Abstract

Primary and secondary level of education are essential elements for character building and success of younger generation in developing the nation. Education and learning at this level will very much determine how in the future and individual is able to play role and be competitive in the nation’s development. One of the important element in the strategy of educational learning in school which is often forgotten by decision makers of principals and library managers is the library. Library operation in schools and mandrassas with a policy that has high legitimacy, should be implemented immediately. How ever, what happened was the opposite. By reason of limited fund, time and energy, many schools choose not to implement the rule about library.Base on this issue, this research studied the policy of principals regarding the implementations of act No. 43 of 2007, Government Regulation No. 19 of 2005 and Ministry of National Education Regulations No. 25 of 2008. The research was conducted in 6 schools and the questionnaire was distributed to 6 principals and 12 library staff in Bandung city. The results showed that understanding of three regulations was in very good category with the score of 1157 out of 1230 for the principals.The same category also applied to the library staff with the score of 1613 out of 1800. This suggests that the principals had known about the organization of school library. Likewise, school librarian have also understood and were able to carry out their duties in accordance with the existing regulations related to the operation of school library.

Walaupun demikian, hal ini masih seringkali terjadi, yang bahkan dilakukan oleh para pelaku akademik itu sendiri. Direktorat Jeneral Pendidikan Tinggimenyatakan bahwa terdapat 21 perguruan tinggi negeri dan 7  perguruan tinggi swasta yang didaulat sebagai pelaku plagiarism. Pelaku plagiarisme dalam hal ini jelas besar pasak daripada tiang.Demosi sampai dengan moratorium pengangkatan profesor untuk institusi pelaku plagiarism jelas merupakan sesuatu yang sangat merugikan. Artikel ini mencoba untuk meninjau, bagaimana para pelaku plagiarism dari sudut pandang etika liberalism, yang sangat mennyanjung tinggi kebebasan individual. Dari hasil kajian, ternyata, dengan mengambil pendapat Nozick sebagai tokoh kebebasan individu sekalipun, perilaku plagiarism tetaplah sebuah tindakan yang melanggar prinsip-prinsip keadilan.Kata Kunci:Plagiarisme, Pendidikan Tinggi, Etika Liberalisme

Abstract

Abstrak. Penelitian ini dilatarbelakangi oleh ketersediaan koleksi yang menjadi daya tarik pengunjung. Pokok masalah yang diungkap dalam penelitian adalah bagaimana pengaruh ketersediaan koleksi perpustakaan terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS. Tujuan penelitian ini yaitu untuk mengetahui (1) Pengaruh ketersediaan koleksi perpustakaan terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS, (2) Pengaruh relevansi koleksi perpustakaan terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS, (3) Pengaruh kelengkapan koleksi perpustakaan terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS, dan (4) Pengaruh kemutakhiran koleksi perpustakaan terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS. Populasi dalam penelitian adalah pengunjung di Perpustakaan ITENAS dengan sampel sebanyak 98 orang yang ditentukan dengan rumus Yamane dan menggunakan teknik Proportionate stratified random sampling. Metode penelitian menggunakan analisis deskriptif dengan pendekatan kuantitatif. Instrumen penelitian menggunakan angket tertutup dengan skala Likert dengan pengolahan data menggunakan analisis korelasi dan regresi. Hasil penelitian menunjukkan bahwa (1) Ketersediaan koleksi perpustakaan memiliki pengaruh yang kuat terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS, (2) Relevansi koleksi perpustakaan memiliki pengaruh yang sedang terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS, (3)Kelengkapan koleksi perpustakaan memiliki pengaruh yang kuat terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS, (4) Kemutakhiran koleksi perpustakaan memiliki pengaruh yang sangat rendah terhadap tingkat kunjungan pemustaka di Perpustakaan ITENAS. Ketersediaan koleksi di Perpustakaan ITENAS sejauh ini cukup baik, namun sebaiknya perpustakaan terus mencoba untuk melengkapi dan menyediakan koleksi yang mutakhir agar frekuensi kunjungan pemustaka semakin bertambah.

Abstract

AbstrakPerpustakaan sudah dikenal sebagai sebuah sebuah organisasi non profit yang menyediakan jasa penyediaan informasi tanpa mengharapkan imbalan. Paradigma tersebut seyogianya berubah, agar pendanaan dari lembaga penaung tidak lagi menjadi satu-satunya harapan untuk berkembang. Perpustakaan harus bermetamorfosa agar bisa membiayai dirinya sendiri, dan terus berkembang sesuai dengan tuntutan zaman. Hal ini tentunya dimungkinkan bila perpustakaan mau mengaplikasikan prinsip-prinsip marketing dalam proses dan sistem layanan. Kata Kunci: metamorfosa perpustakaan, paradigma perpustakaan, not for profit sector, income generating unit, pemasaran perpustakaan
