Abstract

There has been no single perfect public administration system in the world. However, public administration has always impediments in performing its chores. When the hurdles arise and disrupt the equilibrium of the country, it indicates that there must be a demand for an administrative reform. The need for bureaucratic reform evolves due to unnaturally changing administration process.In addition to public bureaucracy, administrative reform should also take into account social, political and economic factors significantly influential to the reform cycle. Administrative reform movement may be conducted through several approaches; one of those is through system thinking approach. Through this approach, it is expected that bureaucracy will transform itself into the one which is creative, innovative, productive, professional, and accountable. Further more, bureaucracy is also expected to be able to reflect on and learn from its pastshortcomings.

Abstract

As we all know, service is an interactive process between the server and its client. Both contain the values and hopes in line with their norms and perception. They are the basic expectation put down by the server and client to decide the service quality. The conceptual transposition of total quality management (TQM) in private service to the public service will bring about the influence to the organizational activities. This is the action carried out by the government to legalize their conduct. Therefore, the service quality in public service may not merely be resolved by the government as the service provider but also by the society, either as common people, the needs, consumers, or citizen.

Abstract

Several dimensions of public service performance appraisal carried out in Indonesia, such as the Performance Accountability Report of Government Institution (LAKIP), Index of Human Resource Development, are still oriented to the internal and partial paradigm of parties and using a good governance paradigm is unavailable. Therefore, this paper is aimed at an approach of public service performance appraisal that can fulfill the requirements of good governance paradigm by using the systems thinking and system dynamics. This approach is generally used to solve argumentative problems. Compared with other mentioned approaches, systems thinking and system dynamics are more comprehensive in dealing the problems in the following ways: (1) the model resulted can cover all fundamental variables in terms of government and people perspectives used to solve a problem of detail complexity, (2) the approach can explain the involvement the essential variables to solve a problem of dynamic complexity, (3) Variables used are transformed into a model at the same time through soft variables, hard variables and performance variables. Therefore, the process can result in a comprehensive model of performance appraisal of which its success can be detected

Abstract

Public service delivery has become the main concern of local government policy. It is to bridge the gap between the dynamic change of social capacity demands and the capacity of local government to fulfill them through public services. To meet the general public demands, local governments have to fully equip their apparatus with appropriate competencies. A range of effort directed to improve apparatus competence in the field of public services has become an endless discussion topic among scholars. Although the demand for better competence has been recorded in numerous policy documents, it does not seem that those efforts have been optimal yet. Therefore, various views on the efforts to enhance apparatus competence in delivering services to society are continuously relevant to be discussed.

Abstract

Public services have become the main concern for public policy in the local governing. This is to harmonize the dynamic change of social demands with the capacity of local government to fulfill them through public services. To achieve this, it needs better competence of government apparatus as the service executor. A range of efforts directed to improve apparatus competence in the field of public service has become an endless discussion topic among scholars. Although the demand for better competence has been recorded in numerous policy documents, it does not seem that those efforts have been optimal yet. Therefore, various views on the efforts to enhance apparatus competence in delivering services to society are continuously relevant to be discussed.

Abstract

The agricultural sector is important in national economic development, especially as a provider of employment and as the main source of income for rural communities. Development in the agricultural sector requires the support of all stakeholders, the government's limited role in accommodating the needs in this sector then gave birth to a concept of a collaboration called Collaborative Governance. This research was conducted in Bandung Regency, aimed at finding out the implementation of Collaborative Governance, knowing the reach of farmers to the market, knowing the marketing media used and the problems faced by farmers in accessing the market. Data in this study were collected through interviews, then analyzed using qualitative data analysis techniques. The results showed the role of  local government was very dominant and vice versa universities contributed very minimally. The reach of farmers to the market is still very low, only a small proportion of farmers have marketed their products outside the region. In marketing their agricultural products, farmers have started to utilize online media. The government is expected to assist farmers in opening market access through the use of marketing technology or by bringing farmers together with investors.

Abstract

Program Pamsimas merupakan salah satu program Pemerintah untuk meningkatkan akses jumlah warga miskin perdesaan yang dapat terlayani perbaikan pelayanan fasilitas air minum dan sanitasi serta untuk meningkatkan nilai dan perilaku hidup bersih dan sehat menggunakan pendekatan partisipasi masyarakat. Penelitian ini dilakukan untuk memberikan kontribusi kajian evaluasi Pamsimas dengan tujuan utama mengevaluasi Pelaksanaan Kebijakan Program Pamsimas tahun 2018-2019 di Desa Cikadu Kecamatan Cibatu Kabupaten Purwakarta. Evaluasi pelaksanaan kebijakan program Pamsimas dianalisis dengan menggunakan enam aspek evaluasi program yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatan. Metode penelitian yang digunakan pendekatan kualitatif dengan strategi penelitian studi kasus. Validasi data diperoleh dari observasi, wawancara, dokumentasi dan studi pustaka. Hasil penelitian menunjukan bahwa pelaksanaan program Pamsimas tahun 2018-2019 di Desa Cikadu Kecamatan Cibatu belum memberikan pengelolaan program Pamsimas dengan optimal sehingga belum bermanfaat secara menyeluruh untuk masyarakat Desa Cikadu Kecamatan Cibatu. Program Pamsimas baru mencapai sebanyak 45 KK dengan jumlah penduduk 132 jiwa dari data awal berdasarkan Rencana Kerja Masyarakat (RKM) yang telah disepakati adalah 322 KK, maka pencapaian kinerja pada penyediaan air minum/bersih sangat rendah yaitu baru mencapai 14 %. Hambatan yang paling utama mempengaruhi dalam keberhasilan pelaksanaan program Pamsimas Di Desa Cikadu yaitu kurang terjalinnya koordinasi dengan baik antar anggota Pokja AMPL Kabupaten Purwakarta. Kegiatan kolaborasi, peran program Pamsimas sangat penting untuk mendorong SKPD terkait melakukan percepatan pengembangan akses air minum dan sanitasi perdesaan. Kata Kunci: Evaluasi, Pelaksanaan Kebijakan, Program, Pamsimas.

Abstract

The implementation of the domestic liquid waste disposal control policy in Purwakarta Regency has not been implemented because there are no regulations regarding its management. So far, domestic wastewater is discharged directly into drainage channels / rivers due to the unavailability of facilities and infrastructure for domestic wastewater management, lack of public understanding of the impact of domestic wastewater on water pollution. In addition, there are no operational level regulations regarding the implementation of domestic wastewater management policies. The method used is a qualitative approach with information from policy implementers at the Environmental Agency and related sub-district. Analysis of policy implementation uses the George C. Edward III approach which includes communication, resources, dispositions and bureaucratic structures. The results showed that in order to solve the problem of implementing the domestic liquid waste disposal control policy, the Purwakarta Regency Government needs to carry out several actions in controlling domestic liquid waste disposal pollution to receiving water bodies. The steps that can be taken are optimizing the performance of limited human resources, provision of a budget, and cooperation between the government, the private sector and the community. Policy implementation can be carried out if Purwakarta Regency already has references including inventory data and identification of sources of domestic liquid waste pollutants, Standard Operational Procedure (SOP) for Domestic Wastewater Disposal Control, and regent regulations on domestic liquid waste management.

Abstract

This study aims to analyze the development of tourism destinations in Kampung Gamis Soreang by studying the socio-material relationships that underlie the development process. This study employed a qualitative approach to answer the research objectives. The data collection techniques were carried out by interviews, field observations and document analysis to answer research questions. The sampling was done by purposive sampling involving the Bandung Regency government and the local community of Kampung Gamis. The analytical framework developed describes the socio-techno-economic interaction of the surrounding actors with Kampung Gamis to obtain possible outcomes. The findings showed that there are at least four main actors in the stakeholder analysis of the tourism destination of Kampung Gamis, Soreang District, Bandung Regency; they are the government, associations or local tourism communities, entrepreneurs, and the local community. There are also some identified potentials in the development of Kampung Gamis as Tourism Destinations and several important obstacles such as lack of experience of business actors in the tourism destination of Kampung Gamis. Finally, pattern of actor and network relations in Kampung Gamis Tourism Destinations development reflects how crucial the development of kampung gamis is.
