Abstract

Tujuan penelitian menganalisis efektivitas Peraturan Pemerintah No. 11 Tahun 2017 tentang Manajemen Pegawai Negeri Sipil terhadap disiplin pegawai di Pemerintah Kota Palopo; dan faktor-faktor yang mempengaruhi efektivitas pelaksanaan Peraturan Pemerintah No. 11 Tahun 2017 tentang Manajemen Pegawai Negeri Sipil terhadap disiplin pegawai di Pemerintah Kota Palopo. Penelitian ini adalah penelitian deskriptif dengan pendekatan yuridis empiris. Metode penelitian yang digunakan adalah metode deskriptif. Hasil penelitian menunjukkan bahwa: (1) Peraturan Pemerintah Nomor 11 Tahun 2017 tentang Manajemen Pegawai Negeri Sipil terhadap disiplin pegawai di Pemerintah Kota Palopo terlaksana kurang efektif yang pada umumnya ditanggapi kurang efektif, terutama yang aturan yang termuat dalam Pasal 229, yakni: (1) Untuk menjamin terpeliharanya tata tertib dalam kelancaran pelaksanaan tugas, PNS wajib mematuhi disiplin PNS; (2) Instansi Pemerintah wajib melaksanakan penegakan disiplin terhadap PNS serta melaksanakan berbagai upaya peningkatan disiplin; (3) PNS yang melakukan pelanggaran disiplin dijatuhi hukuman disiplin; (4) Hukuman disiplin pegawai negeri sipil dijatuhkan oleh pejabat yang berwenang menghukum; dan (2) Faktor kualitas PNS, perilaku PNS, kesejahteraan PNS, struktur hukum, budaya hukum, pengetahuan hukum, dan sanksi hukum berpengaruh terhadap kurang efektifnya pelaksanaan Peraturan Pemerintah Nomor 11 Tahun 2017 tentang Manajemen Pegawai Negeri Sipil terhadap disiplin pegawai di Pemerintah Kota Palopo, sehingga ketujuh faktor tersebut perlu dimaksimalkan pelaksanaannya. The objectives of this study analyzing the effectiveness of Government Regulation No. 11 of 2017 concerning Management of Civil Servants on employee discipline in the Palopo City Government; and factors that influence the effectiveness of the implementation of Government Regulation No. 11 of 2017 concerning Management of Civil Servants on employee discipline in the Palopo City Government. This research is a descriptive study with an empirical juridical approach. The research method used is descriptive method. The results showed that: (1) Government Regulation Number 11 Year 2017 concerning Management of Civil Servants on employee discipline in the Palopo City Government was implemented less effectively which was generally responded to less effectively, especially those rules contained in Article 229, namely: (1) To ensure the maintenance of order in the smooth implementation of duties, civil servants must comply with the discipline of civil servants; (2) Government Agencies are obliged to implement discipline enforcement of PNS and carry out various efforts to improve discipline; (3) Civil servants who commit disciplinary violations are disciplined; (4) The disciplinary punishment for civil servants is imposed by the official in charge of punishment; and (2) Factors of quality of civil servants, behavior of civil servants, welfare of civil servants, legal structure, legal culture, legal knowledge, and legal sanctions affect the ineffectiveness of the implementation of Government Regulation No. 11 of 2017 concerning Management of Civil Servants on employee discipline in the City Government of Palopo, so the seven factors need to be maximized in their implementation.
