Abstract

This study discusses "analysis of Civil Servant Performance Appraisal in Human Resources Agency and Human Resource Development of Bulungan District of North Kalimantan Province". The purpose of this research is to know and analyze the implementation of Performance Appraisal of Civil Servants, to know and analyze the factors inhibiting the implementation of Performance Appraisal of Civil Servants Employment Agency and Human Resource Development District Bulungan Province of North Kalimantan. This research uses qualitative method by exposing explorative with inductive approach. With data collection techniques are interviews, observation and documentation.Based on the results of observations the author after applying the apprentices concluded that, the implementation of Performance Appraisals of Civil Servants in Human Resources Agency and Human Resource Development District Bulungan Province of North Kalimantan has been done. But there are obstacles, namely where the lack of understanding of a small part of civil servants about the procedure peyusunan Work Objectives Employees and Work Behavior. Recommended recommendations are to provide socialization and consultation with the right target, regarding the preparation of Employee Work Goals and Work Behavior to civil servants who do not understand about the regulation Keyword: Civil Servant, Performance Appraisal, Human Resources

Abstract

This study aims to examine the application of competencies in the entikong sub-district apparatus in public services. this research uses descriptive qualitative method by conducting interviews, observation and documentation on regulations relating to apparatus competencies. the results of the study show that the entikong sub-district apparatus is required to have better competence and master the competence of public services. Apparatus who occupy positions in the Regional Apparatus must fulfill the requirements of technical, managerial and socio-cultural competence as well. government competency, so as to create adequate support of personnel both in the number and standard of competencies needed to carry out their duties and functions professionally, effectively and efficiently.

Abstract

Penelitian ini bertujuan untuk menganalisis penanganan masalah sosial yang terjadi di kawasan Kecamatan perbatasan Entikong. Penelitian ini menggunakan desain penelitian deskriptif, dimana penulis dapat menggambarkan dan menguraikan keadaan atau kenyataan yang sebenarnya tentang analisa masalah-masalah sosial di Kecamatan Kawasan Perbatasan Entikong secara sistematis, faktual dan akurat mengenai fakta-fakta dan hubungan antara fenomena yang diteliti. Hasil Penelitian menunjukkan bahwa Penanganan masalah- masalah sosial di kawasan kecamatan perbatasan di Kabupaten Sanggau dilakukan melalui pembangunan infrastruktur seperti pembangunan PLBN beserta fasilitas pendukungnya, pembangunan akses jalan menuju ibukota provinsi, kabupaten dan antar desa; pembangunan supprastruktur yang meliputi pembuatan kebijakan pengembangan kawasan perbatasan, kelembagaan dan pembangunan lingkungan; dan pembangunan masyarakat melalui pembangunan sumber daya manusia, pembangunan desa, dan pembangunan budaya masyarakat.

Abstract

The perspective of government communication is a picture of future communications that can be applied to bring about change and find the most efficient formula in its implementation. Implementation of the concept of good governance through information transparency can support the implementation of better governance activities. Change of government communication paradigm from old structure system, culture and procedure into better structure, culture and procedure. The change is seen in the higher public confidence in IPDN Selection of Prospective Admission (SPCP) online. With increasing public trust, will increase trust in the Institute of Domestic Government in the selection of candidates. The transparency of IPDN information ultimately supports the implementation of good governance in Indonesia in general.

Abstract

The performance of the apparatus in carrying out government duties is expected to be carried out seriously by having a willingness to compete giving the best in order to achieve the stated goals. The function of guidance and direction of a sub-district head is reflected in the leadership style that is applied to the administration of government, development and community empowerment. The results of the study show that the Cooperation dimension, the dimension of listening and receiving suggestions / inputs and the dimensions of encouraging decision-making, are more dominantly applied by the sub-district head, which is the dimension of the participative leadership style.

Abstract

Penelitian ini bertujuan untuk memahami tentang pengembangan kompetensi PNS dalam penerapan pelatihan nonklasikal dalam hal ini ­e-learning, faktor penghambat, faktor pendorong serta upaya yang dilakukan di BPSDM Provinsi Sulawesi Selatan. Penelitian ini menggunakan metode deskriptif dengan penelitian kualitatid yang dimana pengambilan datanya didasarkan pada hasil observasi, wawancara dan dokumentasi di BPSDM Provinsi Sulawesi Selatan. Kesimpulan yang diperoleh dari hasil penelitian penulis yaitu pengembangan kompetensi PNS dalam penerapan pelatihan nonklasikal dalam hal ini e-learning masih belum baik dan masih perlu dikembangkan dari program yang digunakan pada proses pelatihan maupun pada proses pelaksanaan kegiatan seperti pengawasan pelaksanaan kegiatan. Hal yang mendorong kegiatan pelatihan dengan e-learning yaitu adanya perubahan zaman menuju era revolusi industri 4.0 yang mengedepankan teknologi dalam hidup masyarakat termasuk dalam pemerintahan khususnya pada proses pengembangan kompetensi PNS serta pandemi covid-19 yang membatasi dilakukannya pelatihan secara klasikal atau tatap muka sehinnga pelatihan dengan model nonklasikal dalam hal ini e-learning harus dilakukan demi untuk memenuhi hak PNS dalam melakukan pengembangan kompetensi berupa pelatihan. Abstract

ABSTRACT The application of good accrual-based government accounting standards (SAP) will influence the opinion given by the Audit Board (BPK) on regional financial management. The purpose of the study is to determine how the implementation, obstacles that occur and efforts to overcome obstacles in Government Accounting Standards in the preparation of Local Government Financial Statements (LKPD) of Labuhanbatu Regency, North Sumatra Province. The study used descriptive qualitative methods with an inductive approach, primary and secondary data sources with data collection through documentation, observation and interviews which were then analyzed with the miles and huberman model. The implementation of the preparation of local government financial statements of Labuhanbatu Regency has implemented accrual-based government accounting standards. There are still obstacles that occur in the form of the implementation of standard operating procedures and lack of competence and the amount of resources of the financial statement preparation apparatus. Efforts are made by increasing the competence and number of apparatus resources based on accounting education background and the application of standard operating procedures. The implementation of SAP in Labuhanbatu Regency still has obstacles in the form of apparatus resources and standard operating procedures. BPKAD seeks to overcome obstacles that occur by increasing the competence and amount of apparatus resources as well as the implementation of SAP standard operating procedures. Keywords: SAP Implementation, Accrual Basis, and Financial Statements ABSTRAK Penerapan Standar akuntansi pemerintahan (SAP) berbasis akrual yang baik akan mempengaruhi opini yang diberikan oleh Badan Pemeriksa Keuangan (BPK) terhadap pengelolaan keuangan Daerah. Tujuan dari penelitian untuk mengetahui bagaimana penerapan, hambatan yang terjadi dan upaya dalam mengatasi hambatan dalam Standar Akuntansi Pemerintah dalam penyusunan Laporan Keuangan Pemerintah Daerah (LKPD) Kabupaten Labuhanbatu Provinsi Sumatera Utara. Penelitian menggunakan metode kualitatif deskriptif dengan pendekatan induktif, sumber data primer dan sekunder dengan pengumpulan data melalui dokumentasi, observasi dan wawancara yang kemudian dilakukan analisis dengan model Miles and Huberman. Pelaksanaan penyusunan LKPD Kabupaten Labuhanbatu telah menerapkan SAP berbasis akrual. Masih terdapat hambatan yang terjadi berupa penerapan standar operasional prosedur serta kurangnya kompetensi dan jumlah sumber daya aparatur penyusun laporan keuangan. Upaya yang dilakukan dengan peningkatan kompetensi dan jumlah sumber daya aparatur berdasarkan latar belakang pendidikan akuntansi dan penerapan standar operasional prosedur. Penerapan SAP di Kabupaten Labuhanbatu masih terdapat hambatan berupa sumber daya aparatur dan standar operasional prosedur. BPKAD berupaya mengatasi hambatan yang terjadi dengan meningkatkan kompetensi dan jumlah sumber daya aparatur serta penerapan standar operasional prosedur SAP. Kata kunci: Penerapan SAP, Basis Akrual, dan Laporan Keuangan.
