Abstract

The Government of Indonesia has implemented a progressive policy on rural development since 2015 through distributing enormous budget that has never been given so far, called as village fund policy.  This policy is intended to empowering of poor people in the village throughtout the development of village infrastructure to eliminate poverty or for poverty alleviation. In the period of 2015-2018, the budget increased significantly, reach one billion IDR for each village accros the country.  From the national spending recorded that in 2015, the village fund reaches IDR 20.7 trillion, increased to 47 trillion in 2016, 60 trillion in 2017 and 60 trillion in 2018. These funds utilized mostly for basic rural infrastructures such as road, bridges, drainage, irrigation or clean water supply. Based on the field evidence show that the policy does not yet touch the basic need of the poor people in a rural area.  The rural poor people considered that the program was still not given benefits for them, especially in the economic area. This paper explores the implementation of village fund policy in East Nusa Tenggara (NTT) as the third poorest province in Indonesia through good governance lenses. Based on quantitative analyses, the result shows that participation and responsiveness reveal as determinant factors to the success of village fund policies.

Abstract

Mostly the tourist destination in Indonesia found in rural areas and belongs to the local community, who lives with limitations in terms of economy, low infrastructure accessibility, and lack of ability to manage natural resources. The study tries to portray and identify the local context of community-based tourism concepts through academic perspectives. It intended to identify the success factors of community-based tourism management for rural tourism objects in Indonesia. It conducted in five water tourism objects from five different regions, are Umbul Ponggok, Situ Panjalu, Situ Cibulan, Kola Lagundih, and Srigethuk. The research used a quantitative approach with discriminant analysis, data collected from 221 respondents through a questionnaire. The study shows that from the six predictors is that the leadership came as the main factor driving success in its implementation. Leadership plays an important role in grass root tourism management since it conceives to a traditional community. Accordingly, the traditional entities may cultural, socio-economic, structural-administration aspects are, in practice, intertwined.

Abstract

According to data sourced from Koarmada I TNI AL, during 2015 to 2019, the average mental pressure sufferer on Indonesian Navy personnel grew by around 5.19% per year. From the search results of the Indonesian Navy archives, mental stress sufferers are generally caused by internal family, economic problems, difficulty in adapting, to leadership problems in the unit which are deemed not accommodating the aspirations of the personnel concerned. Therefore, this study focuses on analyzing the influence of leadership on the level of stress and work commitment of the Indonesian Navy's Mako Koarmada I personnel. This research uses quantitative methods. The quantitative approach itself uses the estimation technique of Structural Equation Modeling (SEM) and a literature review to explain the quantitative findings of this study. This study uses data sourced from 324 respondents. The results of this study indicate that the leadership variable has a significant effect on reducing stress levels, increasing work commitment, and increasing the social welfare of the personnel of Mako Koarmada I TNI AL. The success of this leadership commitment can occur in the long term and sustainably if the basis is oriented towards the development of the quality of human and organizational resources or what is known as transformative leadership as a new concept in this dissertation.

Abstract

As an industrial area and a large population, it certainly causes various kinds of problems, namely waste, population growth will be directly proportional to the increase in the amount of waste. Cilacap Regency has made waste management innovations with Refused Derived Fuel (RDF) technology, which turns waste into alternative fuel to replace coal. In this paper the writer tries to analyze it with a descriptive design with a qualitative approach. Writing informants were determined by purposive sampling. The theoretical basis used is the Van Metter and Van Horn theory approach because it is more appropriate to the conditions of implementing the waste management policy. The results of this paper indicate that the implementation of RDF's waste management public policy is not running optimally. The main factor is the financial resources and the various parties involved which actually make it less optimal and not on time due to the communication factor.

Abstract

The task of village assistants in assisting village development has not run optimally. If this happens continuously, it will affect the village development process as mandated in Law Number 6 of 2014 concerning Villages. The research method used in order to review, develop and test the truth to find a scientific knowledge. The methods that can be used are very diverse, of course the method to be chosen must be appropriate and closely related to the procedures, tools and research design that will be carried out by the researcher. While the research method is basically a scientific way to obtain data with certain purposes and uses. There are four keywords that need to be considered, namely, scientific method, data, purpose and usability. The scientific method means research activities based on scientific characteristics, namely rational, empirical, and systematic. Rational means that research activities are carried out in ways that make sense, so that they are affordable by human reasoning. Empirical means that the methods used can be observed by humans, so that other people can observe and know the methods used. Systematic means that the process used in the research uses certain logistical steps. The results showed that Tanah Grow District was measured by how the innovation model was applied, the innovation process and the benefits of innovation there was no initiative from village assistants because of the limited authority in implementing assistance in villages as regulated in the Regulation of the Minister of Villages PDTT Number 19 of 2020 concerning Guidelines General Village Community Assistance. The conclusions that can be drawn from the results of the discussion and research are as follows: Village assistants in village development in Koto Jayo Village, Tanah Grow District, Bungo Regency, Jambi Province, can guarantee that village performance has not met all indicators, only a few indicators, quality of work (Quality of Work) Work) villages that are assessed to meet the indicators, because every month village assistance must submit individual reports.

Abstract

Berbagai keluhan dan masalah yang timbul atas pelayanan yang dilakukan oleh Aparatur Sipil Negara di kantor Distrik Sarmi, Pengaruh Gaya Kepemimpinan dan Motivasi terhadap Kinerja Aparatur Sipil Negara di Kantor Distrik Sarmi belum dapat merespons kebutuhan masyarakat secara optimal. Metode penelitian yang digunakan adalah metode survei dengan pendekatan analisis regresi dan korelasional. Populasi 16.367, Sampel yang terdiri dari 89 responden yang telah ditentukan. Hasil penelitian menunjukkan korelasi antara Gaya Kepemimpinan dengan Kinerja Aparatur Sipil Negara diperoleh R Square = 0,694 yaitu sebesar 49,1% dan sisanya sebesar 50,9% kontribusi oleh variabel yang lain Persamaan regresinya yaitu Ŷ = 25,301 + 0,972X1= 0.972, korelasi antara Motivasi Kepala Distrik terhadap Kinerja Aparatur Sipil Negara diperoleh R Square = 0,682 yaitu sebesar 48,5% dan sisanya sebesar 51,5% kontribusi oleh variabel yang lain Persamaan regresinya yaitu Ŷ = 28,532 + 0,546X2 = 0.546, korelasi antara Gaya Kepemimpinan dan Motivasi Kepala Distrik secara bersama-sama terhadap Kinerja Aparatur Sipil Negara diperoleh R Square = 0,691 yaitu sebesar 53,6% dan sisanya sebesar 46,4% kontribusi oleh variabel yang lain Persamaan regresinya sebesar Ŷ = 18,582+ 0, 435X1 + 0, 461X2 = 0.461. Disarankan Gaya kepemimpinan dipraktikkan di dalam organisasi menjadi penentu meningkatkan pola pekerjaan yang produktif untuk pegawai; semangat kerja pegawai ditunjukkan seorang Kepala Distrik menjadi pengayoman dan mampu memberikan contoh yang baik di dalam organisasi untuk dijadikan sebagai acuan oleh pegawai dalam menjalankan pekerjaannya; Tetap dipertahankan jikalau perlu lebih ditingkatkan lagi terus dan ciptakan terobosan baru dengan baik sehingga dapat memuaskan masyarakat.

Abstract

Penyelenggaraan tata kelola pemerintahan yang baik di Indonesia ditandai dengan terwujudnya pelayanan publik kepada masyarakat yang berkualitas. Pelayanan publik menjadi tanggung jawab pemerintah untuk mewujudkan kesejahteraan dalam rangka mencapai tujuan oleh karena itu peneliti tertarik untuk melakukan penelitian dengan judul Implementasi Mal Pelayanan Publik di Kota Bekasi Provinsi Jawa Barat Provinsi Jawa Barat. Penelitian ini difokuskan untuk mengetahui dan menganalisis Implementasi Mal Pelayanan Publik dalam meningkatkan kualitas pelayanan publik. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif informan ditentukan dengan teknik purposive Sampling dan Snowball Sampling. Teknik pengumpulan data dilakukan dengan wawancara observasi dan dokumentasi teknik analisis data dengan cara reduksi data, penyajian data,verifikasi dan penarikan simpulan. Hasil penelitian menunjukkan bahwa pelaksanaan pelayanan belum optimal disebabkan oleh kelemahan dalam dimensi produktivitas, linearitas, dan efisiensi. Adapun faktor-faktor yang memengaruhi belum konsistennya para implementor terhadap isi kebijakan, belum optimal interaksi jejaring kerja, kurang memadai anggaran, belum maksimalnya kompetensi pegawai, dan belum optimalnya sarana dan prasarana. Upaya yang dilakukan penambahan anggaran, pengembangan kualitas sumber daya manusia terkait peningkatan kompetensi serta mengembangkan sistem online untuk menunjang adanya kualitas pelayanan.

Abstract

The Indonesian Navy is part of the TNI military organization which has the high discipline and work commitment. However, it is not uncommon to find so many obstacles to personnel performance caused by mental stress or stress. The influence of social and economic welfare is one of the main factors causing increased stress which also affects the work commitment of Indonesian Navy personnel, Mako Koarmada I. This study aims to analyze the effect of socio-economic welfare on stress levels and work for commitment of Mako Koarmada I TNI AL personnel. This research uses quantitative methods. The quantitative approach itself uses the estimation technique of Structural Equation Modeling (SEM) and a literature review to explain the quantitative findings of this study. The results showed that the Social Welfare economy does not have a significant effect in reducing stress levels and increasing the work commitment of Indonesian Navy personnel at the 1st Fleet Command of the Navy.

Abstract

The problem of waste management in big cities worldwide and especially Indonesia, has become an ongoing issue. Every country globally competes in developing various technologies in waste management, such as sanitary landfills, incineration, gasification, and anaerobic digestion technology. This study intends to describe the right model for waste management, especially for areas in Indonesia. In this case, the writer tries to discuss waste management innovation in Cilacap Regency by using a waste management policy implementation model with Refused Derived Fuel (RDF) technology, which converts waste into alternative fuel to replace coal. In this paper, the writer tries to analyze it with a descriptive design with a qualitative approach. Writing informants were determined by purposive sampling. The results of this study, according to the author, indicate that the implementation of RDF public policy on waste management can be carried out with several approaches, namely: (1) RDF Waste Management Policy Model with a Collaborative Waste Management Service approach; (2) RDF Waste Management Policy Model with the Buy and Sell Cooperation approach of RDF results; (3) RDF Waste Management Policy Model with a Joint Venture (JO) approach; (4) RDF waste management policy model with an Operational Cooperation approach with the presence of foreign assistance, the central government and provincial governments; (5) RDF waste management policy model with the formation of regional companies.

Abstract

Ciwidey is one of tourism object in South Bandung that has various tourism products. Some are have similar product offerings, such as hot springs in Ciwalini amd Cimanggu. In practice, there is a competition among the similar attraction, so there are some attractions tend to lag behind compared to other attractions, and vice versa. Furthermore, it indicates there is no integrated strategy to develop Ciwidey as a tourism area. Existing strategies were only partial of each attraction. This leads to the benefits received by the community, administrators, and local governments have not optimal. There have been many studies about the tourism development strategy of Ciwidey made by various parties including the private sector would also academics. But until now integrated strategy for developing tourism area of Ciwidey is still relatively inconsiderable. One approach that can show the relationship among business actors are integrated industrial cluster approach. Industry cluster is basically not an entirely new concept. However, in line with the changing times, the study of the concept/theory of empirical experience various parties evolve over time. Various definitions and concepts of industrial clusters can be found in the literature. The definition of industrial clusters in brief is: "Industry Cluster is a specific business group connected by the chain of creation/increase in value added, either through business or non-business relationship". This study aims: (1) To map the tourism industry cluster of Ciwidey tourism area, (2) To formulate the role of local government in the tourism industry cluster in the tourism area of Ciwidey. After conducting interviews with stakeholders, the study documentation, and observations at the study site, it can be done mapping stakeholders that can be grouped in core industries, industrial suppliers, supporting industries, related industries, and buyers, as well as supporting institutions ("non-industry "). The most prominent role of each stakeholder is to create innovation and coordination. For innovation and coordination needed integrator in the tourism industry cluster of Ciwidey, and the role as the integrator can be done by the Department of Tourism, Youth and Sports Bandung Regency.
