Abstract

The research aims to analyze the Implementation of the Program Keluarga Harapan  for empowering beneficiary families   in Central Bungku sub-district, Morowali district. The research method used is descriptive qualitative method and data collection techniques by means of observation, interviews, and documentation. The main theory as the reference in this research was adopted from George C. Edward III with four dimension, namely communication, resources, disposition, and bureaucratic  structure. The selection of informants with a purposive technique. by following procedures namely data reduction, data presentation and conclusion (verification). The results showed that the Implementation of the Program keluarga Harapan for empowering beneficiary families in Bungku Tengah Subdistrict, Morowali District was not optimal, where from the Communication aspect, the PKH Implementer in Bungku Tengah Subdistrict, Morowali District had established communication between the parties, however socialization was not routinely carried out to StakeHolders, especially cross officials agencies that need that information. Where officials often change personnel because of the transfer of positions at a certain time, or when the distribution of information is carried out is unable to attend. From the aspect of resources (Resouces), PKH Human Resources (SDM) are sufficient in terms of quantity and capability and knowledge but have not yet been supported by the amount of sharing funds that should be provided by the Regional Government at least 5 (five) percent according to the Social Minister's circulation of PKH facilities and infrastructure. in Morowali district. As for the aspect of the Implementing Attitude, from the Loyalty side, the Commitment and honesty of the implementer in implementing the Family Hope Program has been carried out in accordance with the code of ethics established by the institution, and from the aspect of the Bureaucratic Structure. , also the distribution of authority and hierarchy has been running quite synergistically between the unit of government units involved.

Abstract

This research aims to know how to fund Management village (DD) in the framework of community empowerment in Palintuma village in Pinembani District district of Donggala This research uses a qualitative method of descriptive. Data obtained from interviews with the sub-district, village government. Village Institution and village community (primary data source) and from observation, documentation, and data from Palintuma Village (secondary data source). Data collection techniques are conducted with observations and interviews. The sampling technique used is purposive sampling. Data validity using triangulation techniques. The form of data analysis used is an interactive analysis model of Miles and Huberman, which includes data collection, data reduction, data presentation and withdrawal of conclusions  From the results of the study showed that: 1) Community empowerment in the planning phase is still very low this is due to the still lack of community involved in the decision-making in the planning of development programs, 2) Community Empowerment has not been involved in the management team of development activities formed in the village, the community in this case is still involved in the form of approving and as a witness in the formation of the team. 3) Community Empowerment in the implementation of activities has been active this can be seen from community involvement in the implementation of development activities and the impact that produced from the development for the basic social services has been Fulfilled, 4) in the supervision phase of village Funds management has been active, at the time of planning, organizing, implementation and supervision itself, but the society in this stage is still in the consultation stage, so it is necessary to give the understanding Continuyu to the public about the importance of engaging in all stages of Village development program.
