Abstract

The implementation of the domestic liquid waste disposal control policy in Purwakarta Regency has not been implemented because there are no regulations regarding its management. So far, domestic wastewater is discharged directly into drainage channels / rivers due to the unavailability of facilities and infrastructure for domestic wastewater management, lack of public understanding of the impact of domestic wastewater on water pollution. In addition, there are no operational level regulations regarding the implementation of domestic wastewater management policies. The method used is a qualitative approach with information from policy implementers at the Environmental Agency and related sub-district. Analysis of policy implementation uses the George C. Edward III approach which includes communication, resources, dispositions and bureaucratic structures. The results showed that in order to solve the problem of implementing the domestic liquid waste disposal control policy, the Purwakarta Regency Government needs to carry out several actions in controlling domestic liquid waste disposal pollution to receiving water bodies. The steps that can be taken are optimizing the performance of limited human resources, provision of a budget, and cooperation between the government, the private sector and the community. Policy implementation can be carried out if Purwakarta Regency already has references including inventory data and identification of sources of domestic liquid waste pollutants, Standard Operational Procedure (SOP) for Domestic Wastewater Disposal Control, and regent regulations on domestic liquid waste management.

Abstract

Changes in organizational climate and employee mutation as a consequence of changes in organizational structure are the interesting things for an object of research. This research is directed to explaine the influence of organizational climate and mutation through job satisfaction on employee performance in BKPSDM Subang Regency. This research uses a quantitative approach. Collecting data through distributing questionnaires to employees and interviews. Data were analyzed using Structural Equation Modeling.  The analysis shows that: The influence of organizational climate on job satisfaction is categorized as weak but significant. The influence of mutation on job satisfaction is categorized as weak and insignificant. The influence of organizational climate on employee performance is categorized weak and significant. The effect of mutations on employee performance is categorized weak and it is not significant. The effect of job satisfaction on employee performance is categorized weak but significant. The influence of organizational climate and mutation on job satisfaction is categorized moderate and significant. The influence of organizational climate, mutation and job satisfaction on employee performance categorized as moderate and significant. The efforts that can be made to improve employee performance in BKPSDM Subang Regency are by giving fair rewards to employee performance, carrying out mutations in a planned and periodic manner, and improving communication between work units so as to create synergies to achieve performance targets.

Abstract

Sumber daya manusia (SDM) memiliki peran penting dalam kemajuan sebuah organisasi termasuk instansi pemerintah. Untuk dapat menjawab masyarakat dalam melakukan pelayanan publik, pengembangan pegawai Aparatur Sipil Negara (ASN) diperlukan agar diperoleh pegawai yang berintegritas dan profesionalitas dalam bekerja. Penanganan sumber daya manusia harus dilakukan secara menyeluruh dalam kerangka sistem pengelolaan sumber daya manusia yang bersifat strategic, integrated, interrelated, dan unity. Instansi pemerintahan sangat membutuhkan sumber daya manusia yang berkompeten, memiliki kompetensi tertentu yang dibutuhkan untuk menunjang keberhasilan pelaksanaan pekerjaannya. Tujuan dari penitian ini adalah untuk melihat pemetaan pengembangan karir jabatan analis pengambangan SDM aparatur di Badan Kepegawaian Pendidikan dan Pelatihan (BKPP) Kota Bandung. Metode yang digunakan dalam penelitian ini adalah deskriptif. Hasil dari penelitian ini adalah diperolehnya rekomendasi atas pemetaan pengembangan karir jabatan analis pengambangan SDM aparatur di Badan Kepegawaian Pendidikan dan Pelatihan (BKPP) Kota Bandung layak untuk diarahkan mendapatkan promosi.

Abstract

Penelitian strategi implementasi kebijakan pengembangan Kawasan Pariwisata Pasar Rebo Purnawarman Situ Buleud dilatarbelakangi oleh permasalahan belum adanya keterlibatan berbagai pihak, ketersediaan sumber daya, masih belum baiknya kesadaran masyarakat,keluhan pedagang, dan sikap pemerintah.  Penelitian ini menggunakan analisis dengan model Van Meter Van Horn untuk menganalisis kebijakan dan Analisis SWOT dalam menganalisis strategi implementasi kebijakan pengembangan Kawasan Pariwisata Pasar Rebo Purnawarman Situ Buleud. Hasil Penelitian menyimpulkan implementasi berdasarkan Analisa model Van Meter Van Horn diketahui implementasi berjalan sesuai dengan kebijakan yang tertunang dalam Peraturan daerah dan Misi dari Kabupaten Purwakarta yang tertuang dalam RPJMD Purwakarta, akan tetapi belum berjalan optimal. Strategi SWOT menyimpulkan strategi kebijakan yang harus ditempuh adalah membenahi pada sector pariwisata agar meningkatkan pertumbuhan ekonomi, Jaminan keamanan dan ketentraman dari Pemda Purwakarta, promosi wisata dalam meningkatkan kegiatan ekonomi, memperbaiki system perencanaan dan pengelolaan, pengoptimalan pengelolaan Kawasan, peningkatan SDM sector pariwisata, memperkuat koordinasi pengelola Kawasan, pengkoordiniran pedagang kaki lima, peningkatan kesadaran masyarakat, penyelarasan kebijakan,  dan pengelolaan pedagang

Abstract

Tujuan dari penelitian menganalisis implementasi kebijakan, faktor-faktor internal dan eksternal, serta merumuskan strategi implementasi kebijakan mal pelayanan publik di Kabupaten Purwakarta. Implementasi kebijakan ini diteliti dari empat faktor, yaitu: komunikasi, sumberdaya, disposisi, dan struktur birokrasi. Penelitian menggunakan metode kualitatif, dengan teknik pengumpulan melalui wawancara, observasi dan dokumentasi. Penelitian mengunakan analisis SWOT untuk menentukan strategi yang bisa diterapkan oleh Pemerintah Kabupaten Purwakarta. Hasil penelitian ini menunjukkan implementasi kebijakan Mal Pelayanan Publik di Kabupaten Purwakarta belum optimal. Faktor yang belum berjalan dengan baik yaitu faktor struktur birokrasi dari aspek SOP dan faktor sumber daya dari aspek sumber daya manusia dan aspek fasilitas. Faktor-faktor internal dan eksternal yang dapat dipertimbangkan untuk merumuskan strategi implementasi kebijakan mal pelayanan publik yaitu: komitmen pimpinan, sarana dan prasarana, lokasi yang strategis, ketersediaan anggaran, SDM yang memadai, integrasi data, regulasi, perkembangan “Revolusi Industri Tahap 4”, lokasi geografis masyarakat, dan sikap masyarakat. Berdasarkan hasil analisis faktor-faktor tersebut, Pemerintah Kabupaten Purwakarta dapat menggunakan Strategi Strength-Opportunity sebagai prioritas utama melalui kegiatan penyusunan standar operasional prosedur, pengembangan sistem informasi, dan peningkatan fasilitas pelayanan mal pelayanan publik. Rekomendasi dari penelitian ini yaitu menyusun keputusan Bupati tentang SOP makro mal pelayanan publik, mengembangkan sistem informasi mal pelayanan publik dan meningkatkan fasilitas pelayanan bergerak dan fasilitas pelayanan mandiri dan/atau berbantuan.

Abstract

The policy of organizing Public Service Mal in Purwakarta Regency Government is a renewal as well as a strategic step in an effort to improve public services that are fast, easy, affordable, safe and comfortable. The purpose of this study is to analyze the implementation of the public service mal policy, internal and external factors that determine policy implementation, and develop a strategy that will be carried out by the Purwakarta Regency Government. Policy implementation model prioritizes four implementation factors, namely: communication, resources, disposition, and bureaucratic structure. Qualitative method is used in this study. Data collection techniques used are interviews, observation and documentation. This study uses a SWOT analysis tool to determine strategies that can be applied by the Purwakarta Regency Government. The results of this study indicate that the implementation of the Public Service Mal policy in Purwakarta Regency has not been optimal. Factors that have not supported the implementation of policies properly are the bureaucratic structure from the SOP aspect and resources that include aspects of human resources and facilities. Internal and external factors that can be considered to formulate a strategy for implementing public service mal policies are: leadership commitment, facilities and infrastructure, strategic location, budget availability, adequate human resources, data integration, regulations, the development of industrial revolution 4.0, geographic location of the community, and community attitudes. According to the SWOT matrix, the Purwakarta Regency Government can use the Strength-Opportunity Strategy (SO Strategy) to take advantage of strengths and opportunities as a top priority through the activities of preparing standard operating procedures, developing information systems, and improving public service mal service facilities. Suggestions of this research are to make decisions of regional heads/regents regarding macro SOPs for public service malls in the form of: manual service SOPs, semi-digital service SOPs, and digital service SOPs to provide legal certainty and alignment with the business processes of public service malls, develop an information system for service malls. public and improve mobile service facilities and independent and/or assisted service facilities

Abstract

Human resources have an important role in the progress of an organization, including in government agencies. To be able to answer the public in conducting public services, the development of employees of the State Civil Apparatus (ASN) to realize the State Civil Servants who have integrity and professionalism in the work process becomes an obligation for every government agency. That way, the competitive advantage of an organization is highly determined by its Human Resources. Handling of human resources must be carried out thoroughly within the framework of a strategic, integrated, interrelated, and unity human resource management system. Government agencies really need competent human resources, have certain competencies needed to support the successful implementation of their work. The purpose of this research is to look at mapping position of personnel human resource development analyst in the Bandung City Education and Training Personnel Agency. The method used in this research is descriptive. The results of this study is the obtaining of recommendations on mapping the career development of the position of human resources development analyst in the Education and Training Staffing Agency bandung city deserves to be directed to get a promotion.

Abstract

Research on policy strategies for the development of the Rebo Purnawarman Situ Buleud Market area is motivated by the problem of the lack of involvement of various parties, the availability of resources, the lack of public awareness, traders' complaints, and the attitude of the government. This study uses analysis with the Van Meter Van Horn model to analyze policies and SWOT analysis in analyzing the development strategy of the Rebo Purnawarman Situ Buleud Market Area. The results of the study conclude that the implementation based on the Van Meter Van Horn model analysis is known to be running in accordance with the policies contained in the Regional Regulations and Missions of Purwakarta Regency contained in the Purwakarta RPJMD, but has not run optimally. The SWOT strategy concludes that the policy strategy that must be taken is to fix the tourism sector in order to increase economic growth, guarantee security and peace from the Purwakarta Regional Government, promote tourism in increasing economic activity, improve planning and management systems, optimize area management, increase human resources in the tourism sector, strengthen coordination Area management, coordinating street vendors, increasing public awareness, aligning policies, and managing traders.

Abstract

Quality management is very important in improving the quality of education in junior high schools (JHC) in Indonesia. In this article, research on quality management at Santo Mikael Christian Middle School in Cimahi is conducted to gain a better understanding of best practices, barriers, and opportunities that can improve the quality of education at the junior high school level. This study aims to determine the planning, implementation, monitoring, and evaluation of quality management in the JHC, as well as the constraints faced and improvement efforts made. The results of this study are expected to provide valuable insights for teachers, parents and the community in supporting school performance improvement through quality management. In this study, a qualitative method was used with a case study type and data collection techniques in the form of observation, interviews, and literature study. The findings of this study indicate that Santo Mikael Christian Middle School has implemented various standards of good management, such as program planning, student management, teacher and educational staff utilization, facility and infrastructure management, financing management, and creating a conducive atmosphere and environment. However, there is still a gap between the actual conditions of the school and the expected ideal conditions. Therefore, it is important for schools to continue to plan, implement, monitor and evaluate well and implement effective quality management to reduce these gaps
