Abstract

By-Law No. 12 of 1995 concerning Correctional Services, PKBM Bugenvil's Work Skills Program (PKK) was established. The purpose of this research is to describe the problem of the process of implementing the Work Skills Program (PKK) PKBM Bugenvil which is less than optimal and has an impact on the built citizens. The research method used is qualitative. The results of the research that the implementation of PKK in PKBM "Bugenvil" has been carried out properly based on the content of existing policies and situations with the implementation model approach by Meriee. S. Grindle. In the Implementation of the Work Skills Program (PKK), there are inhibiting factors, namely; lack of government roles, tutors, managers, and policy advocates by local governments. Therefore, the local government is expected to pay special attention to the implementation of the PKBM Bugenvil Work Skills Program (PKK) through training, socialization, supervision, providing direction, motivation, advice, and improving communication with PKBM administrators.   Key Words: Implementation, PKBM

Abstract

Education is the basic capital to create superior human resources (HR). The school is one of the alternative educational institutions. Teachers are one of the human resources (HR) in the school. The performance of teachers in schools has an important role in achieving school goals. Performance issues are in the spotlight of many parties, the government's performance will be felt by the community and the performance of teachers will be felt by students or parents. The success of school achievement is determined by various factors, including the leadership of the principal. The principal's leadership provides both mental and moral guidance for educators and education staff and also supervises, as well as records activities. Good communication will create ideas and innovations in increasing teacher work productivity and student learning outcomes. Another factor that can improve teacher performance is motivation. A teacher can work professionally if in himself there is high motivation. The Principal's leadership is a motivator for self-adherence to the teacher's work discipline. Although discipline is one part of the characteristics of teacher performance. Therefore, it is considered necessary to conduct research regarding the leadership role of the principal in improving the performance of educators and education staff. The formulation of this research problem is generally how the role of the Principal in improving the performance of educators and education staff. This research is qualitative and aims to find out how the role of the principal in improving the performance of educators and education staff. The principal acts as an educator, manager, administrator, supervisor, leader, innovator, and motivator. To achieve this role the leader must also be able to be a leader in a personal role, a leader in making decisions, and the role of the leader as a source of information. Based on the results of this study, it can be stated that the leadership role of the principal is needed in improving the performance of educators and education staff. Abstract

The problem in this study is that people in Tanjung Bintang District take approximately 2 hours to take care of population documents such as ID cards, family cards, birth certificates, and others. The mileage experienced by the community when handling documents is very difficult, time-consuming, and inefficient. This is a problem for today's society. The research method used is qualitative descriptive research, which is an analysis based on data obtained through interviews with informants, observation, and documentation. The results of the study, namely the Quality of Service of the Population and Civil Registration Office of South Lampung Regency by the Tanjung Bintang District Team, measured by five dimensions from Zeithhanl, Parasurama, and Berry, namely physical evidence (tangible), reliability (reliability), responsibility, assurance, and empathy (emphaty), are good enough, but there are still shortcomings. The existence of the Tanjung Bintang District Team is very helpful for the village community in terms of taking care of population documents that no longer need to go far to Disdukcapil Kalianda, so that it is more effective and efficient. In addition, findings regarding inhibiting factors in service by the Tanjung Bintang District Team are: limited space, officers who have never been given training in public services, lack of human resources, tools that depend on each other, and internet network disruption.   Keywords: Implementation; Quality; Public Service
