Abstract

This article aims to determine the implementation of government policies on applying discipline and health protocol law enforcement in the North Banjarmasin District. This study uses a qualitative approach and the type of descriptive research. Data was collected through observation, interviews, and documentation, with the Banjarmasin City Health Office, the COVID-19 Task Force, and the North Banjarmasin District as research informants. The research focuses on Van Meter and Van Horn's theory, namely, basic measures and policy objectives, policy sources, implementation activities and communication between organizations, characteristics of implementers, economic, social, and political conditions, and trends. The study results indicated that the implementation of policies on the application of discipline and law enforcement of health protocols in the District of North Banjarmasin has not yet been achieved. This can be seen from the indicators of Basic Measures and Policy Objectives that have not gone well because many still do not comply with the health protocol policy, and the officers are less strict in giving sanctions because this policy is only at the Mayoral Regulation level. Sourcespolicy this health protocol is supported by funds charged to the Banjarmasin City Budget, but infrastructure facilities are still sometimes fulfilled. Economic, Social, and Political conditions have a very negative impact on every level of society. However, judging from the indicators that the Implementation activities and Inter-Organizational Communications are appropriate, each party involved in the health protocol policy in the District of North Banjarmasin coordinates with each other. The characteristics of the implementers have a good working relationship because each activity is coordinated first, then carries out their respective duties and functions. Furthermore, the tendency of the implementers towards this health protocol policy was approved to be implemented because it has a goal that is following the current state of the COVID-19 pandemic.

Abstract

The education sector has implemented online learning, but now face-to-face learning can be carried out again by following the rules and complying with health protocols. SDN Cabi, Simpang Empat District, Banjar Regency also conducts face-to-face learning activities. The activity begins on August 30, 2021 which is carried out in stages. The method used is by using learning methods through mind mapping media, simulations or direct practice to students, and forming new habits systematically or in accordance with the steps of application starting from home, entering the school environment, and leaving the school environment. This can become a habit for students and is more organized or systematic. The material presented consists of: (1) how to wash hands properly and correctly, and (2) provide explanations accompanied by posters about the importance of complying with the implementation of 6M, namely maintaining distance, wearing masks, washing hands, avoiding crowds, reducing mobility, and avoiding eating together.

Abstract

Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) merupakan lembaga pemerintahan non Kementerian yang ditunjuk untuk melaksanakan tugas pemerintahan di bidang pertanahan di Indonesia. Praktik Kerja Lapangan (PKL) di Kantor Wilayah ATR/BPN Provinsi Kalimantan Selatan merupakan bagian dari praktik perkuliahan yang diikuti sebanyak 77 perwakilan mahasiswa Prodi Ilmu Pemerintahan FISIP ULM yang dilaksanakan pada tanggal 22 Desember 2022, dibagi dalam 3 tahapan yaitu tahap persiapan meliputi kordinasi kegiatan dengan pihak Kantor Wilayah ATR/BPN Provinsi Kalimantan Selatan. Tahapan pelaksanaan dengan dilaksanakannya sosialisasi oleh Kantor Wilayah ATR/BPN Provinsi Kalimantan Selatan dengan Lecture Method, diskusi dan tanya jawab. Materi yang disampaikan terkait peran, fungsi dan tugas ATR/BPN dalam melaksanakan tugas pemerintah di bidang pertanahan. Tahap terakhir adalah evaluasi kegiatan untuk mengukur keberhasilan kegiatan pengabdian dan mendapatkan feedback atas kegiatan. Adapun hasil yang didapatkan setelah PKL ini dilaksanakan, para mahasiswa pengambil mata kuliah Politik Hukum Agraria telah mengetahui dan memahami terkait peran, fungsi dan tugas ATR/BPN dalam menjalankan tugas pemerintahan di bidang pertanahan sesuai ketentuan peraturan perundang-undangan, sehingga dapat membantu sosialisasi kepada masyarakat dan mengurangi potensi timbulnya kesalahpahaman terhadap peran, fungsi dan tugas dari lembaga ATR/BPN sekaligus mengurangi potensi konflik pertanahan di Indonesia.The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is a non-ministerial government agency appointed to carry out government duties in the land sector in Indonesia. Fieldwork practice at the ATR/BPN Regional Office of South Kalimantan Province is part of the lecture practice which was attended by 77 representatives of Government Science study program students of FISIP ULM, which was carried out in 3 stages, namely the preparation stage including coordination of activities with the ATR / BPN Regional Office of South Kalimantan Province. The implementation stage with the implementation of socialization by the Regional Office of ATR /BPN of South Kalimantan Province with lecture, discussion, and question-and-answer methods. The material presented is related to the role, function, and duties of ATR/BPN in carrying out government duties in the land sector. The last stage is the evaluation of activities to measure the success of service activities and get feedback on activities. As for the results obtained after this fieldwork practice was carried out, students taking Agrarian Law Politics courses already know and understand the roles, functions, and duties of ATR/BPN in carrying out government duties in the land sector in accordance with statutory provisions, so that they can help socialize to the community and reduce the potential for misunderstanding of the roles, functions, and duties of ATR/BPN institutions while reducing the potential for land conflicts in Indonesia.
