Abstract

The Covid-19 pandemic urges the government to take preventive steps from the transmission of Covid-19. One of the policies adopted by the government is the change in the work system to work from home or Work From Home (WFH). This study aims to analyze how the implementation of work from home (WFH) policies in the Communication and Information Office of Banyumas Regency. The method used in this research is a qualitative method in the form of a fixed case study. The results of this study indicate that the implementation of the Work From Home Policy at the Communication and Information Office of Banyumas Regency has been able to fulfill the spatial aspect well, namely in the form of transforming the personal space of the employee's house at the Banyumas Regency Communication and Information Office by maximizing various existing devices and technologies that are considered comfortable to work with. In terms of time, employees of the Banyumas Regency Communication and Information Office are able to adapt to two different time situations, namely cyclic time and linear time. This shows that the harmonization of official and family support is able to fulfill the time aspect well. Meanwhile, in the aspect of social roles, the Banyumas Regency Communication and Information Office is able to provide good work productivity by aligning the role of personal narratives as an employee, husband or wife and as a parent.

Abstract

Penyebaran Covid-19 di Jawa Tengah yang semakin meluas membuat virus ini menjadi konsentrasi bagi publik dan memerlukan respon cepat. Salah satu upaya penanggulangan Covid-19 ini adalah dengan membuat kebijakan di tingkat desa berbentuk relawan Covid-19. Desa yang menerapkan kebijakan tersebut adalah Karangnangka dengan mengusung konsep “Jaga Tetangga Jaga Keluarga”. Penelitian ini bertujuan untuk menganalisis peran dan dampak implementasi program relawan tersebut. Dengan menggunakan metode penelitian kualitatif dan pendekatan studi kasus, hasil ditemukan bahwa peran relawan Covid-19 di Desa Karangnangka adalah sebagai garda terdepan penanggulangan Covid-19 dengan melalui komunikasi intens dan terkontrol, monitoring yang teratur, pendataan, serta pengalokasian dana yang sesuai. Peran tersebut berjalan optimal sebab relawan mampu menumbuhkan kepercayaan dan harapan masyarakat, sehingga fungsi dari relawan itu sendiri berjalan secara maksimal. Kata Kunci: Covid-19, Peran, Relawan Desa ABSTRACT The spread of Covid-19 in Central Java has been wider which made it became a public concentration and need faster responses. One of the efforts to prevent this widespread virus was initiating the Covid-19 volunteer team as an implementation of village-level policies. Karangnangka was a village that carried “Jaga Tetangga Jaga Keluarga” concept. This research aimed to analyze the role and implication of the volunteer program. Using the qualitative method and case study approach, the result showed that the role of Covid-19 volunteer in Karangnangka was a frontline to prevent the rise of another Covid-19 case through intense communication, monitoring process, data-collection, and proper budget allocation. Those roles had been running optimally since the volunteers could gain the trust and hopes from the society, so that the function of the Covid-19 volunteer programme could work maximally. Abstract

Kemiskinan merupakan persoalan bagi Indonesia. Di Indonesia kemiskinan dapat dilihat dari tiga pendekatan yaitu kemiskinan alamiah, kemiskinan struktural, dan kesenjangan antar wilayah. Persoalan pengangguran lebih dipicu oleh rendahnya kesempatan dan peluang kerja bagi angkatan kerja di pedesaan. Upaya untuk menanggulanginya diperlukan pendekatan multi disiplin yang berdimensi pemberdayaan. Pemberdayaan yang tepat memadukan aspek-aspek penyadaran, peningkatan kapasitan, dan pendayagunaan.Pemerintah Indonesia mencanangkan Progran Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Pedesaan, PNPM Mandiri Perkotaan, serta PNPM Mandiri wilayah khusus dan desa tertinggal. PNPM Mandiri Pedesaan adalah program untuk mempercepat penanggulangan kemiskinan secara terpadu dan berkelanjutan. Pendekatan PNPM Mandiri Pedesaan merupakan pengembangan dari Program Pengembangan Kecamatan (PPK), yang selama ini dinilai berhasil.Agar pelaksanaan Program Nasional Pemberdayaan Masyarakat Mandiri Pedesaan dapat berjalan dengan baik dan sesuai dengan sasaran yang telah ditentukan maka pemerintah desa membuat program pembangunan yang akan dilaksanakan agar penggunaan dana Program Nasoional Pemberdayaan Masyarakat Mandiri Pedesaan dapat berjalan secara efektif.Adapun lokasi sasaran penyaluran dana PNPM Mandiri Pedesaan ini meliputi seluruh kecamatan pedesaan di Indonesia yang dalam pelaksanaannya dilakukan secara bertahap dan tidak termasuk kecamatan-kecamatan yang kategori kecamatan bermasalah dalam PPK/PNPM Mandiri Pedesaan. Kelompok asaran adalah; masyarakat miskin di pedesaan, kelembagaan masyarakat di pedesaan dan kelembagaan pemerintah lokal.

Abstract

AbstrakPenulisan karya ilmiah ini bertujuan untuk mengangkat bahasan mengenai urgensi dan fungsi komunikasi pada suatu organisasi. Penelitian ini menggunakan metode tinjauan pustaka. Dari bahasan ini dapat dikonfirmasikan beberapa hal diantaranya: pertama, Urgensi komunikasi dalam organisasi adalah supaya organisasi dapat berperan untuk memperbaiki komunikasi tidak efektif yang tidak dikehendaki oleh semua organisasi. Kedua, bahwa komunikasi organisasi memiliki fungsi-fungsi yang dapat menunjang jalannya organisasi yang diantaranya adalah fungsi informatif yang memandang organisasi sebagai suatu sistem pemrosesan informasi, fungsi regulatif yang berhubungan dengan peraturan, fungsi persuasif yang berkaitan dengan mekanisme hubungan antara pimpinan dengan bawahan, dan fungsi integratif yang berkenaan dengan upaya mewujudkan keutuhan organisasi.Kata Kunci: fungsi. komunikasi, organisasi, urgensi  AbstractWriting this scientific paper aims to discuss the urgency and function of communication in an organization. This research uses literature review method. Abstract

AbstrakPenelitian ini bertujuan untuk membahas tentang implementasi peraturan daerah nomor 18 tahun 2006 tentang peraturan desa di Desa Nusawangkal Kecamatan Nusawungu Kabupaten Cilacap. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi dan dokumentasi. Dari hasil analisis dapat dikonfirmasikan beberapa hal diantaranya: pertama, peningkatan kapasitas belum dilaksanakan secara maksimal, karena masih rendahnya kemauan aparat desa untuk meningkatkan pengetahuan dan keterampilan. Kedua, aspek akuntabilitas belum dilaksanakan secara maksimal, karena inisiatif dan kreatifitas dari pemerintah desa itu sendiri yang masih rendah serta kurang mendapat dukungan dari masyarakat. Ketiga, transparansi tidak berjalan optimal karena masih minimnya media komunikasi yang tersedia, rendahnya inisiatif aparat untuk menghadiri acara-acara pertemuan dengan warga serta kurang terbukanya aparat dalam menerima masukan dari warga masyarakat. Keempat, partisipasi belum terrealisasi dengan baik karena masih terbatasnya akses bagi masyarakat untuk menyampaikan pendapat, kurangnya kontrol masyarakat terhadap pemerintah, serta pengambilan kebijakan oleh pemerintah desa yang kurang melibatkan masyarakat.Kata Kunci: implementasi, peraturan, desa.AbstractThis study aims to discuss the implementation of regional regulation number 18 of 2006 concerning village regulations in Nusawangkal Village, Nusawungu District, Cilacap Regency. The method used in this research is descriptive qualitative by collecting data through interviews, observation and documentation. From the results of the analysis it can be confirmed several things including: first, capacity building has not been carried out to the fullest, due to the low willingness of village officials to improve their knowledge and skills. Secondly, the accountability aspect has not been carried out maximally, because the initiative and creativity of the village government itself is still low and lacks the support of the community. Third, transparency is not running optimally due to the lack of available communication media, the lack of initiative by officials to attend meetings with residents and the lack of openness of officials to receive input from community members. Fourth, participation has not been realized properly due to the still limited access for the community to express their opinions, lack of community control over the government, as well as policy making by the village government that does not involve the community.Keywords: implementations, regulations, villages.

Abstract

Penulisan karya ilmiah ini bertujuan untuk mengangkat bahasan mengenai pelayanan administrasi desa merupakan tanggung jawab atau naluri. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan pengumpulan data melalui analisis dokumen. Dari hasil analisis dapat dikonfirmasikan bahwa pelayanan publik bertujuan untuk memberikan kepuasan bagi pengguna jasa pelayanannya. Pelaksanaannya dipercayakan kepada aparatur pemerintah tertentu atau aparat desa yang secara fungsional bertanggung jawab atas tugas dan fungsinya sehingga harus menunjukkan perilaku profesional, bukan sebaliknya berperilaku berdasarkan naluri yaitu mempertahankan kebiasaan-kebiasaan yang telah ada dan dilaksanakan secara turun temurun. Kata Kunci: Pelayanan, Administrasi, Tanggung Jawab Abstract The purpose of writing this scientific paper is to raise the discussion about village administration services as a responsibility or instinct. The method used in this research is descriptive qualitative with data collection through document analysis. From the results of the analysis it can be confirmed that public services aim to provide satisfaction for service users. Its implementation is entrusted to certain government officials or village officials who are functionally responsible for their duties and functions so that they must show professional behavior, not vice versa, behave based on instinct, namely maintaining habits that have been there and carried out for generations. Abstract

AbstrakPenulisan karya ilmiah ini bertujuan untuk mengangkat bahasan mengenai pengendalian masalah dalam penanganan PGOT (Pengemis, Gelandangan, dan Orang Terlantar) di Kabupaten Banyumas. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi dan dokumentasi. Dari hasil analisis dapat dikonfirmasikan beberapa hal diantaranya: pertama, dari aspek kesukaran-kesukaran teknis, kendala utama dalam menangani PGOT di jalan ini adalah sulitnya merubah pola pikir. Kedua, dari aspek keragaman perilaku kelompok sasaran, yakni munculnya fenomena baru yaitu gerombolan anak-anak ‘Punk’ yang melakukan aktivitas seperti mengamen dan meminta-minta kepada para pengguna jalan. Ketiga, dari aspek proporsi jumlah kelompok sasaran dari kebijakan, bahwa dari data statistik dua tahun terakhir, terjadi penurunan jumlah PGOT di Kabupaten Banyumas dengan cukup signifikan. Keempat, dari aspek perubahan perilaku yang diharapkan, yakni adanya perubahan mindset/pola pikir dari kedua belah pihak yakni peminta-minta dan masyarakat dengan pemberian sanksi yang mengikat termasuk pembinaan rohani kepada para PGOT.Kata Kunci: penanganan, PGOT, penyakit masyarakat.  AbstractThe writing of this scientific paper aims to raise the subject of controlling problems in handling PGOT (Beggars, Homeless and Neglected People) in Banyumas Regency. The method used in this research is descriptive qualitative by collecting data through interviews, observation and documentation. From the results of the analysis it can be confirmed several things including: first, from the aspect of technical difficulties, the main obstacle in dealing with PGOT on the street is the difficulty of changing the mindset. Second, from the aspect of the diversity of the target group's behavior, namely the emergence of new phenomena, namely the 'Punk' kids group who carry out activities such as busking and begging for road users. Third, from the aspect of the proportion of the target group of policy, that from the statistical data of the last two years, there has been a significant decrease in the number of PGOTs in Banyumas Regency. Fourth, from the aspect of expected behavioral change, namely a change in mindset from both parties, namely the beggar and the community by giving binding sanctions including spiritual guidance to the PGOT.Keywords: handling, PGOT, community desease.

Abstract

Program Keluarga Harapan merupakan salah satu program perlindungan sosial di Indonesia dalam bentuk bantuan sosial. Program ini dikenal di dunia internasional dengan istilah Conditional Cash Transfers (CCT). Program Keluarga Harapan di Indonesia dimulai sejak tahun 2007. Tujuan jangka pendek program ini adalah membantu beban pengeluaran keluarga rumah tangga sangat miskin, sedangkan tujuan jangka panjang yang diharapkan adalah memutus mata rantai kemiskinan antar generasi. Adapun tujuan dilakukannya penelitian ini adalah untuk menganalisis mengenai evaluasi pelaksanaan Program Keluarga Harapan di Desa Tamansari Kecamatan Karanglewas Kabupaten Banyumas. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, dimana peneliti menggambarkan suatu masalah dalam penelitian yang dilakukan berdasarkan jawaban dari masalah tersebut. Adapun teknik pengumpulan data yang digunakan dalam penelitian ini yaitu: wawancara, observasi dan dokumentasi. Untuk menguji keabsahan data peneliti menggunakan teknik triangulasi sumber yaitu dengan cara mengecek data yang telah diperoleh melalui beberapa sumber. Dari hasil penelitian dapat disimpulkan bahwa, evaluasi pelaksanaan Program Keluarga Harapan sudah berjalan dengan baik, terlihat dari proses kegiatan pertemuan awal, pencairan bantuan, pemutakhiran data Keluarga Penerima Manfaat dan verifikasi komitmen peserta Program Keluarga Harapan. Selain itu, para Keluarga Penerima Manfaat juga sangat berharap agar program tersebut dapat terus berlanjut untuk ke depannya. Proses pemutakhiran data harus lebih ditingkatkan lagi mengingat masih ada orang yang kurang mampu yang belum tersentuh oleh bantuan Program Keluarga Harapan, serta masih ada Keluarga Penerima Manfaat yang menerima bantuan Program Keluarga Harapan namun tidak sesuai dengan kondisi saat ini. Untuk itu diperlukan koordinasi dan pengawasan baik dari semua lembaga terkait maupun para Keluarga Penerima Manfaat agar pelayanan yang diberikan menjadi lebih efektif dan efisien serta tujuan dari Program Keluarga Harapan ini dapat tercapai. AbstractThe Family Hope Program is one of the social protection programs in Indonesia in the form of social assistance. This program is known internationally as Conditional Cash Transfers (CCT). The Family Hope Program in Indonesia began in 2007. The short-term goal of the program is to help the burden of spending on very poor households, while the expected long-term goal is to break the chain of poverty between generations. The purpose of this research is to analyze the evaluation of the implementation of the Hope Family Program in Taman Sari Village, Karanglewas District, Banyumas Regency. This study uses descriptive methods with qualitative approaches, where the researcher describes a problem in research conducted based on the answer to the problem. The data collection techniques used in this study are: interviews, observations and documentation. To test the validity of data researchers use the method of source triangulation, namely by checking the data that has been obtained through several sources. From the results of the study it can be concluded that, the evaluation of the implementation of the Family Hope Program has been going well, seen from the process of initial meeting activities, disbursement of assistance, updating beneficiary family data and verification of commitment of family hope program participants. In addition, the Beneficiary Families are also very hopeful that the program can continue in the future. The process of updating data must be further improved considering that there are still underprivileged people who have not been touched by the assistance of the Hope Family Program, and there are still Beneficiary Ministries who receive Family Hope Program assistance but are not in accordance with current conditions. For this reason, coordination and supervision are needed from both the relevant institutions and the Beneficiary Families so that the services provided become more effective and efficient and the purpose of the Family Hope Program can be achieved.

Abstract

The purpose of this study was to describe the use of Management Information System Applications in the Management of Incoming and Outgoing Letters at the Baturraden Center for Superior Cattle Breeding and Forage. The data analysis technique used in this study is a descriptive qualitative approach with an interactive model using the "Purposive Sampling" technique. Aspects of Ease: Ability, Human Resources that can be relied on in working in accordance with existing provisions, readiness of Human Resources who can be relied on in completing tasks and have a level of loyalty in work. and admins have their own initiative in making good decisions, without having to depend on the leadership. (2) Efficiency Aspect: The use of storage space in the database is carried out to support the Agenda Letter Management Information System (SIMAS) which can be said to be good, employees also uphold archival rules in terms of security and maintenance. (3) Speed ​​Aspect: Utilization of the database allows to be able to store has been carried out properly in accordance with the direction of submission of Official Manuscripts.

Abstract

This research is entitled “Analysis of the Quality of Student Service Management During the Covid 19 Pandemic Period at the State Junior High School (SMP) 2 Rembang, Purbalingga Regency. The purpose of this study was to describe and explain the quality of student service management during the covid 19 pandemic at the State Junior High School (SMP) 2 Rembang, Purbalingga Regency. This research method is descriptive qualitative. Informants were determined by purposive sampling method. The analysis of research results using an interactive analysis model. Based on the results of the study, several conclusions can be drawn as follows: (1). The service procedure has been clearly and comprehensively formulated, the completion time has been determined; (2). Service completion time is only 2 hours according to the specified time. Obstacles in completing work can not be separated from the internet network; (3). The service fee set by SMP Negeri 2 Rembang, Purbalingga Regency is free; (4). Service Products, the quality of student service management during the Covid 19 Pandemic in accordance with the provisions that have been set. The results of the service that will be received correctly and appropriately according to the needs of the applicant; (5). Facilities Service infrastructure in general is very adequate, completeness of tools (computer, internet, etc.) is adequate; (6). The competence of service providers, administration is very mastery according to the main tasks and functions of each. Based on the conclusions of the research results above, the proposed implications are: (1). Improving the skills of administrative staff so that they are more reliable in their respective duties and functions; (2). During the Covid 19 pandemic, many programs were delayed, so especially in the even semester of the 2020/2021 academic year many activities were not carried out, therefore student management planning needed to be carried out by holding a meeting to draw up a plan in student management that was made at the beginning academic year with the school, principal and structural.
