issues on trial.

Abstract

The less percentage of women at the parliament will affects the DPR RI policies regarding women and their duties and functions as people's representatives. This research has purposes to investigated and compose a new method strategy that is useful to appliance efforts in order to achieve gender justice (Sexes) and gender equality at DPR RI. This research was conceived with a qualitative method based on positivism paradigm from 9 informants according to proposed criteria by snowball sampling technique. The data collection techniques used were literature study, interviews and observations which were analyzed using descriptive analysis and developed through the analysis of the observer's training. The research findings according to the Grindle public policy implementation model disclose that these gender mainstreaming policies enforcement at chores and roles from DPR RI is an adequate to aid the completion of gender parity and fairness in the life of society, nation and state, precisely to boost the women's function, status and capacity in the eyes of society both all aspects and levels. These enforcement of the gender-based policies in national development needs to be highlighted and expanded via official legality strategies, structural synergy strategies, cultural adaptation strategies and individual strengthening strategies.

Abstract

In entering the globalization era with various challenges that exist it will requires us to adjust to that situation. One way to adjust to this dynamic changes is through innovate. This research include in qualitative research by systematic literature research method that intensive and in-depth. In this research, the author tries to identify, collect, investigate and evaluate all the literature used to inform the readers. The researcher collects all the literature in the form of scientific journals/thesis/dissertation related to the innovative behavior of Civil Servants in Indonesia from the Google Scholar database source and produces 38 (thirty-eight) for screening categorization and only 8 (eight) documents related to innovative behavior of Civil Servants. The author conducts a thematic analysis by explaining in problem boundaries section so the important factors regarding an innovative civil servants could be obtained. From these analysis results, it can be concluded that innovative behavior consists of internal factors such as self-efficacy, openness to experience, creativity and psychological capital. Beside that, there are also an external factors such as job demands and job resources, organizational climate and culture, knowledge management and leadership. Thus, the managerial implications for Civil Services needs to transform the mindset by fostering self-efficacy in their environment so as to try new ways or methods in completing work, as well as being open and willingness to accept new ideas from others and sharpening creativity in solving problems.
