Abstract

This study aims to analyze collaborative governance between the Regional Government and the State Electricity Company and the Biogas Power Plant in utilizing renewable energy in Rantau Sakti Village, North Tambusai District, Rokan Hulu Regency, Riau Province, Indonesia. This research was conducted using qualitative methods. Data collection techniques used in this study were interviews, observation and documentation study. Collaboration between the Regional Government and the State Electricity Company and the Biogas Power Plant in utilizing new and renewable energy has not yet been formed in a whole and comprehensive manner. If the Biogas Power Plant already has legality and clarity on the legal status and its management as a result of a change in the Regional Government Law which causes the authority in the energy sector to be drawn to the provincial level, the Regional Government of Rokan Hulu Regency loses management rights over the Power Plant Biogas.

Abstract

This study discusses the development of human resources of public service providers in Labuhanbatu Selatan Regency. The research is expected to provide an understanding of the current picture of ASN conditions and what strategies are taken by the local government of Labuhanbatu Selatan Regency to improve ASN competence. The method used in this study is a qualitative analysis method by collecting data by interviewing and collecting literature related to this research. The results showed that the development of resource competencies an Investment of the One-Stop Integrated Services Office still needs to be improved, primarily managerial and socio-cultural competencies. This development can be done by making a roadmap so that development can be carried out continuously.

Abstract

This research was conducted to find the right model in the provincial head elections. This is based on the many deficiencies that occur when direct regional head elections are held such as multiple voter lists, logistical problems, low capacity of organizers, the emergence of SARA issues, strong money politics, bureaucratic politicization, and low participation in voting for the community (Pilkada Case Study Southeast Sulawesi 2018). This research encourages the alternative model of the governor and deputy governor election. Furthermore, if you want to be applied in Indonesia in general, more research needs to be done. First, improvements in the overall stages of governors and deputy governors' elections and the use of information technology to increase transparency, accountability, and efficiency. Second, the governor and the deputy governor's election is still carried out directly by tightening the nomination requirements. Among other things, they must participate in the regeneration of political parties, have experience and knowledge of government and local characteristics of the region, and are indigenous people who have lived long in the area. Third, the governor is still directly elected by the community, while the deputy governor can be proposed by the governor to the DPRD/MOHA from the private sector/ASN who meet special requirements, namely experience in government and knowledge of the local characteristics of the region.

Abstract

This study aims to find the right strategy and modelling in integrating Spending Review in budget decision making at the Ministry of Health of the Republic of Indonesia. This study uses a qualitative approach with an exploratory method, in which the researcher seeks to explore and build the phenomena being studied to answer the previously formulated problems. The results showed that the spending review integration strategy was divided into three dimensions, namely the organizational size, the process dimension and the time dimension. Meanwhile, the modelling used in integrating spending review in budget decision making in the Indonesian Ministry is known as the Comprehensive Monitoring and Evaluation Model for Budget Management Ministries / Institutions.

Abstract

This study aims to analyze the evaluation of ASN management policies at the Ministry of Transportation and the provincial government of DKI Jakarta and the appropriate model for improving ASN management in planning, recruitment, and potential development. The approach used in this study is to use action research-based Soft Systems Methodology (SSM) as a research method with systems thinking approach. This research method's selection was carried out considering that ASN management is a Human Activity System with various problems involving many agencies. There are multiple laws and regulations used. The results showed that the evaluation analysis from the planning aspect showed that the policies, their formulation, and their dissemination had been carried out well; The recruitment aspect indicates that there is still something that needs to be addressed, especially in the recruitment of CPNS, PPPK, and open selection of positions; Aspects of competency development receive greater attention, especially in terms of improving performance, cost efficiency and achieving organizational goals. This study also develops concepts to improve ASN management in the form of a framework that includes: foundational theories, foundational theory & empirical facts as fundamental to formulate research interest, and research contributions.

Abstract

The problem of waste management in big cities worldwide and especially Indonesia, has become an ongoing issue. Every country globally competes in developing various technologies in waste management, such as sanitary landfills, incineration, gasification, and anaerobic digestion technology. This study intends to describe the right model for waste management, especially for areas in Indonesia. In this case, the writer tries to discuss waste management innovation in Cilacap Regency by using a waste management policy implementation model with Refused Derived Fuel (RDF) technology, which converts waste into alternative fuel to replace coal. In this paper, the writer tries to analyze it with a descriptive design with a qualitative approach. Writing informants were determined by purposive sampling. The results of this study, according to the author, indicate that the implementation of RDF public policy on waste management can be carried out with several approaches, namely: (1) RDF Waste Management Policy Model with a Collaborative Waste Management Service approach; (2) RDF Waste Management Policy Model with the Buy and Sell Cooperation approach of RDF results; (3) RDF Waste Management Policy Model with a Joint Venture (JO) approach; (4) RDF waste management policy model with an Operational Cooperation approach with the presence of foreign assistance, the central government and provincial governments; (5) RDF waste management policy model with the formation of regional companies.

Abstract

In terms of community involvement, the conduct of regional head elections embodies the representational function inherent in popular sovereignty. The role of representation is one of the government's functions. As a result, the selection represents the aim of Government Science. The purpose of this research is to assess "Community Participation in the Conduct of Simultaneous Regional Head Elections during the Covid-19 Pandemic Period" in Banten Province (Case Study: Serang Regency, Pandeglang Regency, Cilegon City, and Tangerang City) in 2020. This study employs a qualitative research design in conjunction with a descriptive research method. The analysis used in this study is political participation from The International Encyclopedia of the Social Sciences. A conceptual definition is developed that Community Participation in Simultaneous Regional Head Elections is the active participation of voters in various voter participation levels in the 2015 simultaneous Regional Head Elections (Pilkada). 2020 in Banten Province, voter turnout will exceed 60% in the four regencies/cities hosting simultaneous regional elections on December 9 2020. Pandeglang Regency achieved 68.7 per cent in 2020, up from 56 per cent in 2015, Cilegon City achieved 79.79 per cent in 2020, exceeding the national target by as much as 63.51 per cent in 2015, Serang Regency earned 63.3 per cent in 2020, up from 50.8 per cent in 2015 Pilkada. South Tangerang City achieved 60.4 per cent in 2020. In 2015, voting turnout was 57 per cent, a considerable rise despite the current epidemic of Covid-19.
