Abstract

AbstrakDesa Karangrejo, Kecamatan Borobudur, Kabupaten Magelang merupakan wilayah yang akan dikembangkan menjadi Desa Wisata, didukung banyak potensi, baik bidang pertanian kerajinan, kuliner maupun perdagangan, namun belum berkembang dengan baik. Hal tersebut disebabkan oleh belum sinerginya pengelolaan wisata antar sektor dan antar pelaku. Solusi dari persoalan tersebut adalah dibentuknya kelompok yang mampu menjadi sarana bersama. Namun persoalannya adalah kelompok yang ada sekarang, yaitu Kelompok Sadar Wisata (Pokdarwis) belum berfungsi sebagaimana mestinya. Penelitian ini memfokuskan pada analisis kebutuhan penguatan dan peningkatan peran Pokdarwis di Desa Karangrejo untuk meningkatkan pengelolaan wisata mereka. Solusi yang dapat dianjurkan adalah: 1). Perlunya kepala desa meyakinkan kebulatan tekad, membicarakan bersama segenap masyarakat dalam rembug desa untuk memantapkan diri, menyamakan persepsi bahwa Pokdarwis harus diaktifkan, dan diakui sebagai aktor utama yang berisi banyak orang (aktor kolektif). 2). Penegasan struktur dengan tugas dan fungsi yang jelas, serta menambahkan beberapa struktur penting lainya dalam kepariwisataan, seperti promosi, kerjasama dan perencanaan program, 3). Menyamakan persepi mengenai prosedur-prosedur utama pariwisata desa, sehingga semua pihak mendapatkan manfaat, dan 4). Perlunya melakukan penataan objek dan produk wisata sesuai dengan standar kualitas yang diharapkan. Perlu melakukan kerjasama dengan berbagai pihak yang kompeten untuk meningkatkan kualitas produk wisata, serta sarana pendukung lainnya. AbstractKarangrejo Village, District Borobudur, Magelang Regency is an area that will be developed into a Tourist Village, supported by a lot of potential, good agricultural crafts, culinary and trade, but not yet well developed. But the problem is the current group, the Tourism Awareness Group (Pokdarwis) is not working properly. This study focuses on the analysis of needs strengthening and increasing role of Pokdarwis in the Karangrejo village to improve the management of their tour. Solutions that can be recommended are: 1). The need for determination to convince the village chief, talk with all the people in the village consultation to establish itself, the same perception that Pokdarwis are enabled, and is recognized as a major actor that contains a lot of people (collective actors). 2). Confirmation of the structure with clear tasks and functions, as well as added some other important structures in tourism, such as promotion, cooperation and planning, 3). Equating perception about the main procedures of village tourism, so that all parties benefit, and 4). The need to undertake the arrangement of objects and tourism product in accordance with the quality standards expected

Abstract

Tujuan dari penelitian ini adalah: 1). Membangun model pembangunan desa yang berjalan secara terpadu dan inovatif;2). Mengetahui prasyarat yang diperlukan dalam pembangunan desa yang terpadu dan mengedepankan inovasi; dan 3). Mendeskipsikan peran masing-masing pihak dalam mewujudkan pembangunan desa yang terpadu dan mengedepankan inovasi. Penelitian dilakukan di 3 desa yang memiliki keunggulan dalam pembangunan, yaitu: 1). Mlatiharjo Kecamatan Gajah Kabupaten Demak; 2).Samiran, Kecamatan Selo Kabupaten Boyolali; dan 3). Jatiroyo, Kecamatan Jatipuro Kabupaten Karanganyar. Penelitian ini menggunakan pendekatan deskriptif kualitatif . Kesimpulan dari penelitian ini adalah: 1). Model pembangunan desa terpadu inovatif merupakan proses yang mengutamakan sinkronisasi antarsektor dan antarpelaku serta mengedepankan inovasi dalam berbagai bidang sebagai tekniknya; 2). Prasyarat pembangunan desa terpadu inovatif adalah: teridentifikasinya potensi sumberdaya dan arah pembangunan serta menumbuhkan inovasi sebagai teknik pembangunan; dan 3). Peranan yang perlu dilakukan oleh masing-masing pihak terkait dalam pembangunan desa adalah a). Pemerintah, pemerintah provinsi, pemerintah kabupaten harus konsisten dan terarah dalam merumuskan arah kebijakan; b).Pemerintah desa melakukan identifikasi potensi dan menentukan arah kebijakan; c). Masyarakat desa dan lembaga kemasyarakatan desa berpartisipasi dan melakukan pengawasan; d). Akademisi memberikan masukan iptek dan pendampingan; dan e). Pelaku usaha melakukan investasi dan kerjasama. The purpose of this study was to: 1). Build a model of rural development which runs in an integrated manner and promote innovation; 2). Understanding the prerequisites required in the integrated rural development and promote innovation; and 3). Describe the role of each party in creating an integrated rural development and promote innovation. The study was conducted in 3 villages categorized as having excellence in the governance of development, namely: 1). Mlatiharjo, Gajah Sub-District, Demak Regency; 2). Samiran, Selo Sub-District, Boyolali Regency; dan 3.) Jatiroyo, Jatipuro Sub-District,Karanganyar Regency. The research method used is descriptive qualitative. The conclusion of this study were: 1). Model of integrated and innovatiive development is performed with emphasis on synchronization between sectors and stakeholders, encouraging HR utilize local resources to make innovations in rural development;2). Prerequisites innovative integrated rural development is identification of potential resources and direction of development, the implementation of appropriate resource management and innovation as the construction techniques; 3). The role needs to be done by the respective parties involved in rural development are: a). government, provincial governments, district governments should be consistent and focused in formulating policy directions; b). village government to identify potential and determine the direction of policy, build coordination and synchronization as well as facilitating and promoting community empowerment; c). villagers and village community organizations to participate and conduct supervision; d). provide feedback science and technology academics and mentoring; and e).business investment and cooperation

Perlunya kepala desa meyakinkan kebulatan tekad, membicarakan bersama segenap masyarakat dalam rembug desa untuk memantapkan diri, menyamakan persepsi bahwa Pokdarwis harus diaktifkan, dan diakui sebagai aktor utama yang berisi banyak orang (aktor kolektif). 2). Penegasan struktur dengan tugas dan fungsi yang jelas, serta menambahkan beberapa struktur penting lainya dalam kepariwisataan, seperti promosi, kerjasama dan perencanaan program, 3). Menyamakan persepi mengenai prosedur-prosedur utama pariwisata desa, sehingga semua pihak mendapatkan manfaat, dan 4). Perlunya melakukan penataan objek dan produk wisata sesuai dengan standar kualitas yang diharapkan. Abstract

The Family Hope Program (PKH) is a conditional social assistance program for very poor families aimed at improving the quality of life and well-being. PKH is considered to provide direct benefits to help with education and health costs, but it has not yet affected social economic status. PKH implementation is considered not on target, giving rise to potential conflicts, and other technical problems. Central Java Province is the region that has the second highest poverty rate in Indonesia, and a very large number of PKH recipients. This study aims to: 1) Describe the implementation of PKH in Central Java; 2) Analyze community attitudes towards the implementation of PKH in Central Java; 3) Formulating the concept of PKH renewal desired by the community. This study used mixed method approach (qualitative and quantitative). This reseacrh conducted in 15 districts with the highest poverty rate in Central Java. Informants involved in this study were the recipient of the handler, PKH assistant, village officials, and local government officials. Data collection instruments are questionnaires, FGDs, and interview guides. Data analysis with an interactive model developed by Miles and Huberman, which includes data reduction, data display, and data verification. The conclusions of this study are: 1) The implementation of PKH in Central Java in terms of procedures and managerial aspects is considered good, but the program targets are not appropriate because of invalid data, amounting to 21.54 percent of PKH recipients are not poor, and only 13.99 percent of PKH recipients are poor and 26,21 percent very poor. 2) The community feels the benefits of PKH to ease their living expenses and if possible increase the amount, on the other hand there are still many poor families who have not received assistance to cause conflict and suspicion. 3) The renewal of PKH needed is to have a dimension of sustainability, involving the community in program planning, as well as educating the poor to be empowered and productive. The recommendations of this study are: 1) updating data integrated with population data, as well as collaboration between village, district/city, and provincial governments; 2) education for the community to escape poverty and submit correct data. 3) increasing training activities, increasing competitiveness and productivity. 4) local governments contribute to the addition quota of PKH recipients and companion staff. Keywords: PKH, Poverty, Central Java

Abstract

Central Java is one of the centers of national economic growth, but poverty still requires special attention. The purpose of this study is to describe the implementation of poverty alleviation programs in Central Java, as well as formulate an implementation of poverty reduction designs that are in accordance with the needs in Central Java. This type of research is descriptive, using a mixed method approach, namely qualitative and quantitative. The location of this study was in 15 districts in Central Java with the highest poverty rate, with 777 people involved, from the poor, community / institutional leaders, village officials, and program assistants. Data collection techniques used were interviews, observation, and Focus Group Discussion (FGD). Qualitative data analysis using an interactive model developed by Miles and Huberman. Quantitative data analysis is by descriptive statistics in the form of averages and percentages. The conclusion of this research is "First, the implementation of poverty alleviation programs many cases are misplaced due to inaccurate data, more of a giving nature which increases consumerism rather than productive, there is no education to the community to escape poverty. Secondly, the expected design of poverty reduction is to use the principle of empowerment, the main role being in the poor where they participate in determining the program to be run, with the principle of educating the poor to be productive and independent.
