Abstract

BUM Desa is a village business institution managed by the village community in an effort to strengthen the local economy of the community formed based on the needs and potential of the village. BUM Desa is an alternative program in village development efforts, village development that focuses on community empowerment and village economic empowerment. The purpose of this study is to know and describe the implications of the existence of BUM Desa Annur in Purwodadi Village on the efforts to develop Purwodadi Village, as well as to know and describe the factors that affect the development of BUM Desa Annur. Research i This is qualitative with a descriptive approach and uses purposive sampling techniques. Data is collected through interviews, observations, documentation and literature studies. Data is analyzed through four stages, namely data collection, data reduction, data presentation, and conclusion/verification. Based on the results of research implications for the existence of BUM Desa Annur on the development efforts of Purwodadi Village is the occurrence of economic improvement of village communities which is indicated by an increase in the number of UMKM business units in rural communities, and also the absorption of labor as a result of the increasing number of community business units. There are two factors that affect the development of BUM Desa Annur, first the factors supporting the development of BUM Annur Village, namely the people of Purwodadi Village, are the majority of UMKM business actors so that they have superior UMKM potential. Second, the factors that inhibit the development of BUM Annur Village are the lack of business capital owned, the occurrence of bad loans from the community, the absence of good business planning and business feasibility analysis to consider the potential success and challenges of previous businesses.

Abstract

Village funds are funds sourced from the State Revenue and Expenditure Budget which are used in village development, the use of village funds in general is for village administration, community development and empowerment as well as village physical development. During the COVID-19 pandemic, the use of village funds underwent a change due to the central government's policy in the context of preventing and handling the COVID-19 pandemic, which previously used for village development were shifted to the prevention and handling of COVID-19 and Village Cash Direct Assistance. Transfer of the village fund budget for The prevention and handling of the COVID-19 pandemic has disrupted or stopped development in Lingga Raja II, this is due to the large amount of budget used for Cash Direct Assistance for people who do not receive assistance from the central government, regional governments or assistance from various ministries. The method used in this research is a descriptive research method with a qualitative approach. Data was collected by direct observation of the research location, interviews with research informants, documentation and through literature sources in the form of books, journals, and several articles on the internet. The data obtained were then analyzed and explained qualitatively. The results of this study indicate that changes in the use of village funds for the prevention and handling of the covid-19 pandemic affect village development, especially the 2020 budget where physical development as a priority program does not exist at all. Meanwhile, the 2021 budget with adjustments to the realization of the physical development budget as a priority program will be carried out again.
