Abstract

The level of urbanization which may impact on urban problems could be resolved through city development enabled and supported by the advanced ICT to build the city smart. To develop the city smart, the readiness of smart cities enablers should be assessed. The study was conducted based on pilot study through a survey on the smart city readiness. The analysis of smart city readiness in Yogyakarta showed that the evaluation of smart city projects implemented partially; only operational and asset optimization, and access to comprehensive device management implemented over 50%. Smart city readiness not only be measured by technological aspect but also need to be measured as non-technological aspects. Thus, measurement of readiness smart city can be more comprehensive.

Abstract

Technological developments have continued to develop until now and the community has even made it a necessity, one of which is the motorized vehicle tax payment processing service, where payments can be made via e-banking or a predetermined Bank ATM.  Because of this, users believe that there is little to no difference between traditional Samsat and E-Samsat, the user returns to the Samsat Office to obtain validation of vehicle registration certificates (STNK). User satisfaction is formulating user satisfaction and comparing expectations and reality as follows: if expectations reality then very satisfied, if expectations = reality then satisfied and If expectations reality then not satisfied. The purpose of this study is to find out what factors influence user satisfaction in the North Sumatra E-Samsat application and recommendations to application developers so that user satisfaction does not decrease. This study uses quantitative methodology. Quantitative is a research method in which data collection techniques are carried out through surveys and questionnaire instruments and data analysis is carried out statistically. This study will use the End User Computing Satisfaction method, the EUCS method was chosen because it has 5 variables of content, accuracy, format, ease of use, and timeliness to measure factors that influence user satisfaction from information systems. The results of the discussion from this study using the EUCS method each variable get a score of 4 (satisfied) out of 5 total scores. But it's not perfect yet, so some improvements are needed to further increase user satisfaction.

Abstract

PT Pamapersada Nusantara or better known as PAMA is a subsidiary of PT United Tractors Tbk. There are several divisions in PAMA, one of which is the PLANT Division which is the focus of this research. To improve this performance, a special Information Technology System was created for employees. In order for application development to run better and in line with the company, an analysis is carried out which is expected to be a benchmark and company recommendation to optimize the information system. The analysis was carried out using the COBIT 5 framework method, the researcher focused on the MEA01 (Monitor, Evaluate, Assess Performance and Conformance) domain. Then for the method is observation and interview, researchers use this method to be able to collect accurate data With this method, researcher can provide recommendations regarding the results of the IT governance analysis to ensure and optimize that the information system runs according to the company’s wishes based on the COBIT 5 framework standardization. The average result obtained is level 3 for the current condition and level 4 for the expected condition. The recommendation of this study is that companies can implement regular monitoring SOPs on existing IT management and governance.

Abstract

Teknologi Informasi (TI) sering dimanfaatkan oleh instansi pemerintah untuk mendukung pencapaian tujuan pemerintahan. Semakin tinggi penerapan TI pada instansi pemerintah, maka semakin tinggi pula an-caman dan risiko yang terjadi. Pemerintah Kabupaten XYZ merupakan salah satu instansi pemerintah yang menerapkan Sistem Pemerintah Berbasis Elektronik (SPBE). Penerapan SPBE melalui pemanfaatan TI un-tuk memberikan layanan kepada pengguna SPBE memerlukan manajemen risiko. Pemanfaatan TI berbasis manajemen risiko memudahkan dalam mencapai tujuan, mengurangi risiko, dan melindungi sumber daya TI instansi pemerintah. Penelitian ini bertujuan untuk mengidentifikasi potensi risiko-risiko yang terjadi menggunakan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PERMENPAN RB) Nomor 5 Tahun 2020 tentang Pedoman Manajemen Risiko Sistem Pemerintahan Berbasis Elektronik. Hasilnya menunjukan bahwa terdapat 23 kemungkinan risiko yang terjadi, terbagi menjadi dua kategori, meliputi risiko positif dan risiko negatif. Risiko positif, meliputi kesesuaian layanan SPBE dengan rencana induk SPBE nasional, fleksibilitas arsitektur SPBE, kesesuaian penerapan SPBE dengan visi dan misi serta regulasi terkait, fleksibilitas kerja pegawai, kesesuaian kebutuhan infrastruktur SPBE dan prioritas instansi, ketepatan waktu penyelesaian proyek SPBE, penerapan keamanan informasi (backup data), dan pemuta-khiran proses bisnis dan layanan SPBE. Analisis risiko negatif yang berdampak tinggi adalah minimnya pelatihan TI untuk staf yang diselenggarakan oleh pemerintah daerah. Berdasarkan evaluasi, diperlukan rencana mitigasi penanganan risiko SPBE terkait kurang mahirnya staf dalam mengakses aplikasi, phish-ing, pembobolan website pemerintah daerah, kerusakan komponen perangkat keras, dan ketidaksesuaian ketrampilan TI dan kebutuhan SPBE.
