<![CDATA[Tujuan penelitian menganalisis efektivitas pemberian pembebasan bersyarat dalam pembinaan narapidana di Lembaga Pemasyarakatan KelasI Makassar; dan faktor-faktor yang mempengaruhimya. Tipe penelitian ini adalah penelitian deskriptif dengan pendekatan yuridis-empiris. Hasil penelitian bahwa Pemberian pembebasan bersyarat dalam pembinaan narapidana pada Lembaga Pemasyarakatan Kelas I Makassar belum terlaksana secara efektif, baik terhadap persyaratan substantif maupun persyaratan administratif. Prosedur pemberian pembebasan bersyarat terhadap narapidana dilakukan dimulai dari 0 – 2/3 masa pidana, kemudian pemenuhan syarat baik itu syarat substantif dan administrative selain itu Narapidana juga mengisi surat pernyataan yang diisi oleh pihak keluarga dari Narapidana bersangkutan serta diketahui oleh masyarakat setempat yang diwakili oleh Kepala Desa ataupun Lurah. Dalam hal ini pihak keluarga yang mengisi surat pernyataan tersebut merupakan penjamin dari Narapidana itu sendiri. Setelah adanya pertimbangan perihal diterimanya usulan pembebasan bersyarat untuk narapidana yang bersangkutan maka diterbitkanlah Surat Keputusan (SK) pembebasan bersyarat dan selanjutnya dilakukan bimbingan terhadap Narapidana yang mendapatkan pembebasan bersyarat oleh Balai Pemasyarakatan (BAPAS). The research objective was to analyze the effectiveness of granting parole in coaching prisoners in the Class I Prison in Makassar; and the factors that influence it. This type of research is a descriptive study with a juridical-empirical approach. The results showed that the granting of parole in coaching prisoners at the Class I Makassar Correctional Institution has not been implemented effectively, both on the substantive requirements and administrative requirements. The procedure for granting conditional release to prisoners is carried out starting from 0-2/3 of the criminal period, then the fulfillment of the requirements both substantive and administrative requirements besides the prisoner also fills in a statement letter filled out by the family of the prisoner concerned and is known by the local community represented by the Head. Village or Lurah. In this case the family who fills in the statement letter is the guarantor of the prisoner himself. After consideration has been made regarding the receipt of the proposed conditional release for the prisoner concerned, a conditional release Decree (SK) is issued and further guidance is carried out for prisoners who receive conditional release by the Correctional Center (BAPAS).]]>
