Abstract

             The Gender Empowerment Index (GDI) is a measure obtained from women's indicators in the legislature, professional women and women's income contribution. Of these three indicators, the position of women in the legislature is a massive inator that will only move once every 5 years. The regulation on political representation has been established since 2003 by setting a quota of 30%, but on the way up to 16 years the affirmative action has not been successful. The reason is the role of political parties is not optimal, female candidates are limited human resources and limited in the narrow nomination. The position of women's representation in the legislature contributes greatly in forming GDI. Women's contributions will be massive within 5 years. Therefore a strategic step is needed to collaborate between the power of political parties in promoting female candidates with political capital owned by women. Strong political parties have the opportunity to make this happen.

Abstract

ABSTRACTDrug abuse and circulation that hit the world also affected Indonesia. Drugs and psychotropic drugs have penetrated the territory of the country and targeted various Indonesian people without exception. The target of drug trafficking is not only nightclubs, but has also spread to residential areas, campuses, schools, boarding houses and even in the household environment. This is the social pathology as formulated by Gillin and Gillin. The aim is to describe the social pathology of drug abuse and BNN's steps in deconstructing drug prevention, eradication, abuse and distribution in Solo Raya. The results showed that drug trafficking had targeted children and adolescents, which resulted in considerable casualties and the final effect was a decrease in moral decadence for children and adolescents. Deconstruction is carried out by presenting the National Narcotics Agency at the district level of the city that is considered strategic, which is an effort to break the pathology to the final point of achievement. This deconstruction was successful, because BNN in the region cooperated with the police, and synergized with villages and villages to limit drugs. An important finding of this research is the deconstruction that was built to expand the reach of BNN to find various pathologies of drug abuse. Pathology cannot be avoided, but can be prevented and controlled.Keywords: drugs, deconstruction, police, BNN, pathologyABSTRAKPerkembangan penyalahgunaan dan peredaran gelap narkoba yang melanda dunia juga berimbas ke tanah air. Narkoba dan obat-obatan psikotropika sudah merambah ke seluruh wilayah tanah air dan menyasar ke berbagai lapisan masyarakat Indonesia tanpa kecuali. Sasaran peredaran narkoba bukan hanya tempat-tempat hiburan malam, tetapi sudah merambah ke daerah permukiman, kampus, ke sekolah-sekolah, rumah kost dan bahkan di lingkungan rumah tangga. Inilah patologi sosial sebagaimana yang dirumuskan oleh Gillin and Gillin. Tujuan penelitian ini adalah untuk menggambarkan patologi sosial yang terjadi dalam penyalahgunaan narkoba dan langkah-langkah BNN dalam melakukan dekonstruksi dalam pencegahan, pemberantasan, penyalahgunaan dan peredaran gelap narkoba di Solo Raya. Hasil penelitian menunjukan bahwa peredaran narkoba sudah menyasar pada anak-anak dan remaja, yang mengakibatkan jatuh korban yang cukup banyak dan efek akhirnya adalah menurunnya dekadensi moral bagi anak dan remaja. Dekonstruksi yang dibangun oleh BNN dengan menghadirkan BNN di tingkat wilayah kabupaten kota yang dianggap strategis, adalah upaya membongar patologi hingga pada titik akhir pencapaian. Dekonstruksi ini berhasil, karena BNN di wilayah selain bekerjasama dengan aparat kepolisian, juga membangun sinergitas dengan desa dan kelurahan untuk memberatas narkoba yang paling dekat. Temuan penting dari penelitian ini adalah dekonstruksi yang dibangun telah meluaskan jangkauan bagi BNN untuk menemukan berbagai patologi penyalahgunaan narkoba. Patologi tidak dapat dihindari, namun dapat dicegah dan dikendalikan.Kata kunci : narkoba, dekonstruksi, polisi, BNN, patologi

Abstract

Local governments have implemented innovations. Innovation is still fragmented on activities undertaken by some regional devices. The overall innovation of the region has not been integrated into medium-term planning that will trigger the achievement of regional development goals. Nevertheless innovation has been able to create public confidence in the government. Innovation can be done is innovation on basic services such as birth certificate fulfillment service for infant born or 0-18 years old. Some districts have built innovation, and can be replicated. Abstract

ABSTRACT Every generation has its own history. The birth of the millennials (Y) and Gen Zgenerations is a natural process for the progress of the nation which not onlybecomes the domination of Indonesia but also the whole world. Gen Z, has adifferent way in personal and national life. The way of loving their country cannotbe compared to the previous generation’s pattern. The generation of babbyboomers, or the older generation has a heroic time about the struggle forindependence and defending independence. Millennials and Gen Z have a heroicperiod where they can conquer the world with fast information technology, be in aplurality of countries, tolerance, entrepeneurship, universal social values and thedominant decision making in the family. Some of them are hedonists, but thelifestyle they adopted is prenetrained with broad insight, institutionalized in acreative and innovative life.

Abstract

AbstrakPandemi covid-19 yang berlangsung sejak awal 2020, telah berdampak pada Kesehatan, social dan ekonomi masyarakat. Pelaku usaha mikro kecil dan menengah yang biasanya menjadi roda kehidupan keonomi masyarakat tidak mampu bertahan. Berbagai kebijakan yang diuluncurkan pemerintah suka tidak suka harus diterima demi Kesehatan sekaligus uasaha yang tidak berhenti. Deregulasi dan debirokratisasi menjadi tempat untuk menguatkan dan mengembangkan perekonomian masyarakat. Tujuan penelitian ini adalah menganalisis bagaimana deregulasi dan debirokratisasi mampu memberikan peluang bagi UMKM untuk tumbuh dan berkembang. Fokus penelitian ini meliputi respon kebijakan pemerintah dalam menyelesaikan masalah UMKM, dan kemampuan UMKM dalam meningkatkan kemampuan bertahan menghadapai pandemic covid-19. Lokus penelitian di Kota Surakarta. Hasil penelitian menunjukan deregulasi dan debirokratisasi mampu untuk mendorong usaha mikro kecil dan menengah menghadapi pandemic covid-19. Meskipun poeningkatannya masih cenderung melambat namun berbagai upaya telah membantu bangkit dan bekerja. Kata kunci : pandemic, covid-19, pelaku, deregulasi, debirokratisasi, UMKM AbstractThe COVID-19 pandemic, which has been ongoing since early 2020, has had an impact on the health, social and economy of the community. Micro, small and medium enterprises, which are usually the wheels of the economic life of the community, are unable to survive. Various policies launched by the government, whether we like it or not, must be accepted for the sake of health as well as efforts that do not stop. Deregulation and debureaucratization are places to strengthen and develop the community's economy. The purpose of this study is to analyze how deregulation and debureaucratization are able to provide opportunities for MSMEs to grow and develop. The focus of this research includes the response to government policies in solving MSME problems, and the ability of MSMEs to increase their ability to survive the COVID-19 pandemic. The research locus in Surakarta City. The results of the study show that deregulation and debureaucratization are able to encourage micro, small and medium enterprises to face the COVID-19 pandemic. Abstract

AbstractSocial insecurity does not choose place, time or target. Everyone can become avictim and everyone has the choice to take action or not to commit a criminal act that results in social unrest. Social insecurity can occur in various perspectives. The causes also vary from social, environmental, cultural conditions, habits that are continuous without being cut off, health and other vulnerable conditions. Social vulnerability must be viewed from an inclusive perspective, because it is the right of citizens to secure a sense of security in their life. This study reveals a social vulnerability handling model that can be used in the management of developing social conflicts. The aim of this research is to get a situation description, analysis and recommendations in controlling social vulnerability in an inclusive perspective with the locus of the city of Surakarta. The results of this study indicate that the most  effective  treatment  for  social  insecurity  starts  from  early  detection.  This model continues to be developed so that the basis of this model, namely accurate information can be found and applied immediately.  Keywords: crime, vulnerability, social, inclusive, model, detective, early.  Abstrak Kerawanan sosial tidak memilih tempat, waktu dan sasaran. Semua orang dapat menjadi korban dan semua orang memiliki pilihan untukmelakukan tindakan atau tidak melakukan tidakan kriminal yang mengakibatkan kerawanan sosial. Kerawanan sosial dapat terjadi dalam berbagai perspektif. Penyebabnyapun juga bervariasi dari kondisi sosial,lingkungan, budaya, kebiasaan yang terus-menerus tanpa terpotong, kesehatan dan kondisi rentan lainnya. Kerawanan sosial harus dipandang dalam perspektif inklusif, karena menjadi hak warga negara untuk mendapatkan jaminan rasa aman dalam berkehidupan. Penelitian ini mengungkapkan model penanganan kerawanan sosial yang dapat digunakan dalam pengelolaan konflik-konflik sosial yang berkembang. Tujuan penelitian ini adalah untuk  mendapatkan  gambaran  situasi,  analisis  dan  rekomendasi  dalam pengendalian kerawanan sosial dalam perspektif inklusif dengan lokus kota Surakarta. Hasil penelitian ini menunjukkan penanganan kerawanan sosial paling efektif dimualai dari deteksi dini. Model ini yang terus dikembangkan agar basis dari model ini yaitu informasi yang akurat dapat segera ditemukan dan diaplikasikan.Kata kunci : kriminalitas, kerawanan, sosial, inklusif, model, detekti, dini.

Abstract

The election of women in the legislature showed a positive upward trend in the election of people's representatives in the 2019-2024 period. However, there are still some areas in Indonesia where women are not permitted to sit in the legislature. The study was conducted to analyze public policy. Representative quota of 30%. This research uses descriptive qualitative method with secondary data as the main database. Based on in-depth interviews, the results showed that setting a 30% quota in legislative policies related to women's representation in the legislature did not support most of the inhibiting factors, both financial, domestic roles, and internal policies of political parties. Keywords: Public policy, affirmation of 30% quota

Abstract

The strugglevv to be atone level of participation in practical politicsis a barrier for women. Althought he affirmation with the 30% quota policy continues to berolledout, it has not yetplacedthepositionofwomen in parliamentreaching a quota. In a democratic perspective whichis a forum for interaction between the people and`the government, women have the limitation to participate. Limitationis not only in the political sphere, but from the domestic area. Democratic reform movement shave not placed women at anequal level. Strategic steps to deconstruct the concept of friendly democracy must be done immediately. Deconstruction can be done in family, political and social parties. Deconstruction frees women to participate in the life of the state and society. Women must fight for themselves in a more egalitarian democratic space.

Abstract

Abstract The policy for implementing early childhood education (PAUD) apart from being stated in law number20 of 2003 concerning the National Education System, is specifically regulated in the Regulation ofthe Minister of Education and Culture of the Republic of Indonesia Number 18 of 2018 concerning theProvision of Early Childhood Education Services. The problem with early childhood is that not allchildren aged 3-6 years have the opportunity to enjoy learning in PAUD classes. This is evident in theNational PAUD APK reached 34.29 percent, meaning that there are 59.82 percent of children aged 36yearswhohave not enjoyed PAUD education. The same condition also occurred in Central Javaand Semarang City. The achievement of the early early childhood education enrollment rate inSemarang City ranks second after Rembang district. There is still a large amount of homework in thecity of Semarang, as many as 30.32 percent have not yet attended PAUD. The aim of this study is todescribe and analyze the ability of PAUD institutions in implementing early childhood educationservice policies. The results of the study stated that the implementation of the PAUD implementationpolicy had been achieved. There is only one side of the content and context that has not beenoptimally fulfilled. Persoalan anak usia dini adalah belum semuaanak-anak usia 3-6 tahun mendapatkan kesempatan menikmati belajar di kelas PAUD. Ini terbuktiAPK PAUD secara Nasional baru mencapai 34,29 persen, berarti terdapat 59,82 persen anak-anakusia 3-6 tahun yang belum menikmati Pendidikan PAUD. Kondisi yang sama juga terjadi di JawaTengah dan Kota Semarang. Capaian APK PAUD Kota Semarang menempati urutan kedua setelah kabupaten Rembang. Pekerjaan rumah yang masih cukup besar di Kota Semarang adalah sebanyak30,32 persen yang belum sekolah PAUD. Tujuan penelitian ini adalah untuk mendeskripsikan danmenganalisis kemampuan lembaga PAUD dalam mengimplementasikan kebijakan layananpendidikan usia dini. Hasil penelitian menunjukan implementasi kebijakan penyelenggaraan PAUDsudah tercapai. Hanya ada satu pada sisi konten dan konteks yang belum optimal dipenuhi. Abstract

Abstrak Perempuan Kepala Keluarga Miskin jumlahnya lebih sedikit dibandingkan dengan Laki-laki Kepala Keluarga Miskin. Jumlah yang kecil tidak menandakan persoalan yang dihadapi lebih sederhana. Perempuan kepala keluarga miskin menghadapi persoalan yang rumit terlebih pada masa pandemic covid-19. Kerebatasan Pendidikan, upah yang rendah serta kemampuan menyangga kehidupan ke;luarga dengan beban yang berat dan aksesibilitas yang terbatas, menjadikan mereka berada pada aras marginal. Tantangan yang dihadapi adalah melakukan lompatan ditengah keterbatasan yaitu menjaga agar tidak tertular covid-19 dan sekaligus menyeimbangkan kondisi rumah tangga yang dipimpinnya. Otoritas pengambilan keputusan yang memusat perempuan menjadikan mereka mampu meskipun harus berjuang tanpa batas. Kepala Keluarga menjadi pertaruhan untuk membuat mereka bertahan pada situasi pandemic. Perempuan yang memiliki identitas hukum berupa surat cerai masih mampu untuk mengakses bantuan, namun pada perempuan tanpa identitas hukum, akses tertutup dan harus berjuang sendiri. Temuan penelitian ini menunjukan otoritas pengambilan keputusan dalam rumah tangga mengahdapi pandemic covid-19  sebanyak 98 persen dimiliki sendiri dan 2 persen adalah dukungan anak-anak. Mereka yang berada pada sector informal mengalami kesulitan yang lebih besar dibandingkan yang menggeluti pertanian. Upah yang rendah, waktu yang panjang dan beban yang merat menjadi tantangan yang didapi sehari-hari. Peran pentaholik belum dapat dirasakan untuk meringakan beban mereka. Mereka menghadapi kesulitan dalam keterbatasan dan dalam ujian-ujian yang mempengaruhi pertahanan untuk keberlanjutan hidup. Katakunci : perempuan, kepala keluarga, miskin, otoritas, covid-19, sector informal, buruh tani.AbstractThere are fewer female heads of poor families compared to male heads of poor families. The small number does not indicate the problem faced is simpler. Women heads of poor families face complicated problems, especially during the COVID-19 pandemic. Limitations of education, low wages and the ability to support family life with heavy burdens and limited accessibility, make them at the marginal level. The challenge he faces is making a leap amid limitations, namely keeping from contracting COVID-19 and at the same time balancing the conditions of the household he leads. The decision-making authority that focuses on women makes them capable even though they have to struggle without limits. The Head of the Family is at stake to make them survive the pandemic situation. Women who have legal identities in the form of divorce papers are still able to access assistance, but women without legal identities have closed access and have to fend for themselves. The findings of this study show that 98 percent of the decision-making authority in households facing the COVID-19 pandemic is owned by themselves and 2 percent is supported by children. Those in the informal sector experience greater difficulties than those in agriculture. Low wages, long hours and heavy burdens are daily challenges. The role of pentaholics cannot be felt to lighten their burden. They face difficulties in limitations and in trials that affect the defense for survival. Keywords : women, heads of families, poor, authorities, covid-19, informal sector, farm workers.
