Abstract

This study aims at determining public opinion on village apparatus leadership communication used by the Village Apparatus in an effort to improve development in Kineppen Village, Munthe District, Kab. Karo. The research subjects were the Kineppen Village Community, Religious Leaders, Community Leaders and also the Village Apparatus themselves. The object of this research is Leadership Communication, especially Qualitarian Stlye Theory. The data processing uses a qualitative descriptive approach. The results of the descriptive analysis show that from Public Opinion, the implementation of the leadership communication function is quite good, but weaknesses are still found in the Informative and Persuasive functions in an effort to increase development. And based on the Leadership Communication Theory, namely The Equalitarian Style which has an Indicator of Familiarity, public opinion feels quite close to the Village Apparatus who serve them at the Village Office, but the village head is considered less familiar with the residents. Indicators of Understanding/Openness, Community opinion about village apparatus is considered to be willing to pay attention to residents by accepting and responding to residents' complaints, both about the distribution of basic necessities, fertilizers for farmer groups, and others. However, the Village Head is considered to be less open and lack of two-way communication, causing obstacles in improving public services and increasing village development. Sociability indicator, in this field, the people of Kineppen Village are of the opinion that the Village Apparatus is quite flexible in fostering good relations with the village community, but their opinion about the Village Head is considered to be less sociable with the residents because they rarely want to socialize since serving as Kineppen Village Head.

Abstract

This study aims at determining the communication strategy used by the Department of Culture in an effort to preserve the Serampang Dua Belas Dance in Medan City and the obstacles experienced in implementing communication strategies in preserving this dance. The research subjects are Policy Stakeholders at the Culture Service, Malay Community Leaders, and the owners of the Serampang Dua Belas Dance Studio in Medan City. Data collection techniques are through research in the field using observation methods and in-depth interviews with research informants and using literature or documents that support research. Data processing used is a qualitative descriptive approach. The results of the descriptive analysis of the study indicate that the communication strategy used by the Department of Culture is not as effective as before, especially in the areas of message preparation, method use, and media use. The Department's program experienced obstacles and did not run as it should, this was because the presenced of Covid-19 made the work program of the Office constrained due to budget constraints for funding the preservation program, reduction of activities, especially dance dance training, and no competitions were held in connection with the prohibition of crowds on the grounds of health protocols, and others. Preservation methods such as the Redundancy method and the Persuasive Method in the form of approached and establishing cooperative relationships with related parties such as the executive, private parties, the press, and others had not been carried out, to strive for the Serampang Dua Belas Dance to be more existent in the eyes of the public and tourists in particular.

Abstract

This study aims at determining the effect of interpersonal communication of news staff on the quality of news in LPP TVRI North Sumatera. The sample used in this study are as many as 53 people, while the data collection by means of direct interviews guided by the questionnaire. Data analysis was conducted with t-test (partial test). From the results of data analysis, it can be concluded that interpersonal communication has a significant partial effect on the quality of news. Interpersonal communication variables have a positive and significant effect on news quality on Television of Indonesian Republic (TVRI). The coefficient of determination (R²) is 0.387, which means that 38.7% of interpersonal communication variables can improve the quality of news. While the rest is explained by other variables not included as variables in this study

Abstract

This study aims at determining the communication strategies used by the Simpang Empat District Office in socializing the E-LAPOR! to the community in the district. The research subjects are apparatus of Simpang Empat sub-district, people who had received and had not received socialization. The object of research is the Communication Strategy in terms of Planning, Implementation and Evaluation and Communication Strategy Techniques which consist of Redundancy (Repetition), Informative, Persuasive, and Educative.Data collection techniques through research in the field using observation and in-depth interviews with research informants and using literature or documents that support the research. Data processing is done by applying a qualitative descriptive approach.The results of the descriptive analysis showed that the socialization efforts carried out by the Simpang Empat Tanah Karo sub-district have not been optimal, especially in the field of redundancy (repetition) techniques, namely repeating messages to the public, where there were still residents who have received socialization but often forgetton how to use the application. It was also seen that the Persuasive Technique has not been fully successful in influencing the community so that the benefits of this program have not been able to bind a large number of audiences/communities. Likewise with Informative and Educational Techniques which were still not implemented so that the public were not familiar and active by sending SMS to this application. In addition, the biggest obstacle to socialization efforts is hampered by the emergence of the Covid-19 Pandemic, so that efforts to disseminate two-way communication were temporarily halted following the Health Protocol Directive set by the Central Government. SimpangEmpat District should continued to launch its Communication Strategy by using various media such as banners, billboards, and banners which were still trying to introduced this program to stay closer to the community and can also use the Village Apparatus as an extension of the Sub-district's arm in introducing the E-LAPOR application ! to the Village community in Simpang Empat Tanah Karo District.

Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan Komunikasi Kelompok dalam meningkatkan solidaritas antar anggota Relawan Pengawal Ambulan Indonesia (RPAI) dan hambatan yang dialami dalam pelaksanaan pengawalan yang dilakukan anggota Relawan Pengawal Ambulan Indonesia (RPAI) di Kota Medan. Subjek penelitian adalah Anggota RPAI dan masyarakat selaku pengguna jasa pengawalan dari relawan RPAI yang ada di Kota Medan. Teknik pengumpulan data melalui penelitian di lapangan dengan menggunakan metode observasi dan wawancara mendalam dengan informan penelitian serta meggunakan kepustakaan atau dokumen yang mendukung penelitian. Pengolahan data menggunakan teknik pendekatan deskriptif kualitatif. Hasil analisis deskriptif kualitatif penelitian menunjukkan pelaksanaan Komunikasi Kelompok RPAI dinilai dilakukan oleh kelompok. Ada 4 indikator yang digunakan antara lain solidaritas, intensitas dan frekuensi komunikasi, tindakan komunikatif, dan motivasi komunikasi dilakukan kelompok ini yang bertujuan dalam meningkatkan solidaritas anggota dalam menghasilkan pelayanan terbaik RPAI kepada masyarakat. Hambatan dalam pelaksanaan pengawalan dialami oleh relawan, antara lain berasal dari masyarakat pengguna jalan yang masih memiliki budaya tidak perduli, arogan, dan kurang berempati, selain itu dukungan operasional yang berasal dari dana mandiri relawan, menyebabkan anggota RPAI tidak dapat melaksanakan pelayanannya setiap hari dikarenakan mereka harus melakukan aktifitas lain dalam memenuhi kebutuhan hidupnya. Hambatan keberadaan RPAI yang masih belum diapresiasi oleh pihak terkait tentunya membuat karya mulia anggota dan kelompok ini belum bisa maksimal.
