<![CDATA[Phonetics teaching materials that have existed so far have not used the internet. This study aims to produce phonetic teaching materials based on student device applications. This development research adapts and combines the models of Gall et al., Dick & Carey, and Michael Scriven's formative-summative evaluation approach. Data were collected through questionnaires and tests. Qualitative data were analyzed using the method belonging to the Miles & Huberman method. Quantitative data were analyzed using the Mann-Whitney test. The results showed that the significance value of the Mann-Whitney Test with Sig. (2tailed) 0.000 < 0.05. This shows that the application effectively increases learning objectives achievement.
