Abstract

AbstrakTujuan dari dilaksanakan penelitian ini  bahwa untuk mengetahui Kontribusi Pajak Reklame Dalam Meningkatkan Pendepatan Asli Daerah Di Kota Ambon” ( Studi Pada Badan Pengelola Pajak dan Retribusi Daerah Kota Ambon). Pajak daerah adalah pajak yang wewenang pungutannya ada pada daerah dan pembangunan daerah (Elita Dewi, 2002 : 60) Terkait dengan hal tersebut, maka ada berbagai hal yang dilakukan oleh Pemerintah Daerah khususnya Pemerintah Kota Ambon untuk meningkatkan Pendapatan Asli Daerahnya, yang salah satunya adalah melalui Pajak Reklame, berdasarkan surat keputusan Walikota Ambon sehingga dikeluarkannya suatu Peraturan Daerah Nomor 4 Tahun 2009 tentang Pajak Reklame mengganti Peraturan Daerah Kota Ambon Nomor 5 tahun 2001 Tentang Pajak Reklame. Tipe penelitian ini adalah deskriptif kualitatif dan teknik pengumpulan data yang digunakan yakni, observasi, wawancara dan Dokumentasi. Selanjutnya data yang dikumpulkan dianalisa secara deskriptif, kualitatif, dan menggunakan interactive models. Hasil penelitian yang ditemukan adalah Hasil penelitian adalah Proses pemanfaatan kontribusi pajak Reklame sebagai pendapat Asli Daerah dalam meningkatkan pembangunan di kota Ambon bahwa Pajak reklame merupakan sumber dan potensi penerimaan yang secara langsung dapat memberi  kontribusi terhadap pendapatan Asli daerah di Kota Ambon. Sehingga Proses pemanfaatan kontribusi pajak reklame sebagai pendapatan asli daerah dapat meningkatkan pembangunan di kota Ambon. Upaya dalam meningkatkan kontribusi pajak reklame sebagai pendapatan asli daerah untuk pembangunan di kota Ambon dilakukan dengan cara mengsosialisasikan maupun terkait dengan memperbaiki kinerja pegawai atau staf dalam meningkatkan penerimaan pajak reklameKata Kunci : Kontribusi, Pajak Reklame, PAD AbstractThe purpose of this research is to find out the contribution of advertising tax in increasing local revenue in Ambon City” (Study on the Ambon City Regional Tax and Levy Management Agency). Regional taxes are taxes whose levy authority is on the regions and regional development (Elita Dewi, 2002: 60) Related to this, there are various things that are done by the Regional Government, especially the Ambon City Government to increase its Regional Original Income, one of which is through Advertisement Tax, based on the Ambon Mayor's decision letter so that the issuance of a Regional Regulation Number 4 of 2009 concerning Advertising Tax replacing the Ambon City Regional Regulation Number 5 of 2001 concerning Advertising Tax. This type of research is descriptive qualitative and the data collection techniques used are observation, interviews and documentation. Furthermore, the data collected were analyzed descriptively, qualitatively, and using interactive models. The results of the research found are the results of the study are the process of utilizing the advertisement tax contribution as a regional original opinion in increasing development in the city of Ambon that the advertisement tax is a source and potential revenue that can directly contribute to regional original income in Ambon City. So that the process of utilizing the billboard tax contribution as local revenue can increase development in the city of Ambon. Efforts to increase the contribution of the billboard tax as local revenue for development in the city of Ambon are carried out by socializing or related to improving the performance of employees or staff in increasing advertisement tax revenues.Keywords: Contribution, Advertising Tax, PAD

Abstract

AbstrakTujuan dari dilaksanakan penelitian ini  bahwa untuk mengetahui Peran Kepolisian Dalam Menyelesaikan Tawuran Antara Warga Sebagai Upaya Mewujudkan Perilaku Warga Negara Yang Baik Di Kelurahan Benteng Kota Ambon. Pancaran Kasih serta berbagai upaya prefentif dan persuasif  telah  ditempuh    dalam hal    ini    Kepolisian    sebagai    lembaga pengendalian   sosial   sering   disebut   juga lembaga   kontrol   sosial social   control. Lembaga   ini  muncul ditujukan  agar pengendalian  sosial  berjalan  efektif.  Salah satu upaya yang dilakukan Kepolisian untuk mengendalikan tawuran di kelurahan Benteng dengan  upaya  preventif namun masih saja terjadi tawuran. Oleh sebab itu perlu adanya langkah-langka bijak dan penegakan hukum yang dilakukan oleh Kepolisian sehingga tawuran benar-benar dapat diselesaikan. Tipe penelitian yang digunakan adalah penelitian deskripsi kualitatif, Subjek dalam  penelitian ini adalah dua warga dari RT 01/RW 07, dua orang warga dari RT 07/RW 07, ketua RW dan empat orang petugas kepolisian. Hasil penelitian yang ditemukan adalah Proses penyelesaian Tawuran warga di Kelurahan Benteng Oleh Kepolisian Pernah terjadi tawuran di RT 01/RW 07 dan RT 07/RW 07 di Kelurahan Benteng, dan yang menjadi latar belakang terjadinya tawuran tersebut adalah disebab oleh dendam lama, minuman keras, ingin mencari identitas diri dengan menonjolkan diri dengan perilaku-perilaku yang tidak baik Bila tawuran masih terjadi pada kelurahan benteng, tindakan yang harus dilakukan pihak kepolisian dalam menyelesaikan masalah tersebut yaitu tetap pada tindakan Preemtif, Preventif dan RepresifKata Kunci : Peran, Kepolisian, Tawuran AbstractThe purpose of this research is to find out the role of the police in resolving brawls between citizens as an effort to realize good citizen behavior in the Benteng Village, Ambon City. Pancaran Kasih as well as various preventive and persuasive efforts have been taken, in this case the Police as a social control institution are often called social control institutions. This institution appears intended for effective social control. One of the efforts made by the police is to control the brawl in the Benteng sub-district with preventive measures, but brawls still occur. Therefore, it is necessary to take wise steps and law enforcement carried out by the Police so that the brawl can really be resolved. The type of research used is qualitative descriptive research. The subjects in this study were two residents from RT 01/RW 07, two residents from RT 07/RW 07, the head of the RW and four police officers. The results of the research found were the process of solving the brawl of residents in Benteng Village by the Police. There had been a brawl in RT 01/RW 07 and RT 07/RW 07 in Benteng Village, and the background of the brawl was caused by old grudges, alcohol, want to find self-identity by presenting themselves with bad behavior. If brawls still occur in the fort village, the action that must be taken by the police in solving the problem is to stick to Preemptive, Preventive and Repressive actionsKeywords: Role, Police, Brawl

Abstract

AbstrakTujuan dari penelitian ini adalah untuk mengetahui, Peran Pemerintah Kota Ambon Dalam Meningkatkan Pendapatan Asli Daerah Dari Hasil Pajak Hiburan Bioskop Dimasa Pandemi Covid19. Tipe penelitian ini adalah deskriptif kualitatif dan teknik pengumpulan data yang digunakan yakni, observasi, wawancara dan Dokumentasi. Selanjutnya data yang dikumpulkan dianalisa secara deskriptif, kualitatif, dan menggunakan interactive models. Hasil penelitian yang ditemukan adalah Mekanisme Penetapan Pembayaran Pajak Hiburan Bioskop Di Kota Ambon Sebelum Ada Pandemi Covid19 Dan Pada Masa Pandemi Covid19 bahwa tarif pajak bioskop yang disetorkan ke pemerintah kota ambon sebelum adanya pandemi covid19 dan sesudah pandemic covic 19 yaitu 10% sebagaimana ditetapkan dalam peraturan daerah Kota Ambon Nomor 3 Tahun 2012 tentang pajak Hiburan. Kendala tarif pajak bioskop yang di berikan sebelum adanya pandemi covid 19  dan   pada masa panmdemi covid19 yaitu sebelum pandemic tidak ada kendala soal tarif sementara pada pandemic aka kendala karena tempat bioskop tutup karena PSBB namun wajib pajak terus membayar pajak. Kendala tarif pajak bioskop yang di berikan sebelum adanya pandemi covid 19  dan   pada masa panmdemi covid19 yaitu sebelum pandemic tidak ada kendala soal tarif sementara pada pandemic aka kendala karena tempat bioskop tutup karena PSBB namun wajib pajak terus membayar pajak. Strategi Pemerintah Kota Ambon Dalam Meningkatkan Pajak Hiburan  Bioskop Dan Dapat Memanfaatkan Pajak Hiburan Bioskop Dimasa Pandemi Covid19 bahwa  Cara yang dilakukan pemerintah kota ambon supaya hubungan anatara pemerintah dengan pemilik bioskop di kota ambon tetap terjaga dan pemasukan pajak bioskop tetap ada dimasa pandemi covid19 dengan mengsosialisasikan perda tentang pajak hiburan kepada masyarakat dan meningkatkan pelayanan kepada masyarakat. Maka diharapakan peenrimaan pajak bioskop akan Kembali nomal. Setelah disetorkan pajak hiburan bioskop pemerintah memanfaatkan untuk kepentingan masyarakat dengan demikian memberikan keseimpulan bahwa Pajak hiburan bioskop sudah membantu pemerintah kota ambon dalam meningkatkan  pendapatan daerahKata Kunci: Peran Pemerintah, Pajak Bioskop, Covid 19 AbstractThe purpose of this study was to determine the role of the Ambon City Government in Increasing Regional Original Income from Cinema Entertainment Tax Results during the Covid19 Pandemic. This type of research is descriptive qualitative and the data collection techniques used are observation, interviews and documentation. Furthermore, the data collected were analyzed descriptively, qualitatively, and using interactive models. The results of the research found were the Mechanism of Payment of Cinema Entertainment Taxes in Ambon City Before the Covid19 Pandemic and During the Covid19 Pandemic that the cinema tax rate deposited with the Ambon city government before the covid19 pandemic and after the COVID-19 pandemic was 10% as stipulated in regional regulations. Ambon City Number 3 of 2012 concerning Entertainment tax. The problem with the cinema tax rate that was given before the COVID-19 pandemic and during the COVID-19 pandemic, namely before the pandemic, there were no problems with temporary tariffs during the pandemic, because the cinema was closed due to PSBB but taxpayers continued to pay taxes. So it is hoped that cinema tax revenues will return to normal. After depositing the cinema entertainment tax, the government utilizes it for the benefit of the community thereby providing the conclusion that the cinema entertainment tax has helped the Ambon city government in increasing regional income.Keywords: Government Role, Cinema Tax, Covid 19

Abstract

AbstrakTujuan dari dilaksanakan penelitian ini bahwa untuk mengetahui Peran Tim Cyber crime Ditreskrimsus Polda Maluku Dalam Mengatasi Masalah Pornografi Di Kota Ambon. rumusan masalah dalam penelitian ini dapat di rumuskan sebagai berikut :1) Bagaimana sejarah perkembangan Cyberporn (Kejahatan Pornografi) di Kota Ambon. 2) Bagaimana peran tim Cyber crime Polda Maluku dalam mencegah dan mengatasi masalah pornografi di Kota Ambon. Tipe penelitian ini adalah deskriptif kualitatif dan teknik pengumpulan data yang digunakan yakni, observasi, wawancara dan Dokumentasi. Selanjutnya data yang dikumpulkan dianalisa secara deskriptif, kualitatif, dan menggunakan interactive models. Hasil penelitian yang ditemukan adalah Sejarah Perkembangan Cyberporn (Kejahatan Pornografi) di Kota Ambon bahwa bila dilihat Terkait dengan perkembangan kasus-kasus Cyberporn atau Kejahatan Pornografi, dari tahun 2018 sebanyak 23 kasus, tahun 2019 sebanyak 15 kasus, tahun 2020 sebanyak 14 kasus 2021 sebanyak 12 kasus dan maret 2022 sebanyak 6 kasus. Hal ini berarti perkembangan Cyberporn di Maluku dari tahun ke tahun mengalami penurunan yang sangat signifikan. Kejahatan pornografi terjadi karena dilatar belakangi oleh beberapa faktor yaitu faktor dendam, faktor ekonomi, faktor kejiwaan dll. usia 18-35 tahun 80%, usia 36-50 tahun 23 % dan untuk umur 18 tahun itu sebanyak 1 %. Hal ini menujukan usia 18-35 tahun banyak yang melakukan kejahatan pornografi. Peran Tim Cyber crime Polda Maluku dalam mencegah dan mengatasi masalah pornografi di kota Ambon bahwa upaya Tim Cyber crime Polda Maluku dalam mengatasi kejahatan pornografi dilakuka dengan 3 upaya yaitu adanya upaya preemtif, upaya preventif kedua upaya ini memberikan pencegahan dengan Tindakan-tindakan non penal dan upaya represif yaitu upaya penegakan hukum dengan menyelidik pelaku sampai pada membuat berita acara pemeriksaan. Dalam penyelesaian kasus-kasus kejahatan pornografi proses penyelesaian yang dilakukan oleh cyber dalam hal ini Ditreskrimsus Polda Maluku melalui 2 bentuk proses penyelesaian yaitu dengan pendekatan kekeluargaan atau Restorative justice dan penegakan hukum.Kata Kunci: Peran, Tim Cyber crime, Pornografi AbstractThe purpose of this research is to find out the role of the Cyber Crime Team of the Maluku Police Ditreskrimsus in Overcoming the Problem of Pornography in Ambon City. The formulation of the problem in this study can be formulated as follows: 1) How is the history of the development of Cyberporn (Pornography Crime) in Ambon City. 2) What is the role of the Maluku Police Cyber Crime team in preventing and overcoming the problem of pornography in Ambon City. This type of research is descriptive qualitative and the data collection techniques used are observation, interviews and documentation. Furthermore, the data collected were analyzed descriptively, qualitatively, and using interactive models. The results of the research found are the History of Cyberporn Development (Pornographic Crimes) in Ambon City that when viewed Related to the development of Cyberporn cases or Pornographic Crimes, from 2018 there were 23 cases, in 2019 there were 15 cases, in 2020 there were 14 cases, 2021 was 12 cases. cases and March 2022 as many as 6 cases. This means that the development of Cyberporn in Maluku from year to year has experienced a very significant decline. The crime of pornography occurs because it is motivated by several factors, namely revenge factors, economic factors, psychological factors, etc. 80% of 18-35 years old, 23% of 36-50 years old and 1% for 18 years old. This shows that many 18-35 year olds commit pornographic crimes. The role of the Maluku Police Cyber Crime Team in preventing and overcoming the problem of pornography in Ambon city that the Maluku Police Cyber Crime Team's efforts in overcoming pornography crimes are carried out with 3 efforts, namely preemptive efforts, preventive efforts, these two efforts provide prevention with non-penal actions and other efforts. repressive, namely law enforcement efforts by investigating the perpetrators to making an examination report. In the settlement of pornographic crime cases, the settlement process carried out by cyber in this case the Maluku Police Ditreskrimsus through 2 forms of the settlement process, namely with a family approach or Restorative justice and law enforcement.Keywords: Role, Cyber Crime Team, Pornography

Abstract

The development of the era goes hand in hand with the development of technology and information so that modernity can no longer be avoided in this Era of Society 5.0, so that people now only memorize Pancasila but do not understand the meaning contained in it, the purpose of this research is 1. To develop Pancasila values in the environment society in facing the challenges of industry 5.0 2. factors influencing the development of Pancasila values in the industrial era 5.0 3. inhibiting factors in the development of Pancasila values in the industrial era 5.0. This study uses a qualitative approach and data collection techniques in this study using observation, interviews and using qualitative data analysis techniques. The results of this research show that there are still many people who do not understand and develop Pancasila values in society.
