Abstract

Padang City as the capital city of West Sumatra Province with its economic center is very committed to Regional Development. This can be seen from the many building and infrastructure development activities that are growing rapidly from year to year. The management of buildings is one of the physical forms of space utilization in the city of Padang. Buildings that are erected need to be arranged so that they are in accordance with the function and purpose of using the building. Building Construction Permit (IMB) or currently called Building Approval (PBG) is one of the building administration instruments that will become a regulatory and controlling instrument, for the construction and maintenance of buildings in the city of Padang.This article discusses the formulation of a public policy, namely the Mayor of Padang Regulation Number 378 of 2022 concerning the City Building and Infrastructure Supervision Team in 2022. This research aims to identify and analyze the reasons behind the Padang City Government sparking the idea to form a Building and Infrastructure Monitoring Team Cities in 2022. Through the approach used in this study, namely a qualitative approach, researchers can find out and carry out an analysis of the formulation process for various reasons until the issuance of a policy product. The results of this study are the formulation process which is carried out through four stages with a typical formulation model, namely a mixed model between the institutional model and the rationalism model.

Abstract

The city of Padang as a Smart City city released an innovation program with the use of technology, namely e-Kelurahan. E-Kelurahan is a service innovation that aims to make it easier for the community to take care of letters according to their needs in the Kelurahan can be done manually by the Kelurahan operator or by the community itself. Merode The research used in writing this article is a qualitative research method. This article uses descriptive method research with deductive implication. The data collected is data derived from interview manuscripts, field notes, personal documents, memo notes and other official documents. The sample of villages selected in writing this article is the New Flamboyant Village, Padang Barat District, Padang City, the theory used in testing the implementation of e-Keluraham innovation, according to George C. Edward III. Based on the results of the study, it shows that the implementation of e-kelurahan innovation in improving public services in the city of Padang has been well implemented by village operators but not by the community as a whole. The obstacles found in implementing this e-kelurahan are internal to the organization and external to the organization. The efforts made in facing the obstacles that occur are by continuing to carry out socialization to the community about the benefits of using the e-kelurahan application and conducting training and improvements to this e-kelurahan application to make it simpler and more efficient so that people can easily use this application so that in the end public services to the community can improve.

Abstract

Upaya peningkatan kesejahteraan masyarakan Pemerintah Republik Indonesia terus menyalurkan beragam bantuan sosial untuk masyarakat miskin. Menindaklanjuti arahan Presiden Republik Indonesia Bapak Jokowidodo pada rapat terbatas tentang Program Raskin pada Juli 2016, penyaluran Raskin diganti dengan menggunakan kartu elektronik yang akan diberikan langsung kepada rumah tangga sasaran, sehingga bantuan sosial dan subsidi akan disalurkan secara non Tunai dengan menggunakan sistem perbankan.Sistem tersebut tertuang pada Peraturan Presiden Nomor 63 tahun 2017 tentang Penyaluran Bantuan Sosial Secara Non Tunai (BPNT). Merode Penelitian yang digunakan dalam penulisan artikel ini adalah metode penelitian kualitatif. Artikel ini menggunakan penelitian metode deskriptif dengan pendekatakan deduktif. Data yang dikumpulkan yakni data yang berasal dari naskah wawancara, catatan lapangan, dokumen pribadi, catatan memo dan dokumen resmi lainnya. Sampel kelurahan yang dipilih dalam penulisan artikel ini yakni Kelurahan Flamboyan Baru Kecamatan Padang Barat Kota Padang, Teori yang digunakan dalam menguji implementasi BPNT yakni menurut George C. Edward III. Berdasarkan hasil dan pembahasan diatas dapat ditarik kesimpulan dalam penyalurahn BPNT pada Kelurahan Flamboyan Baru Kecamatan Padang Barat Kota Padang sebagai salah satu unit dari OPD yang menjalankan penyaluran BPNT telah dilaksanakan dengan baik namun dari segi nama - nama penerima bantuan hal ini masih menjadi polemik pada masyarakat karena menimbulkan kecemburuan sosial pada masyarakat, ditandai dengan belum terpenuhinya dengan baik indikator implementasi.
