Abstract

Abstract : Directorate General of State Assets West Kalimantan Regional Office each year has a work program provided by the central DJKN that must be completed, The work program is carried out with the target set by the central DJKN. DJKN has a standard method in measuring each work plan program, namely using the Balanced Scorecard method, But in its application there are still many processes in measuring and monitoring plans that are done manually so that business processes are carried out for a long time and are ineffective and without an information system, the monitoring process cannot be done in real time anywhere and anytime so that some work plans are late accordingly. with targets that will directly affect performance. This study aims to cut the manual business process by using a website-based performance monitoring and measurement system so that it is hoped that the performance monitoring process can be carried out optimally in real time and easily. The results of this research are in the form of a website-based performance monitoring and measurement system that has been tested for system functionalities and system interfaces by obtaining results according to each functional system and system interface available and testing for users at the Directorate General of State Assets West Kalimantan Regional Office obtaining a percentage of 88.55 % .. Study this aim cut those manual business processes with use monitoring system and measurement performance web -based so that expected performance monitoring process could done by maximum with easy and realtime , Results study this in the form of monitoring system and measurement performance based on a website that has been tested functional system and interface system  with get results in accordance will every functional system and interface existing system _ and testing to users at the West Kalimantan Regional Office DJKN get results percentage 88.55%. Keywords: Balanced Scorecard ; DJKN ; Monitoring ; Performance Measurement

Abstract

Abstract: Utilization of IT can provide services to the community, encourage convenience in public services at a more affordable cost and performance efficiency. IT governance that includes leadership, organizational structure, and processes in its management ensures that IT is utilized as optimally as possible to meet current and future needs of the organization. The Population and Civil Registration Office of Kubu Raya Regency utilizes IT in carrying out public service activities using the SIPEMUDA Application. An information system audit is needed to improve system performance. In this study, using the Control Objective for Information and Related Technology (COBIT 2019) to determine whether the organization's needs have been supported by management and the Information Technology Infrastructure Library (ITIL 4) domain service management to determine suggestions for improvement. Capability level assessment in this study using COBIT Performance Management. The results of the capability assessment are that there are 6 processes reaching level 1, 33 processes reaching level 2, 28 processes reaching level 3, 18 processes reaching level 4, 7 processes reaching level 5 while the level that does not meet the capabilities is 19 processes. Furthermore, the results of process recommendations that do not meet the capabilities are prioritized using the Action Priority Matrix.            Keywords: action priority matrix, cobit 2019, cobit performance management, itil 4, public service Abstrak: Pemanfaatan TI dapat memberikan pelayanan kepada masyarakat, mendorong kemudahan dalam pelayanan publik dengan biaya yang lebih terjangkau dan efisiensi kinerja. Tata kelola TI yang mencakup kepemimpinan, struktur organisasi, dan proses, dalam pengelolaannya untuk memastikan bahwa TI dimanfaatkan seoptimal mungkin memenuhi kebutuhan organisasi saat ini dan yang akan datang. Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kubu Raya memanfaatkan TI dalam melaksanakan kegiatan pelayanan publik menggunakan Aplikasi SIPEMUDA. Audit sistem informasi diperlukan untuk meningkatkan kinerja sistem. Dalam penelitian ini, menggunakan Control Objective for Information and Related Technology (COBIT 2019) menentukan apakah kebutuhan organisasi sudah didukung oleh pengelolaan serta Information Technology Infrastructure Library (ITIL 4) domain service management untuk menentukan saran perbaikan. Penilaian level kapabilitas pada penelitian ini menggunakan COBIT Performance Management. Hasil penilaian kapabilitas yaitu terdapat 6 proses mencapai level 1, 33 proses mencapai level 2, 28 proses mencapai level 3, 18 proses mencapai level 4, 7 proses mencapai level 5 sedangkan level yang tidak memenuhi kapabilitas yaitu 19 proses untuk diberikan rekomendasi. Selanjutnya hasil rekomendasi proses tersebut diprioritaskan menggunakan Action Priority Matrix. Kata kunci: action priority matrix, cobit 2019, cobit performance management, itil 4, pelayanan publik.

Abstract

Penyakit menular merupakan infeksi yang disebabkan oleh agen biologi seperti virus, bakteri, parasit, dan jamur. Ini menjadi salah satu masalah kesehatan yang sering terjadi karena lajunya penularannya serta dapat mengancam kesehatan. Untuk itu Dinas Kesehatan Kabupaten Kayong Utara harus mencegah terjadinya peningkatan kasus penyakit menular agar tidak meluas. Berdasarkan permasalahan tersebut peneliti melakukan penelitian di Dinas Kesehatan Kabupaten Kayong Utara untuk membangun sebuah sistem informasi geografis pemetaan penyakit menular yang dapat memudahkan proses identifikasi penyebaran penyakit menular disuatu wilayah. Salah satu metode yang dapat digunakan untuk melakukan pemetaan penyakit menular adalah pengukuran epidemiologi yang melakukan penilaian terhadap keadaan suatu penyakit dalam suatu populasi untuk menghitung frekuensi penyakit. Hasil penelitian ini berupa sistem informasi geografis berbasis website yang menyampaikan informasi kasus penyakit menular dalam bentuk peta digital dan grafik agar masyarakat lebih mudah dalam memahami informasi yang diterima, serta pihak Dinas Kesehatan Kabupaten Kayong Utara dengan mudah mengindentifikasi penyebaran penyakit menular di wilayah kerjanya, sehingga dapat mencegah peningkatan kasus yang disebabkan oleh penyakit menular. Sistem ini telah dilakukan pengujian fungsional sistem menggunakan metode black box testing dan memperoleh hasil sesuai dengan yang diharapkan. Sedangkan pengujian antarmuka sistem dilakukan kepada 58 responden melalui kuesioner online memperoleh hasil persentase 81,76%.
