Abstract

Abstrak Semua pengguna jasa transportasi laut di Indonesia khususnya dan di dunia pelayaran, senantiasa sangat mengutamakan persoalan keselamatan dan keamanan, Dalam kegiatan perawatan kapal bermuatan curah, perawatan rubber seal sangatlah penting karena digunakan untuk menutup palka dan melindungi muatan yang berada di dalamnya dari berbagai macam bahaya dan air laut. Pada dasarnya perawatan bertujuan untuk menjaga agar kondisi muatan selalu dalam keadaan baik dan siap untuk digunakan sehingga tidak menghambat dalam proses persiapan bongkar muat, yang selanjutnya baru diikuti dengan aspek lain seperti biaya yang terjangkau, kecepatan dan ketepatan waktu, serta aspek kenyamanan. Terjadinya kecelakaan kapal seperti tenggelam atau air laut masuk kedalam muatan kering yang berisi gandum,jagung dll adalah permasalahan yang berkaitan dengan keselamatan dan keamanan transportasi laut. Keselamatan dan keamanan maritim di sini, adalah kebijakan utama yang harus mendapatkan prioritas pada pelayaran dalam menunjang kelancaran transportasi laut Indonesia sebagai negara kepulauan. Indonesia memiliki kedaulatan atas keseluruhan wilayah laut lndonesia, sehingga laut memiliki peran cukup berarti baik bagi sarana pemersatu bangsa dan wilayah Republik lndonesia. Kata Kunci: Keselamatan, Rubber Seal Abstract All users of sea transportation services in Indonesia, especially and in the world of shipping, always prioritize safety and security issues. In maintenance activities for bulk-loaded ships, maintenance of rubber seals is very important because they are used to close holds and protect the cargo inside from various kinds of hazards and sea ​​water. Basically maintenance aims to keep the cargo in good condition and ready for use so that it does not hinder the loading and unloading preparation process, which is then followed by other aspects such as affordable costs, speed and timeliness, as well as convenience aspects. The occurrence of ship accidents such as sinking or seawater entering bulk cargo containing wheat, corn etc. is a problem related to the safety and security of sea transportation. Maritime safety and security here, is the main policy that must get priority on shipping in supporting the smooth sea transportation of Indonesia as an archipelagic country. Indonesia has sovereignty over the entire Indonesian sea area, so that the sea has a significant role both for uniting the nation and for the territory of the Republic of Indonesia. Abstract

Coastal communities in most parts of Indonesia are one of the poorest community groups.Coastal villages where the majority of the population earn a living as fishermen, fish farmers, or water cultivators, fishing culture has a major influence on the formation of the cultural identity of coastal communities as a whole. Efforts to reduce poverty in Indonesian society, especially in coastal areas, are carried out with a community empowerment education and training approach through government programs that provide skills training which will later be useful for a new job outside of being a fisherman. This type of research is descriptive qualitative. This study aims to address poverty alleviation in coastal communities according to the characteristics and needs of the community. It is hoped that the community can be creative and innovative in finding jobs outside of their work as fishermen and the like.
