Abstract

Abstract This research aimed to analyze the communication process between Afghanistani refugees and asylum seekers and the local communities in Makassar, how effectiveness of the communication, and which factors supported and hindered the communication between the Afghanistani refugees and asylum seekers and the local community in Makassar city. Research interpretative approach using qualitative data. Data obtained by conducting interviews with 30 informants using purposive sampling. Data were analyzed with qualitative methods. This research results releaved that the communication process between Afghanistani refugees and asylum seekers and the local community was started by learning the language and the sign codes of the local people. After that, they started too communicate verbally and non-verbally with local community. The communication that occurs has not been was not yet effective because of the language difference; Afghaniastani immigrants spoke Farsi language as their main language, while the local community spoke Bahasa Indonesian and Bugis-Makassar local languages. Besides, the communication that occurs was not effective because of the cultural and religious differences. The factor supporting the communication between the Afghanistani immigrants and the local community was the fact that they were all human and hence they needed helps from other people, whule the factors hindering communication were the differences of languages, cultures, religions, and ethnocentric and stereotypical characters.Abstrak Penelitian bertujuan menganalisis bagaimana proses komunikasi antara pengungsi dan pencari suaka Afganistan dengan masyarakat lokal di kota Makassar, sejauh mana efektivitas komunikasi yang terjadi, dan faktor apa saja yang menjadi pendukung dan penghambat dalam komunikasi antar budaya antara pengungsi dan pencari suaka Afganistan dengan masyarakat lokal di kota Makassar. Penelitian menggunakan pendekatan interpretative dengan menggunakan data kualitatif. Data diperoleh dengan melakukan wawancara dengan 30 orang informan dengan menggunakan purposive sampling. Data di analisis dengan metode kualitatif. Hasil penelitian menunjukan bahwa proses komunikasi antara Pengungsi dan pencari suaka Afganistan dengan masyarakat lokal dimulai dengan mempelajari bahasa dan kode berbicara orang-orang lokal. Kemudian mereka berkomunikasi secara verbal dan juga non verbal dengan masyarakat lokal sekitar mereka. Komunikasi yang terjadi belum efektif karena adanya perbedaan dalam hal bahasa, dimana para imigran Afganistan menggunakan bahasa Farsi sebagai bahasa utama, sedangkan masyarakat lokal menggunakan bahasa Indonesia dan bahasa daerah bugis-makassar. Selain itu, tidak efektinya komunikasi yang terjadi juga di pengaruhi oleh perbedaan budaya dan perbedaan agama. Faktor yang mendukung komunikasi antara imigran Afganistan dengan masyarakat lokal adalah karena mereka manusia yang membutuhkan bantuan dari orang lain, sedangkan yang menghambat komunikasinya karena adanya perbedaan bahasa, budaya dan agama serta adanya sifat etnosentrisme dan stereotype.

Abstract

Studi ini membahas tentang implementasi pemberdayaan kelompok usaha perempuan melalui Corporate Social Responsibility (CSR) PT Semen Tonasa di wilayah pesisir Desa Bulu Cindea Kabupaten Pangkep. Tujuan penelitian ini yakni mendiskripsikan proses impelementasi program Tonasa Mandiri beserta dengan hambatan-hambatan impelementasi yang terjadi dalam proses pelatihan maupun dalam proses pengadaan kelompok usaha perempuan. Penelitian dilakukan dengan pendekatan kualitatif dengan metode deskriptif. Terdapat 8 (delapan) orang informan yang dipilih menggunakan teknik purposive sampling. Hasil penelitian menjelaskan bahwa terdapat 6 (enam) tahapan dalam proses impelementasi program Tonasa Mandiri yang terdiri dari; tahap persiapan, tahap pengkajian, tahap perencanaan, tahap formulasi, tahap pelaksanaan dan tahap evaluasi program. Adapun hambatan yang terjadi antara lain; kendala pelaku perubahan, kendala internal, dan kendala ekseternal.

Abstract

Entrepreneurship Skills Training: Introduction Business Ideas to Strengthen Business Foundations for Students of the Political Science Study Program, FISIP Halu Oleo University, aims to increase students understanding of determining business ideas in order to reduce intellectual unemployment and create jobs. Because of this, the service team will provide business concepts to the participants as part of an entrepreneurial skills training programme. This was done considering that students still have low awareness of determining business ideas and becoming entrepreneurs, so that they are able to change their mindset from job seekers to job makers. The service team will impart knowledge and invite young entrepreneurs to share their experiences in coming up with business concepts through this training method. The Political Science Study Programme at FISIP UHO was one of the partners with which the service team worked on this project. The results of this service can be seen from the students understanding in determining business ideas, from students who initially did not how to determine a business idea, They are excited to start a business that will help them further their skills as beginner business owners now that they know this. The service team invited speakers who are current Browniesta Kendari owners, to provide students with knowledge on how to identify business ideas so that they are able to become crative and innovative young entrepreneurs.

Abstract

Digital Marketing Training: Increasing Student Business Growth, for Students of Political Study Program FISIP Halu Oleo University in the Era of Technology, aims to improve students' skills in applying digital marketing in their businesses. Mastering techniques in digital marketing such as using social media and other digital tools will be instrumental for students to develop their business. For this reason, the Service Team carries out digital marketing training in the form of an introduction to effective techniques and tricks in digital marketing, the use of social media, SEO (Search Engine Optimization), SEM (Search Engine Marketing), and other digital tools to support business growth. This is done considering that there is still a lack of digital marketing skills among students in the current technological era, even though if it is well understood, digital marketing will help students improve the business they have so that when they finish their studies, students no longer need to think about looking for work. Still, it can open up employment opportunities for people through the businesses they own. This digital marketing training can make students of the political science study program, FISIP UHO better understand how to utilize technological developments in marketing activities. Current developments in technology and information can be used by students to develop their businesses, by utilizing various existing digital platforms, including their social media, to carry out marketing activities to build their businesses. Abstract

Evaluation of the implementation of SPBE in several regional governments in Southeast Sulawesi Province shows that achievements are not very good. Based on the results of the SPBE evaluation of several regional governments in Southeast Sulawesi Province, it shows that the South Konawe Regency Government is in first place with the predicate "Sufficient" and has an index of 2.52. This research aims to determine information and communication technology-based governance in the South Konawe Regency Government and the factors that influence it. This research was carried out at the South Konawe Regency Regional Government. In this research, there are four Regional Apparatus Organizations (OPD) and one Village Government which are designated as units of analysis. This research uses descriptive research with a qualitative research approach. Data collection techniques used in this research include: interviews, observation and documentation. The data analysis technique that researchers use refers to interactive model analysis according to Miles and Huberman which is carried out in 3 flows, namely; carry out data reduction, present data (data display), and draw conclusions. The research results show that the application of information and communication technology supports the realization of good governance in the South Konawe Regency Government. This can be seen from the various digital service application innovations that have been developed which are capable of creating government governance that is responsive, effective, efficient, and has perceived benefits and impacts. Although it has not yet optimally utilized the role of ICT in terms of information transparency and public accountability in aspects of regional budget management performance. The establishment of a vision and goal to become a Smart City has triggered the South Konawe Regency Government and all Regional Apparatus Organizations (OPD) to be very enthusiastic in developing and implementing an electronic-based government system (SPBE). The Regent's visionary leadership towards digital-based governance reform is a determining factor in the success of e-government development in South Konawe Regency. Leadership with a clear vision and strong commitment to e-government plays an important role in efforts to provide all the resources needed such as institutions (policies and regulations, institutional strengthening), human resources, budgets and digital/ICT infrastructure.
