Abstract

Hoax merupakan sebuah kata yang kian populer di kalangan publik, khususnya bagi pengguna internet dalam hal ini media sosial. Hoax selalu dikaitkan dengan berita palsu (fake news). Namun, apakah arti sesungguhnya hoaks adalah berita bohong? Apakah berita bohong benar-benar disebut sebagai ?berita? yang notabene merupakan sebuah karya jurnalistik? Apakah informasi yang disebarkan melalui media sosial dapat disebut dengan ?berita?? Pertanyaan-pertanyaan ini menjadi  perdebatan yang perlu ditengahi dengan membedah hoaks baik secara ilmiah maupun secara praktis. Naskah ini membahas hoax baik dari sisi konsep maupun praktis (khususnya regulasi). Secara konseptual, berita palsu dapat dipahami sebagai sebuah produk yang menyerupai berita pada umumnya, namun bersifat manipulatif ataupun tidak dapat diverifikasi. Jenis berita palsu pun beragam. Penyebaran berita palsu ternyata cukup menggiurkan dari segi ekonomi sehingga dapat melibatkan banyak aktor serta memiliki model bisnis tersendiri. Viralitas berita palsu juga dipengaruhi oleh faktor teknologi dan non teknologi. Regulasi untuk menangkal penyebaran berita palsu tidak cukup dengan pendekatan normatif. Tetapi juga harus dipertegas secara praktis.

Abstract

“SDM Unggul Indonesia Maju” became the theme of the 74th anniversary of the Republic of Indonesia in 2019. It is clear that the focus of the government under the leadership of President Joko Widodo is to develop human resources (HR) who can compete globally in the era of the industrial revolution 4.0, including the state civil apparatus (ASN). The applicable regulations require ASN to have technical competence because digital expertise is one of the skills that is very much needed now. However, there are no standard measurements related to digital expertise. To fill this gap, this research tried to develop a digital literacy framework for ASN which consists of three dimensions: the dimension of knowledge, the dimension of digital expertise, and the dimension of behaviour. We conducted an online survey at the Ministry of Communication and Information Technology with the result that 44.9 per cent of the 752 respondents had a good level of digital literacy. However, there were still 13.7 per cent of respondents who have a low level of digital literacy.

Abstract

Public participation in policymaking remains a significant challenge in Indonesia. Previous studies found that public participation in the policymaking process is still dominated by the elite (i.e. policymakers). This paper argues that a lack of well-informed public causes diminishing public involvement in policymaking. This study aims to fill the gap in public participation study in Indonesia, particularly the impact of public information on public participation. This study measures to what extent public information awareness and public information service may form public participation behaviour. As quantitative research, this study uses a survey as the primary method to collect data. The questionnaire was constructed through concepts and legal documents related to public information disclosure and public information services. The multi-stage proportional random sampling is applied with the number of samples in this study is 1,584 in 25 provinces (out of 34 provinces). The results show that public information awareness significantly impacts public participation, while public information service satisfaction does not affect public participation.
