Abstract

The purposes of this research are: 1) to understand and to analyze the performances of village facilitators in implementing government policies on community empowerment; 2) to describe the inhabiting factors of village facilitators to assist the villages in Bone Raya Sub- District. This is a descriptive research as the problem solving investigated by describing/ portraying current state of the object/subject of research based on the fact that appear as they are. The result of research shows that: 1) the performance of village facilitators both in terms of Performances supervsion in the program stages is well running in tiered with the amplifying of village government, Village Council (BPD) by socializing the latest regulation; 2) Performances Supervising, there are a lot to be addressed especially in identifying weakness of the institution, facilitators have to directly interact with the institution not based on the presence in the village meeting; 3)Village facilitators in 2020 carriied out stages coordination wihout violeting the code of ethics as facilitators in an effective team work; 4) adminitrative performances of the village facilitators in 2020 is good but there is a delay in sending the data report at the village level to the regency level caused by the uneffective time management to request the data to the village government; 5) the inhabiting factor village facilitators performances is the unachieved work quality because it depends on the village chief policies which doesn’t comply with teh regulations submitted by village facilitators. In addition, unpunctuality in facilitating the village due to the distance of residence and the number of villages that had not yet developed a good work commmitment due to teh frequent late siging of contracts.

Abstract

The aims of this study is to evaluate the Marriage Management Information System (SIMKAH) policy at the Office of Religious Affairs (KUA) Marisa District, Pohuwato Regency seen from the aspects of effectiveness, adequacy, responsiveness, and accuracy, as well as to identify and analyze the factors that influence Information System policies. M. The process of checking the validity of the data is done through triangulation and extension of observations.The results of this study that (1) SIMKAH policy in KUA Marisa District, Pohuwato Regency from the aspect of effectiveness has not achieved the desired results. From the aspect of adequacy, it can solve problems in marriage registration services. From the aspect of responsiveness, the target group of SIMKAH users has not been satisfied. From the aspect of accuracy, it has not provided significant benefits to the community; (2) The factors that become obstacles in the SIMKAH policy process at KUA are (a) the contents of the SIMKAH policy are not yet detailed about the policy objectives, (b) the support and commitment of the Marisa District Government and the Pohuwato Regency Government to the SIMKAH program are still lacking, (c) ) policy resources have not been adequate, both from human resources for operators, budget for information system maintenance and information system infrastructure.

Abstract

The objectives of this research are: 1) to analyze the implementation process of PPDB Online system and find the obstacles faced in the implementation of the online PPDB system in SMK Negeri 2 Gorontalo school year 2020/2021; 2) to evaluate the policy that has been implemented by SMK Negeri 2 Gorontalo the process of implementing PPDB online and whether the policy that has been implemented can run well and provide solutions to the implementation process of ppdb online; 3) to evaluate the factors that inhibit the policy that has been run by smk Negeri 2 Gorontalo online PPDB implementation process. This research uses qualitative approach. To obtain objective results, qualitative research is conducted by exploring and breaking through the symptoms that interpret the problem or conclude the combination of various problems as presented by the situation. The results showed that: 1) in the Process of Implementing PPDB Online At SMK Negeri 2 Gorontalo School Year 2020/2021 judging from the flow of acceptance of new students has been run well, but the results have not been efficient; 2) implementation of PPDB Online Policy in SMK Negeri 2 Gorontalo judging by the number of acceptable learners, registration system, selection system, and registration time is still not running effectively so that the results are not efficient; 3) The factors that hinder the implementation of ppdb policy online are constraints on the use of applications, and constraints on internet connection.

Abstract

The purpose of this research is: (1) find out and analyze the evaluation of Village Government cooperation and BPD in the village development planning process in the Pinolsian District, South Bolaang Mongondow Regency. (2) find out and analyze the factors that determine the cooperation between the Village Government and BPD in the village development planning process in the Pinolsian District, South Bolaang Mongondow Regency. This research is qualitative research with a qualitative descriptive case study approach to study, analyze, and decrypt. Research result: (1) Preparation and stipulation of Village RPJM (Reviving the Village Medium-Term Development Plan) of all villages in Pinolosian District on time; (2) The preparation and stipulation of the Village RKP 2019 for all villages in the Pinolosian District was not on time; (3) The preparation and stipulation of the Village APB 2019 for all villages in the Pinolosian District was not on time; (4) Agreement between the Village Government and the BPD regarding the 2019 Ranperdes Village APB for all villages in the Pinolosian District was not on time; (5) The Village APB 2019 determination for all villages in the Pinolosian District was not on time; There are 7 (seven) villages for which the village APB determination is not following Permendagri 20/2018; (7) The factors that determine the cooperation between the Village Government and the BPD in the village development planning process, namely: Policy, Budget, Human Resources, Facilities, and Infrastructure, and Communication.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menggambarkan kinerja pelayanan restorative justice di Kantor Kejaksaan Negeri Kota Gorontalo dikaji dari 1) produktivitas, 2) kualitas layanan, 3) responsivitas, 4) responsibilitas, dan 5) akuntabilitas. Penelitian ini akan menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, sedangkan Teknik pengumpulan data yang digunakan adalah dengan pengamatan, wawancara dan dokumentasi. Berdasarkan hasil penelitian yang dianalisis di lapangan bahwa (1) Produktivitas, tidak hanya mengukur tingkat efisiensi, tetapi juga efektivitas pelayanan di Kejaksaan Negeri Kota Gorontalo. Kurangnya tingkat komunikasi antara pegawai, korban dan tersangka dimana dapat memperlambat waktu penyelesaian perkara. Sehingga target waktu pelayanan Restorative Justice sesuai dengan Perja No. 15 tahun 2020. (2) Kualitas Layanan, Kejaksaan Negeri Kota Gorontalo telah menyediakan rumah Restorative Justice yang berada di dekat SMA 3 Negeri Kota Gorontalo hal ini juga dibantu oleh dinas setempat seperti PEMDA. (3) Responsivitas, adalah kemampuan organisasi untuk mengenali kebutuhan masyarakat, menyusun agenda dan prioritas pelayanan sehingga pelayanan restoratis justice ini sangat sesuai dengan harapan. (4) Responsibilitas, standar pelayanan mengenai pelayanan di Restorative Justice ini diatur bukan hanya khusus Kejaksaan Negeri Kota Gorontalo tetapi seluruh Kejaksaan Negeri Kota, Kabupaten hingga seluruh Indonesia. (5) Akuntabilitas, akuntabilitas kinerja pelayanan Restorative Justice di Kejaksaan Negeri Kota Gorontalo sudah sangat baik hal ini telah mendapat respon postif dari pihak-pihak Eksternal seperti pihak BPOM.

Abstract

The results of this study indicate that 1) the role of the village government as an innovator has been going well where the latest program is in accordance with the aspirations of the community. Moreover, the preparation of new program has been carried out using simple language which then increases interest and participation of the community in its development. 2) The role of the govemment as a facilitator has also been going well where they are able to create conducive conditions for the inflementation of development to bridge various community interests in optimizing village development it is done by involving other village government institutions such as Village Consultative Body (BPD), Family Welfare Program (PKK), Community Empowerment Institution (LPM) Dasawisma and Youth Organization (Karang Taruna). These institutions are then playing an important role to bridge the interests pf the community. Furthemore, the government also involves the Police Officers Community (Babinkabtimnas) to create a conducive environment. 3) The government’s role as a motivator has been going quite well where the village government has mobilized the community’s participation. If there are obstascles in the development process, the village government encourages and maintains the dynamics of village development by providing opportunities for the community to be able to participate directly in the implementation of it. In addition, the government has also held training to empower the community with the aim of increasing the economy in the family.
