Abstract

Cultural literacy is needed as an element of development in development administration. Values in culture, especially village communities have long been a factor forming social structures in the village and are able to play a role in maintaining the preservation of environmental ecosystems. However, cultural problems in the village have long existed before the government's cultural development policies were implemented. The purpose of this paper provides a broader space to translate village culture to the lowest level into the development process because villages in the context of modernization have a vulnerability to traditions that have been carried out for generations. The research uses library research. The results of the discussion show that communication and interaction within the family contribute to strengthening local language culture and habits that are taught from generation to next generation. Culture formed by families is able to filter out social change. In addition, the diversity of cultures in the village has become a unique opportunity for the consistency of cultural development with a tolerance base amid the swift capitalism / modernization that has a universal cultural impact. Thus, these two aspects are steps in the people center development to be considered in cultural development in the village.

Abstract

AbstrakPerekrutan perangkat desa secara selektif dan transparan dinilai penting dalam kehidupan demokrasi untuk menunjang pelayanan yang lebih baik kepada masyarakat . Oleh karena itu, penelitian ini bertujuan mengetahui proses penjaringan dan penyaringan perangkat desa Tiremenggal, Kabupaten Gresik secara langsung. Penelitian dilakukan dengan metode partisipatif yaitu pelibatan secara langsung dalam proses perekrutan perangkat desa  kemudian data dianalisis secara deskriptif kualitatif. Hasil penelitian memberikan bukti bahwa proses perekrutan perangkat desa secara terbuka dan melibatkan pengawasan masyarakat secara langsung mengurangi rasa curiga antar masyarakat di Desa Tiremenggal. Kepuasan oleh masyarakat Desa Tiremenggal ini disebabkan karena selama ini proses perekrutan perangkat desa cenderung tidak terbuka. Sehingga perekrutan perangkat desa secara terbuka dan melibatkan pengawasan masyarakat secara langsung merupakan unsur penting dalam menjaga kehidupan demokrasi. Kata Kunci: Demokrasi, Desa, Nilai, Perangkat, Perekrutan AbstractRecruitment of Councilor selectively and transparently assessed importance in the life of a democracy to support better service to the community. Therefore, this research aims to know the process of Councilor recruitment Tiremenggal village Gresik Regency directly. Research done by the participatory method, namely the involvement of directly in the recruitment process of the Councilor then a data is analyzed the descriptive qualitative. Research results provide evidence that the recruitment process Councilor openly and involves surveillance of communities directly reducing suspicion between society in the village of Tiremenggal. Satisfaction by the villagers Tiremenggal this is because during the process of recruitment of Councilor tend not to open. So recruiting Councilor openly and engage the community in direct supervision is an important element in maintaining the life of democracy.. Abstract

Disaster emergency response is a series of actions taken when a disaster occurs so that a responsive, precise and accurate action can minimize losses caused by a disaster. The purpose of this study is to describe the phenomena of floods and landslides as well as disaster relief efforts in Pacitan Regency in 2017. The research was carried out through a qualitative descriptive approach. Methods of data collection interviews, observation and documentation. The data analysis phase includes data condensation, data presentation and the final stage, namely drawing conclusions. The results showed that the emergency response strategies for floods and landslides in Pacitan Regency were led by the commander of Dandim 0801 Pacitan as the representative of the regional government. The community response to the disaster was shown by opening a voluntary emergency post. In this emergency disaster process, there are obstacles, namely the disaster relief tool is still traditional. Therefore, with the emergence of a disaster emergency process and the obstacles encountered, it is expected that there will be a strengthening of coordination between government, private and community actors who are oriented towards pre-disaster activities to reduce the risk of disasters.
