Abstract

This study is intended to be a significant input for the lead in developing the apparatus. Iintuk purpose of this research is to know how to the development of personnel resources of government to the public service at the Department of Industry, Trade and Investment Gorontalo Province. The results obtained that the development of personnel resources in order to provide excellent service at the Department of Industry, Trade and Investment Gorontalo Province has been done by the party leadership, but still not optimally. In terms of the factors that influence the development of personnel in providing public services, facilities and infrastructure are still lacking to support the implementation of the tasks of the apparatus, such as buildings and not enough working space, office equipment still lacking or are damaged. Another factor is the ability of personnel to operate the equipment that is still less than the maximum.

Abstract

The role of the Community Development Unit (Binmas) of the Bone Bolango Police is very important. Its existence can be one of the efforts to prevent crime through community-based prevention efforts. The type of research used is empirical legal research. The results show that the role of the Community Development Unit (Binmas) of the Bone Bolango Police is being played with an emphasis on improving the efficiency and technical capabilities of the police, but it still has shortcomings because even though the handling or resolution of problems that occur in the community is only a matter of violations, minor crimes need to be improved. The inhibiting factors are first in terms of the quantity of the number of personnel; second, the supporting facilities or facilities are still minimal; and thirdly, the lack of legal awareness of the community participating in counseling or socialization activities.

Abstract

Penelitian ini bertujuan untuk: (1) untuk mengetahui bagaimana perlindungan hukum hukum bagi konsumen terhadap bahan makanan yang tidak memiliki seertfikasi halal, (2) untuk mengetahui faktor penghambat bagi pelaku usaha yang tidak mengurus sertifikasi halal. Penelitian ini menggunakan metode penelitian hukum Normatif-Empiris yang menggunakan data sekunder (dari perpustakaan) dan didukung oleh data primer berdasarkan penelitian lapangan seperti observasi, wawancara dan survei. Hasil penelitian ini menunjukan bahwa: (1) perlindungan hukum bagi konsumen terhadap bahan makanan yang tidak memiliki sertifikasi halal merupakan hal yang wajib bagi pelaku usaha untuk mendaftarkan sertifikasi halal bagi yang menjalankan usahanya di wilayah Indonesia. (2) faktor-faktor penghambat bagi pelaku usaha yang tidak mengurus seertfrikasi halal karena usaha yang belum lancar, proses yang lama dan rumit. Berdasarkan hasil penelitian tersebut direkomendasikan: (1) ada baiknya untuk mengeluarkan regulasi yang lebih khusus, detail dan tegas yang mengatur tentang sertifikasi halal karena saat ini sudah ada aturan yang pasti hanya saja belum diterapkan sepenuhnya dilapangan seperti aturan yang ada. (2) ada baiknya pelaku usaha juga harus mrngikuti perkembangan agar mengetahui aturan bahwa wajibnya mengajukan sertifikasi halal terhadap produknya.

Abstract

AbstrakTujuan penelitian ini adalah: (1) Untuk mengetahui dan menganalisis faktor-faktor yang mempengaruhi tindak pidana penggelapan dana di wilayah hukum Polres Gorontalo Utara. (2) Mengetahui proses penyidikan dan penuntutan tindak pidana penggelapan di wilayah hukum Polres Gorontalo Utara. Dalam penelitian ini, pendekatan metode empiris. Hasil penelitian ini menjelaskan: (1) bahwa penyebab terjadinya tindak pidana penggelapan di wilayah hukum Polres Gorontalo Utara adalah karena faktor ekonomi, kedua tidak ada saksi di tempat dan ketiga tersangka kabur. Gorntalo Utara dengan tindakan penal (represif) dan non penal. Rekomendasi dalam penelitian ini adalah (1) Peran kepolisian khususnya Polres Gorontalo Utara dalam menangani tindak pidana penggelapan memiliki bidang yang sangat luas, tidak hanya berkaitan terhadap perbuatan-perbuatan pada waktu telah ada perbuatan atau ada dugaan telah terjadi suatu tindak pidana, tetapi juga untuk menjaga kemungkinan terjadinya suatu tindak pidana. (2) Kasus tindak pidana penggelapan merupakan bukti pentingnya peran pemerintah dan penegak hukum, maka perlu dilakukan penegakan hukum yang komprehensif.Kata Kunci: Tindak Pidana Penggelapan, Polres Gorontalo Utara AbstractThe aims of this study are: (1) To identify and analyze the factors that influence the crime of embezzlement of funds in the jurisdiction of the North Gorontalo Police. (2) Knowing the process of investigation and prosecution of criminal acts of embezzlement in the jurisdiction of the North Gorontalo Police. In this study, an empirical method approach. The results of this study explain: (1) that the cause of the crime of embezzlement in the jurisdiction of the North Gorontalo Police is due to economic factors, secondly there are no witnesses on the spot and the three suspects fled. North Gorntalo is with penal (repressive) and non-penal preventive measures Recommendations in this study are (1) the role of the police, especially the North Gorontalo Police in dealing with criminal acts of embezzlement, has a very broad field, not only relating to actions when there have been actions or there is an allegation that a crime has occurred, but also to maintain the possibility of a crime occurring. Abstract

In 2020, as a form of government concern for the high circulation of alcoholic beverages (Miras) in the Serambi Medina area, the Regional People's Representative Council (DPRD) of Gorontalo Province continues to revise the Regional Regulation on Alcoholic Beverages (Perda), which was previously Perda Number 16 of 2015 (concerning the Supervision and Control of Distribution of Alcoholic Drinks). Which is considered not strong enough to stem the circulation of liquor. The results of a 2018 study by the Ministry of Health's Ministry of Health (Kemenkes) research, alcohol consumption in Gorontalo is ranked fourth nationally, only losing to North Sulawesi, East Nusa Tenggara and Bali. The purpose of this study is to see that efforts to eradicate liquor in Gorontalo City are not in accordance with Adat Principles. The novelty of this research helps provide input for local governments to perfect the draft local regulation on controlling liquor in Gorontalo City.

Abstract

Abstract Bilateral negotiations are the first attempt to solve industrial relations problems. It is interesting to study in detail the urgency of bilateral negotiations to resolve industrial relations disputes and the existence of PKB as the legal basis for implementing bilateral PKB. The research method used by the author is normative legal research, which aims to find legal principles, principles and doctrines to answer legal questions. The results of the study show that bilateral negotiations as an initial effort to resolve industrial relations disputes require a commitment of good faith in the negotiation process, collective bargaining and enforcement of collective bargaining. Prudence and prudence are also required in drafting collective labor agreements so that contract clauses do not cause losses or problems in enforcement. Keywords: Urgency.
