Abstract

Penelitian ini dilakukan untuk menganalisis bagaimana pengelolaan sarana dan prasarana promosi dalam menunjang efektivitas strategi promosi daerah di Kabupaten Indragiri Hilir. Penelitian dilakukan menggunakan penelitian kualitatif, yang bertujuan untuk mendapatkan pemahaman yang sifatnya umum terhadap kenyataan sosial dari perspektif partisipan yang menjadi fokus penelitian. Penelitian lapangan dilakukan dengan wawancara langsung berupa wawancara yang mendalam (indepth interview), disertai dengan pedoman wawancara. Sebagaimana analisis yang telah dilakukan berdasarkan wawancara dengan informan / narasumber, maka dapat disimpulkan hasil penelitian menunjukkan pengelolaan sarana dan prasarana promosi dalam menunjang efektivitas strategi promosi daerah di Kabupaten Indragiri Hilir tidak efektif ditinjau dari fungsi manajemen, yakni perencanaan, pengorganisasi, pelaksanaan dan pengendalian.

Abstract

Kebijakan Percepatan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) yang dilakukan oleh Pemerintah berdasarkan Peraturan Menteri Agraria No 1 Tahun 2017 umumnya merupakan suatu kegiatan pendaftaran tanah untuk pertama kali yang dilakukan secara serentak yang meliputi semua obyek pendaftaran tanah yang belum didaftar dalam satu wilayah desa/kelurahan atau nama lainnya yang setingkat dengan itu dalam rangka memberikan jaminan kepastian hukum dan perlindungan hukum hak atas tanah rakyat secara adil dan merata. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan teknik analisis deskriptif yang menggambarkan fenomena sesungguhnya dari kejadian di lapangan dengan pendekatan teori Merilee S Grindle yang mengemukakan keberhasilan suatu kebijakan dipengaruhi oleh variable isi kebijakan (content of policy) dan lingkungan kebijakan (contex of policy). Teknik pengumpulan data yang digunakan adalah Wawancara, Observasi dan Dokumentasi yang terkait dengan Pendaftaran Tanah Sistematis Lengkap (PTSL).Implementasi kebijakan Percepatan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) oleh Badan Pertanahan Nasional Kabupaten Jember berjalan dengan baik walaupun sumber daya manusia atau tenaga pelaksana di lapangan masih kurang secara kuantitas. Sehingga implementor dilapangan harus bekerja dengan beban kerja yang tidak sesuai.

Abstract

This research is to analyze the implementation of Regent Regulation No. 45 of 2021 concerning Handover of Housing Infrastructure, Facilities and Utilities in Probolinggo Regency. The design of this research is descriptive qualitative. The results of the research show that the implementation of Probolinggo Regent Regulation Number 45 of 2021 in Probolinggo Regency has been going quite well, with the implementation of programs/activities/sub-activities in the affairs of housing PSU management in Probolinggo Regency and there has been an increase in the handover of housing PSU at the end of 2021 in a total of seven PSU areas as well as plans to hand over 18 housing PSUs in 2022. The policy for handing over housing PSUs in Probolinggo Regency has weaknesses and obstacles including, there has not been socialization of policy actors, especially housing developers and community members in residential areas, lack of human resources handling the handing over of housing PSUs, the absence of Standard Operating Procedures (SOP) in the submission of housing PSU and the lack of supervision and control over the delivery of housing PSU in Probolinggo Regency.

Abstract

This study aims to find out the policy evaluation of Probolinggo Mayor Regulation Number 9 of 2021 concerning the System and Procedures for Admission of Students in Probolinggo City (the case of student acceptance through a special selection for SMP Negeri 10 Probolinggo City). The approach used in this study is descriptive qualitative with data collection methods consisting of observation, documentation, and interviews. The implementation of the policy of Probolinggo Mayor Regulation Number 9 of 2021 concerning the System and Procedures for Admission of Students in Probolinggo City is not effective because there are implementations of policies that are not in accordance with the expectations of policy making. Policy implementation is quite efficient because the efforts made by policy makers and implementers, in this case SMP Negeri 10 Probolinggo, have been optimal. The positive impact is as a learning from the Probolinggo City Government regarding the implementation of student admissions through special selection, while the negative impact is the existence of strong protests from a number of people which are contained in various mass media. Acceptance of students through special selection conceptually will improve the quality of education.

Abstract

The following article intends to analyze and present the face of bureaucracy in a developing country like Indonesia in its contact with the culture that lives in society. Bureaucracy as a form as well as an efficient way of working as desired by a number of standard principles, of course for a country with cultural wealth or diversity like Indonesia will reap problems if the bureaucracy is required to operate according to its principles. All ideal bureaucratic principles almost all forbid action based on values that live in a culture. The impersonality of the bureaucracy requires its apparatus to carry out all the rules to be enforced regardless of personal or political relations, especially relations of 'sometimes' relatives. Meanwhile, most of the values that live in society operate in the 'territory' of the extended family, where the most pressing demand is the inclusion of considerations of fairness, decency, goodness and others, all of which are evaluated based on a number of ethical principles. It is this ethical evaluation that makes our bureaucracy often inefficient, tends to be convoluted and wasteful. The end of this paper is a recommendation related to public service ethics.
