Abstract

One of the manifestations of Sishankamrata (people's defense and security system) in the society is the formation of the Community Protection Unit (Satlinmas) as a public component that collaborates with TNI and POLRI in realizing security and public order (Kamtibmas). As the capital of Central Java Province, Semarang City, of course, has to maintain environmental peace and security. Therefore, the participation Satlinmas is essential in maintaining security and public order in Semarang City. To realize the good performance of Satlinmas in carrying out their duties and functions, capacity building efforts are needed among its members. Therefore, the Semarang City Government, in this case, the Civil Service Police Unit of Semarang, needs to prepare an identification of the Regional Linmas Unit following the direction of city development. This research was a mixed type of study (qualitative and quantitative) that was conducted to identify the condition of the Regional Linmas Unit in Semarang City. The subjects of this study consisted of members of the Linmas Unit in Semarang City. Sources of data in this study consisted of primary and secondary data sources that were collected using questionnaires, interviews, and documentation. Data analysis was performed using quantitative descriptive and interactive analysis methods. The results point out that the condition of Linmas of Semarang City still has many shortcomings in individual, institutional, and systemic aspects. The individual capacity of its members is not very good. This condition requires capacity building efforts that must be realized, especially at the individual level. This individual capacity development seeks to improve the quality of human resources through the development of personal skills, knowledge, and abilities needed in the organization. Besides, community participation is also very necessary to support Sishankamrata.

Abstract

Public service is the role of the function of the state apparatus as a public servant, so that the position of the Government Apparatus in public services is very strategic because it determines the extent to which the government can provide the best possible service to the community and the extent to which the state carries out its role properly. The level of community satisfaction with public services at the Semarang City Population and Civil Registration Service is already good. This indicates that the community is satisfied with the performance that has been carried out by the government. In addition, every element of the Community Satisfaction Index assessment is all in the good category, although there are three elements that are of little value among others, namely service time, tariff, and product specifications for service types. The three types of public services are noted by the government to improve their performance in the future

Abstract

AbstractSocial insecurity does not choose place, time or target. Everyone can become avictim and everyone has the choice to take action or not to commit a criminal act that results in social unrest. Social insecurity can occur in various perspectives. The causes also vary from social, environmental, cultural conditions, habits that are continuous without being cut off, health and other vulnerable conditions. Social vulnerability must be viewed from an inclusive perspective, because it is the right of citizens to secure a sense of security in their life. This study reveals a social vulnerability handling model that can be used in the management of developing social conflicts. The aim of this research is to get a situation description, analysis and recommendations in controlling social vulnerability in an inclusive perspective with the locus of the city of Surakarta. The results of this study indicate that the most  effective  treatment  for  social  insecurity  starts  from  early  detection.  This model continues to be developed so that the basis of this model, namely accurate information can be found and applied immediately.  Keywords: crime, vulnerability, social, inclusive, model, detective, early.  Abstrak Kerawanan sosial tidak memilih tempat, waktu dan sasaran. Semua orang dapat menjadi korban dan semua orang memiliki pilihan untukmelakukan tindakan atau tidak melakukan tidakan kriminal yang mengakibatkan kerawanan sosial. Kerawanan sosial dapat terjadi dalam berbagai perspektif. Penyebabnyapun juga bervariasi dari kondisi sosial,lingkungan, budaya, kebiasaan yang terus-menerus tanpa terpotong, kesehatan dan kondisi rentan lainnya. Kerawanan sosial harus dipandang dalam perspektif inklusif, karena menjadi hak warga negara untuk mendapatkan jaminan rasa aman dalam berkehidupan. Penelitian ini mengungkapkan model penanganan kerawanan sosial yang dapat digunakan dalam pengelolaan konflik-konflik sosial yang berkembang. Tujuan penelitian ini adalah untuk  mendapatkan  gambaran  situasi,  analisis  dan  rekomendasi  dalam pengendalian kerawanan sosial dalam perspektif inklusif dengan lokus kota Surakarta. Hasil penelitian ini menunjukkan penanganan kerawanan sosial paling efektif dimualai dari deteksi dini. Model ini yang terus dikembangkan agar basis dari model ini yaitu informasi yang akurat dapat segera ditemukan dan diaplikasikan.Kata kunci : kriminalitas, kerawanan, sosial, inklusif, model, detekti, dini.

Abstract

Abstract The number of elderly people increases along with the improving situation andeconomic conditions in the community. The more the number of elderly people themore problems. The main problem is that the elderly are not in good condition.Middle and old seniors who are over 70 years of age find it difficult to live withouthelp from family, community and government. Many elderly people are neglectedor neglected. The government helps to make the community's old age not only aburden, but also to make the elderly independent, healthy and happy. Thegovernment has implemented various social assistance programs, namely directassistance, health insurance and pro elderly programs that can be initiated by thecommunity and the business world. This study aims to analyze the performance ofsocial protection in the elderly. The results showed that not all elderly peoplereceived this assistance. Some of the reasons for this are the list of elderly peoplebeing updated late, many elderly people who are unable to access it due to loweducation and knowledge, as well as limited physical and psychological coverage.To encourage coverage, the researcher recommends carrying out layered datacollection at the RT and RW levels, so that the development of the elderly can becontinuously monitored Keywords: elderly, access, assistance, social, neglected, education, health Abstrak Jumlah lansia semakin bertambah seiring dengan membaiknya situasi dan kondisiperekonomian masyarakat. Semakin banyak jumlah lansia juga semakin banyakpersoalan yang dihadapi. Persoalan utama adalah kondisi lansia yang tidaksepenuhnya baik. Lansia madya dan tua yang berada diatas usia 70 tahun tidakmudah menghadapi kehidupan tanpa bantuan dari keluarga, masyarakat dan pemerintah. Masih banyak lansia yang terlantar ataupun yang ditelantarkan.Pemerintah berupaya agar masa tua masyarakat bukan hanya menjadi beban,namun menjadikan lansia mandiri, sehat dan bahagia di usia tua. Upayapemerintah diwujudkan melalui berbagai progam bantuan sosial baik berupabantuan langsung, jaminan kesehatan maupun program pro lansia yang dapatdinisiasi oleh masyarakat maupun dunia usaha. Penelitian ini bertujuan untukmenganalisis kinerja perlindungan sosial pada lansia. Hasil penelitian menunjukanbelum semua lansia mendapatkan bantuan tersebut. Beberapa penyebabnyaadalah daftar lansia terlambat di update, banyak lansia yang tidak mampumengakses akibat rendahnya Pendidikan dan pengetahuan, serta daya jangkauyang semakin terbatas baik fisik maupun psikis. Untuk mendorong daya jangkau,peneliti merekomendasikan agar melakukan pendataan ulang berlapis tingkat RTdan RW, agar dapat terus terpantau perkembangan lansia. Abstract

Abstract The library is not only an institution that provides services for reading, but a learning process for the community to build the peradap of a nation. The library is an important element not only in the world of education but is widely an important part of developing the nation's character and intelligence. The presence of the library has not been able to encourage interest in reading the public. The assumption that the library is only a place to provide books, not a place to study, makes the library less desirable. The library administration policy already exists, even requiring all local governments to provide these services. It is the implementation of this library that must continue to be fought for in order to get closer to the goal of increasing community intelligence. This study tries to answer the question of how to implement library management policies in Rembang Regency. The aim is to explore the extent to which libraries are able to encourage people to enjoy reading. Keywords: library, technical standards, implementation, policy  AbstrakPerpustakaan bukan hanya sebuah institusi penyedia layanan untuk membaca, namun sebuah proses belajar bagi masyarakat untuk membangun peradapan sebuah bangsa. Perpustakaan merupakan elemen penting bukan hanya dalam dunia pendidikan namun secara luas menjadi jantung bagi pengembangan karakter dan kecerdasan bangsa. Kehadiran perpustakaan masih belum mampu mendorong minat membaca masyarakat. Anggapan bahwa perpustakaan hanya tempat menyediakan buku, bukan tempat belajar, menjadikan perpustakaan kurang diminati. Kebijakan penyelenggaraan perpustakaan sudah ada, bahkan mewajibkan kepada seluruh pemerintah daerah menyediakan layanan tersebut. Implementasi atas penyelenggaraan perpustakaan inilah yang harus terus diperjuangkan agar makin mendekati tujuan yaitu peningkatan kecerdasan masayrakat. Penelitian ini mencoba menjawab pertanyaan bagaimana imlementasi kebijakan penyelengagraan perpustakaan di Kabupaten Rembang. Abstract

Abstract  Prevention and control of HIV / AIDS is not a simple and easy job. The continuous increase in cases each case is the answer to the problems faced by all nations in this world. Semarang Regency is one of seven districts in Central Java that has a high number of cases. The problems encountered in the increasing cases of HIV / AIDS are quite diverse, both from internal and external factors. The Health Act has provided signs for public health efforts. The Government and District Government of Semarang have made specific and operational translation efforts. Semarang Regency Regional Regulation No. 3/2010 is evidence of implementation efforts in the prevention and control of HIV / AIDS. The purpose of this study is to describe efforts to implement public policies from Regional Regulation No. 3/2010. The results show that the implementation has gone well, but not optimal. The factors that influence are apart from internal conditions related to case investigation and financing, the most dominant being external conditions. This external condition involves awareness of reporting cases, awareness of using condoms, distribution that is difficult to detect, as well as the closure of localization from various surrounding areas. The participation of PLWHA is also a factor that must receive attention from the government, local government and NGOs assisting PLWHA. Keywords: HIV. AIDS, children, victims, prevention, implementation, policies, PLWHA, local regulations, participation, protection Abstrak Pencegahan dan penanggulangan HIV/AIDS bukan pekerjaan sederhana, dan mudah. Meningkatnya kasus yang terus menerus setiap kasus adalah jawaban dari persoalan yang dihadapi oleh semua bangsa di dunia ini. KAbupaten Semarang merupakan salah satu dari tujuh kabupaten di Jawa Tengah yang memiliki persebaran kasus yang tinggi. Permasalahan yang ditemui atas meningkatnya kasus HIV/AIDS ini cukup beragam, baik dari factor internal maupun eksternal. Undang-undang Kesehatan telah memberikan rambu-rambu untuk upaya kesehatan bagi masyarakat. Pemerintah dan Pemerintah Kabupaten Semarang telah melakukan upaya menterjemahkan secara spesifik dan operasional. Peraturan Daerah Kabupaten Semarang Nomor 3 Tahun 2010 adalah bukti upaya implementasi dalam pencegahan dan penaggulangan HIV/AIDS. Tujuan penelitian ini untuk menggambarkanupaya implementasi kebijakan public dari Peraturan Daerah Nomor 3 Tahun 2010. Hasil penelitian menunjukan bahwa implementasi telah berjalan dengan baik, namun belum optimal. FAktor-faktor yang mempengaruhi adalah  selain kondisi internal berkaitan dengan penelusuran kasus dan pembiayaan, yang paling dominan justru dari kondisi eksternal. Kondisi eksternal ini menyangkut kesadaran melaporakan kasus, kesadaran menggunakan kondom, persebaran yang sulit terdeteksi, juga termasuk penutupan lokalisasi dari berbagai daerah sekitar. Partisipasi ODHA juga menjadi factor yang harus mendapat perhatian dari pemerintah, pemerintah daerah dan LSM pendamping ODHA. Kata Kunci : HIV. Abstract

AbstrakIndonesia merupakan negara kepulauan yang memiliki beragam potensi bencana, ditinjau dari aspek geografis, klimatologis dan demografis. Negara kita terletak diantara dua samudera (Samudera Indonesia dan Samudera Pasifik) dengan jumlah pulau lebih kurang sebanyak 17.000 pulau yang kaya potensi alam, hutan, laut, bahan tambang-mineral dan sekaligus kerawanan bencana. Dari  aspek geologis,  terletak  pada tiga (3) lempeng utama, yaitu Lempeng Eurasia, Lempeng Indo-Asutralia dan Lempeng Pasifik yaang menjadikan  kaya  cadangan mineral dan sekaligus memiliki potensi bencana gempa, tsunami dan tanah longsor. Selain itu, terdapat puluhan gunung berapi yang masih aktif dan berpotensi meletus dan menimbulkan bencana gunung berapi tetapi juga memebrikan kesuburan lahan dan potensi alam yang beragam. Sedangkan secara klimatologis memiliki potensi bencana angin ribut/puting beliung, gelombang pasang naik di  wilayah pesisir/rob, perubahan iklim, banjir  dan kekeringan yang berdampak  pada berbagai  bidang kehidupan masyarakat. Dengan kondisi tersebutperlu dilakukan kajian analisis resiko bencana sebagai upaya untuk mengantisipasi dan menanggulangi resiki-resiko yang muncul akibat bencana alam. Urusan bencana ada urusan kita semua oleh karena itu partisipasi dan keterlibatan semua unsur baik pemerintah, masyarakat, dunia usaha dan stakeholder lainnya perlu ditumbuhkan dan dioptimalkan, Dengan peran serta semua pihak diharapkan Indonesia menjadi negara yang Tangguh dalam menghadapi bencana alam.Kata Kunci : Kerentanan, Kapasitas, Resiko Bencana

Abstract

Kota Semarang mempunyai potensi destinasi pariwisata yang cukup besar meliputi berbagai jenis yaitu wisata alam, budaya, sejarah/peninggalan bahkan destinasi wisata yang bernuansa modern. Obyek Wisata yang dikelola oleh Pemerintah Kota yaitu Kampung Wisata Taman Lele, Goa Kreo, Taman Margasatwa Mangkang dan Hutan Wisata Tinjomoyo. Kemajuan pariwisata di Kota Semarang ditunjukkan oleh semakin berkembangnya aspek-aspek pariwisata yang berimplikasi pada meningkatnya jumlah kunjungan, lama kunjungan dan semakin tingginya belanja para wisatawan di Kota Semarang. Akibat lebih dari kemajuan di sektor Pariwisata ini yang diharapkan adalah tingginya penyerapan tenaga kerja, meningkatnya pendapatan daerah dari sektor pariwisata serta meningkatnya kesejahteraaan masyarakat. Penelitian ini bertujuan untuk memberikan analisis dan perhitungan potensi penerimaan pajak dan retribusi daerah dari sektor pariwisata khususnya di kota Semarang pada tahun 2017. Penelitian ini difokuskan pada pendapatan daerah kota Semarang sektor pariwisata pada akhir tahun 2019. Selanjutnya akan dirumuskan suatu rekomendasi sebagai upaya peningkatan pendapatan daerah melalui sektor ini. Dan Metode yang digunakan adalah metode deskriptif dan Metode observasi serta wawancara. Fokus penelitian ini spesifik mengkaji terkait dengan sektor pariwisata yang meliputi potensi pajak hotel, potensi pajak restoran dan potensi pendapatan dari restribusi obyek wisata di Kota Semarang. Berdasarkan hasil penelitian diketahui jika potensi pajak hotel sebesar Rp 72.295.451.633,00, dan pada tahun 2017 telah pendapatan telah mencapai 99,64% dari target potensi pajak yang ada. Potensi pendapatan dari restoran menghasilkan potensi pajak sebesar Rp 833.952.000.000,00, dengan realisasi tercapai sebesar 13,38% dari yang ditargetkan. Obyek wisata memberikan potensi retribusi sebesar Rp. 4.189.180.250,-. Jika dibandingkan antara realisasi kinerja pendapatan retribusi tempat rekreasi dengan potensi retribusi tempat rekreasi tercapai 94,47%. Untuk meningkatkan pendapatan daerah sektor pariwisata maka melalui sosialisasi secara berkesinambungan dan terus-menerus mengenai obyek pajak, meningkatkan pelayanan kepada wajib pajak, mengembangkan sistem reward dan punishment bagi wajib pajak yang taat pajak dan yang menunggak, mengembangkan sektor pariwisata melalui promosi maupun peningkatan kualitas pariwisata sehingga akan lebih banyak lagi wisatawan yang berkunjung.

Abstract

The protection, welfare and independence of the elderly group is increasingly important in line with the increasing number of elderly people, welfare and the realization of an elderly friendly city in Surakarta. The Adiyuswo (Olderly) School in implementation in the City of Surakarta is closely related to the policy steps to realize an elderly-friendly city and the inclusive city policy that has been established by the City of Surakarta since 2006. The policy direction is contained in the Surakarta City Medium-Term Development Plan 2021-2026 with The leading implementing sectors are the Social Service (Dinas Sosial) and Bappeda as the coordinator of regional development planning. The implementation of policies regarding Adiyuswo Schools (Seniors) is carried out in accordance with the direction of the policy on Lifelong Education through regular and planned non-formal education. This education is carried out in an equal and participatory manner. In this case, facilitators, mentors and health and social services are prepared through local institutions, either through the Elderly Committee, Elderly Forums in sub-districts and institutions in the village through fostering elderly families. The elderly school involves the target group, namely the pre-elderly population, the elderly group and other family members who take care of the elderly in the household.

Abstract

This paper aims to identify the determinant factors that trigger early marriage and strategies to prevent early marriage as a targeted prevention intervention in Semarang City. The method used is quantitative research using analytic descriptions. The results showed that early marriage in the city of Semarang was not caused by economic problems, but because of incidents of pregnancy out of wedlock. The main driving factors for early marriage related to this are psychological factors: 80%, social and social: 79% and culture in society: 77% and low knowledge related to marriage and sexuality: 61%. This study recommends the provision of comprehensive and inclusive Sexual and Reproductive Health Rights ( SRHR) education for all children, increasing public awareness in supervising violations of norms and values, increasing the capacity of Karang Taruna as part of the community's economic drive, increasing social bonds and family bonds in protecting children from the bad effects of promiscuity, improving the quality of education and the economy of early marriage actors through skills training through a smartphone and internet-based digital economy, as an effort to create jobs that are practical, economical and applicable.
