Abstract

By-Law No. 12 of 1995 concerning Correctional Services, PKBM Bugenvil's Work Skills Program (PKK) was established. The purpose of this research is to describe the problem of the process of implementing the Work Skills Program (PKK) PKBM Bugenvil which is less than optimal and has an impact on the built citizens. The research method used is qualitative. The results of the research that the implementation of PKK in PKBM "Bugenvil" has been carried out properly based on the content of existing policies and situations with the implementation model approach by Meriee. S. Grindle. In the Implementation of the Work Skills Program (PKK), there are inhibiting factors, namely; lack of government roles, tutors, managers, and policy advocates by local governments. Therefore, the local government is expected to pay special attention to the implementation of the PKBM Bugenvil Work Skills Program (PKK) through training, socialization, supervision, providing direction, motivation, advice, and improving communication with PKBM administrators.   Key Words: Implementation, PKBM

Abstract

Permasalahan penelitian menunjukkan bahwa Pelaksanaan CSR Coca-Cola Amatil Indonesia (CCAI) Southern Sumatra. Seharusnya dilakukan secara merata sesuai kebutuhan dan kemampuan masyarakat sekitar. Namun realitasnya CCAI Southern Sumatra yang berada di Lampung Selatan tidak melaksanakan program CSR-nya secara merata pada masyarakat Desa Sukanegara untuk Tahun periode 2017. Tujuan penelitian adalah untuk mengetahui pelaksanaan CSR CCAI dan kendala-kendala dalam pelaksanaannya. Metode yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa CCAI dalam melaksanakan program-program CSR, CCAI menggunakan beberapa program yaitu: Program Penanaman 1.000 Pohon, Program Donor Darah, Program Coke Farm dan Program Pemberian Hewan Qurban. Adapun kendala dalam pelaksanaan program CSR CCAI; Pertama, tidak terlaksananya penanaman 1.000 pohon di dua dusun yang berada di Desa Sukanegara, Kedua, sulit mengajak masyarakat untuk berpartisipasi dalam program donor darah, Ketiga, lambatnya proses edukasi yang diserap oleh para petani dalam memahami materi yang diberikan mitranya dari Unila, Keempat, jumlah petani/masyarakat yang ikut dalam program Coke Farm hanya berjumlah 4 orang. Abstract

Tujuan penelitian ini adalah untuk mengetahui pemahaman budaya “Piil Pesenggiri” dan penerapan budaya tersebut dalam upaya meningkatkan budaya kerja aparatur desa. Permasalahan yang diangkat dalam penelitian ini yaitu seiring kemajuan jaman yang semakin memudarkan budaya Lampung menjadi tantangan bagi masyarakat khususnya aparatur pemerintahan mempertahankan dan menerapkan ke dalam budaya kerja sehingga dapat meningkatkan kinerja yang berkualitas. Jenis penelitian yang digunakan yaitu deskriptif kualitatif dengan lokasi penelitian di Balai Desa Sabah Balau Kabupaten Lampung Selatan. Penelitian ini diharapkan dapat menjadi pandangan untuk pembangunan yang lebih baik lagi khususnya pemerintahan Desa Sabah Balau. Abstract

Indonesia is one of the countries that experiences floods almost every season. At the beginning of the year, precisely in January 2020, rainfall in several areas in South Lampung Regency increased, one of which was in Sidomulyo District, South Lampung Regency. The role of the South Lampung Regency Government, which in this case is carried out by the Regional Disaster Management Agency (BPBD) when disaster management is very responsive and crucial. This study aims to determine the implementation of flood disaster management policies by the South Lampung Regency Government and the factors that hinder flood management. This research method uses a qualitative descriptive approach. The results of research in the implementation of flood disaster management policies by the South Lampung Regency Government in Sidomulyo District based on aspects of communication, disposition and organizational structure have been carried out properly, while based on resource aspects have not been carried out properly. Abstract

Pada penelitian ini bertujuan untuk mengetahui bagaimana Implementasi Program Kartu Indonesia Sehat di Puskesmas Kedaton Kecamatan Kedaton Bandar Lampung dan menggunakan pendekatan penelitian deskriptif kualitatif. Beberapa metode yang digunakan untuk mengumpulkan data adalah menggunakan teknik wawancara, observasi, dan dokumentasi. Berdasarkan empat indikator Grand Theory Van Meter dan Van Horn, penelitian ini menemukan bahwa implementasi Program Kartu Indonesia Sehat di Puskesmas Kedaton dalam pelayanan kesehatan sudah berjalan cukup baik. Hal tersebut dilihat dari penyelenggaraan Program Kartu Indonesia Sehat sudah menerapkan Standar Operasional Prosedur (SOP). Selanjutnya tidak ditemukannya perbedaan pelayanan yang diberikan kepada peserta Kartu Indonesia Sehat dan peserta jaminan kesehatan lainnya. Dalam pelaksanaan Program Kartu Indonesia Sehat di Puskesmas Kedaton memiliki beberapa hambatan yaitu adanya kartu yang rusak, banyaknya kesalahan data pasien seperti nama yang tidak sesuai dengan database, dan fasilitas kesehatan yang berbeda dengan databaseKata kunci : Implementasi, Kartu Indonesia Sehat

Abstract

The research aims to describe how the Implementation of the Regulation Policy for Billboard Installation in Kalianda City carried out by the South Lampung Regency Civil Service Police Unit as a Regional Enforcer in accordance with Regulation Number 16 of 2016. The background of this research is because there are still billboards installed not in accordance with applicable regulations, namely South Lampung Regent Regulation Number 20 of 2011 concerning Procedures for Granting Billboard Permits in South Lampung Regency. The Civil Service Police Unit is part of the members in implementing the regulation of billboard installation in Kalianda City.  This research method is carried out using qualitative methods. The indicators of this study use the theory of George C. Edward, namely 1) Communication, 2) Resources, 3) Disposition and 4) Bureaucratic Structure. The result of this study is that the implementation of billboard regulation in Kalinda City has gone quite well, but there are still inhibiting factors, namely 1) internal factors, still lack of facilities in implementation, 2) external factors, derived from human resources and part of the responsibility of the company.   Keywords : Implementation; Policy; Billboard.

Abstract

Tourism is an activity carried out by individual or group in the form of a trip to visit a certain place with the aim of having a vacation, and seeing the features and beauty of this tour. Tirta Pesona rides are one of the tours located in the city of Bandar Lampung. The purpose of this study was to analyze the strategy for developing Wahana Tirta Pesona tourism in the city of Bandar Lampung. The type of research used in this study is a type of qualitative research. Based on the results of interviews, the main attraction of the Wahana Tirta Pesona tourist attraction is the natural beauty that is very natural. So that the management goes according to the planned objectives in the tourism development strategy where the manager focuses on developing facilities and increasing promotions so that the number of visitors does not continue to decrease. The techniques and planning possessed by the Wahana Tirta Pesona tourist attraction are quite good, but are not running effectively in their implementation. Based on the results of interviews and observations, it can be concluded that the development strategies at tourist sites that have been carried out have been implemented but are still ineffective, resulting in a decrease in the number of visitors. The decrease in the number of visitors was caused by several other factors such as the impact of the Covid'19 pandemic, lack of promotional activities, lack of maintenance, and lack of access road facilities and infrastructure to the location. The management has tried to develop tourism objects including constructing other supporting facilities. Keywords: development strategy, strategy implementation, tourism

Abstract

The purpose of this study is to determine state power related to state institutions that have shifted after the amendment. The research method uses the literature study method. State power related to State Institutions before the amendment of the 1945 Constitution the Constitution was the highest law, but people's sovereignty was given entirely to the People's Consultative Assembly (MPR) (as the Supreme Institution). The MPR distributes its power (distribution of power) to 5 (five) Higher Institutions that are equal in position, namely: the Supreme Court, the President, the DPR, the DPA, and the BPK. After the amendment of the 1945 Constitution: the Basic Law is the highest law, where sovereignty is in the hands of the people and is exercised fully according to the Basic Law. The Constitution provides separation of power to State Institutions with equal and equal positions, namely: MPR, President, DPR, DPD, BPK, MA, and MK.   Keywords: State Power; State Institutional Relations.

Abstract

The problem in this study is that people in Tanjung Bintang District take approximately 2 hours to take care of population documents such as ID cards, family cards, birth certificates, and others. The mileage experienced by the community when handling documents is very difficult, time-consuming, and inefficient. This is a problem for today's society. The research method used is qualitative descriptive research, which is an analysis based on data obtained through interviews with informants, observation, and documentation. The results of the study, namely the Quality of Service of the Population and Civil Registration Office of South Lampung Regency by the Tanjung Bintang District Team, measured by five dimensions from Zeithhanl, Parasurama, and Berry, namely physical evidence (tangible), reliability (reliability), responsibility, assurance, and empathy (emphaty), are good enough, but there are still shortcomings. The existence of the Tanjung Bintang District Team is very helpful for the village community in terms of taking care of population documents that no longer need to go far to Disdukcapil Kalianda, so that it is more effective and efficient. In addition, findings regarding inhibiting factors in service by the Tanjung Bintang District Team are: limited space, officers who have never been given training in public services, lack of human resources, tools that depend on each other, and internet network disruption.   Keywords: Implementation; Quality; Public Service
