Abstract

The problem in this study is how the process of the Wangi-Wangi Ethnic Marriage Ritual in Wakatobi Regency and how the meaning of symbolic messages in the traditional process of Wangi-Wangi ethnic marriage is in Wakatobi Regency. The research objectives are to analyze the process of the Wangi-Wangi Ethnic Marriage Ritual in Wakatobi Regency and to analyze the meaning of symbolic messages in the traditional process of Wangi-Wangi ethnic marriage in Wakatobi Regency. This research was conducted in the Wangi-Wangi Islands, Wakatobi Regency, Roland Bartens' semiotic theory (1957 in de Saussure), With 9 informants, the research method was using qualitative methods. The results showed that the Wangi-Wangi Ethnic Marriage Traditional Ritual has a very long series of traditional ceremonies and each Traditional Ritual has very good meanings for the bride and groom when they are married, which in this study the ritual processes are divided into 9 rituals.

Abstract

Communication media is seen as the right medium to influence the public in the process of delivering the taxpayer's message, so that the message conveyed can be well received by the public. The purpose of this study is to determine the use of the media in spreading the message of the taxpayer to the people in Kendari City. The results of the study show that the use of media in disseminating taxpayer messages uses 3 types of media, namely, Electronic Media consisting of television and radio, Print Media consisting of newspapers, billboards and banners, and Personal Media, outreach and exhibitions. From this study it resulted that in delivering promotional messages for taxpayers at KPP Pratama Kendari by using electronic media, namely television and radio and print media consisting of newspapers, billboards and banners, it was very effective in attracting the sympathy of taxpayers in Kendari City as well as the use of personal media, namely through exhibitions or expos and counseling is also very effective.

Abstract

Menjadikan Bawaslu sebagai Badan Peradilan khusus pemilu merupakan alternatif ideal untuk memaksimalkan tugas-tugas Bawaslu dalam mewujudkan demokrasi yang berintegritas. Dengan desain kelembagaan yang ada saat ini, tidaklah sulit untuk menjadikan Bawaslu sebagai Badan Peradilan khusus pemilu, sebab struktur kelembagaan Bawaslu saat ini telah terbentuk mulai dari tingkat pusat sampai dengan tingkat Kabupaten/Kota. Dari sisi kewenangan, embrio fungsi yudikatif sebenarnya telah ada dalam tubuh kelembagaan Bawaslu. Hal ini dapat dilihat dalam ketentuan Pasal 94 ayat (2) dan ayat (3) Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum, dimana Bawaslu diberi kewenangan untuk memeriksa dan mengadili dugaan pelanggaran administrasi pemilu dan perkara sengketa proses pemilu. Dengan dasar tersebut di atas, Bawaslu dapat memainkan peran sebagai lembaga yang murni menyelesaikan dugaan pelanggaran dan sengketa proses pemilu, hanya saja dalam proses transformasi sebagai badan peradilan khusus pemilu ini, integritas keanggotaan Bawaslu yang memainkan peran sebagai majelis pemeriksa/hakim harus benar-benar berpegang teguh pada nilai-nilai keadilan. Metode penelitian yag digunakan yakni Yuridis Normatif dengan pendekatan perundang-undangan (statute approach). Hasil yang didapatkan yakni pembentukan Badan Peradilan Khusus seharusnya tidak bersifat quasi peradilan, tetapi melaksanakan secara utuh fungsi pengadilan yang memeriksa, mengadili, dan memutus perkara Pilkada. Hal ini tidak lain karena memperkuat kedudukan Badan Peradilan Khusus itu sendiri, yakni perihal independensi. Seperti yang telah dipahami bahwa kekuasaan yudikatif harus mandiri dan bebes interfensi dari pihak manapun, karena kekuasaan yudikatif adalah kekuasaan yang menjalankan fungsi pengadil bagi pelanggar perundang-undangan. Dengan kata lain, jika independensi telah terciderai maka tidak ada lagi keadilan bagi justitiable (pencari keadilan).

Abstract

The problem in this study is what is the meaning of the Cankano Pogau procession in the Muna marriage custom. The purpose of this research is to find out the meaning of the Cankano Pogau procession in the Muna wedding custom. The benefits of this research are theoretically: this research is expected to add and broaden insights about the meaning of semiotics, practically: this research is expected to provide input to the community who will later become traditional leaders, methodologically: this research can be used as additional information material for researchers furthermore in order to enrich the results of research, especially regarding traditional marriages of the Muna people.The subjects in this study were traditional leaders and religious leaders as well as the local community who clearly knew about the Cankano Pogau procession. The technique of recruiting informants in this study was carried out by means of a purposive sampling technique, namely choosing deliberately by considering that the informant concerned knew and fully understood the essence of the problem, with a total of 8 informants. The data collected was analyzed using semiotic analysis.The results of this study indicate that the Muna people of Benua Nirae Village use the Cankankano Pogau Procession as a reference in a traditional marriage process. Based on the research that has been done, the meaning contained in the Cankankano Pogau procession is the Cankankano Pogau procession is a form of appreciation or respect for the male family to the female family in a Muna community marriage process.
