Abstract

This paper aims to assess the Papuan government’s policy for preventing the spread of COVID-19 through the shutdown of travel to the region based on the Papua joint statement. Excluding the transportation of goods, Papua was the first province in Indonesia to restrict entry into the region by both sea and air travel. To analyse the Papuan government’s policy, Edwards’ theory of policy implementation was adopted. Using first-hand interviews, observations, and library research, this paper argues that the government of Papua has made the right decision to close its borders, despite challenges, as part of a strict policy to protect the region from COVID-19. It is also worth noting that although five regions selected for this study (Jayapura City, Mimika, Biak Numfor, Merauke and Yapen Regency) reflected variations between one another in policy implementation, they all had expressed how the local government in Papua was doing the best they could to eradicate COVID-19. The use of theoretical frameworks (communication, resources, dispositions, and bureaucratic structures) as part of policy implementation had also been effective, despite that some parts need to be improved. The results of this study include recommendations for effective coordination among policymakers, the availability of laboratory testing, adoption of evidence-based policies and improving the health system in Papua.

Abstract

This study examines why the United States (US) imposes economic sanctions against Iran during the Covid-19 pandemic and the impacts on the ongoing tensions between the two countries. By adopting qualitative descriptive analysis, the study found that the US enforced a series of economic sanctions on Iran because it was considered a threat to US economic and strategic interests in the region. Not only did the US apply sanctions on foreign-affiliated companies assisting Iranian people's health services due to the indication of financing of terrorism, but the US also blacklisted several Iranian officials for human rights violations. The US even convinced the IMF not to provide 'emergency loan funds' to Iran. As a consequence, Iran found it difficult to get access to medicines and medical equipment which was fundamentally important to fight the outbreak of the Covid-19. Iran previously struggled with US economic sanctions, and the further sanctions during the Covid-19 had exacerbated the country's situation. It is also worth noting that the US, in this context, ignored the aspect of human life in Iran because of its sanctions during the Covid-19 pandemic.KEYWORDSCovid-19; Iran; Sanctions; United States

Abstract

Pemberian reward atau penghargaan kepada seseorang dari masyarakat yang berkontribusi terhadap pembangunan daerah adalah bagian dari inovasi dalam Manajemen Sumber Daya Manusia (MSDM). Hal ini menjadi penting untuk diperhatikan karena menjadi motivasi bagi seseorang dalam terus berkarya, dan juga dapat mempengaruhi lingkungannya untuk terus berprestasi. Banyak penghargaan yang telah di dapat oleh pemerintah maupun pimpinan atau kepala daerah seperti Gubernur, Bupati dan Walikota tetapi sebaliknya memberikan kepada masyarakat atau warga non birokrat yang ikut terlibat aktif dalam bidang Pendidikan, kesehatan, budaya, sosial, ekonomi, agama dan lain-lain masih sangat minim. Tujuan dari penelitian ini adalah untuk mengkaji apakah pemerintah baik tingkatan provinsi maupun kabupaten/kota yang ada di Papua pernah memberikan reward (penghargaan) kepada masyarakat sebagai bagian dari manajemen SDM dan apakah hal tersebut juga dapat meningkatkan prestasi dari yang menerima reward tersebut. Tulisan ini melihat bahwa memberikan penghargaan atau reward merupakan hal yang belum banyak dilakukan oleh pemerintah atau kepala daerah, seperti yang telah dilakukan Kabupaten Nabire dan Merauke. Penelitian ini menggunakan metode survey dengan pendekatan studi literatur yang lokasinya dibatasi hanya pada Provinsi Papua. Penelitian ini masih banyak kekurangan karena dari 28 Kabupaten hanya diambil 10 Kabupaten yang pernah mendapatkan penghargaan dari kementerian atas prestasi yang diperoleh, sehingga masih membutuhkan penelitian lebih jauh untuk daerah-daerah lainnya. Dari hasil survey, didapati bahwa banyak daerah yang mendapatkan penghargaan tingkatan nasional atas prestasi daerahnya. Hasil temuan dari penelitian ini adalah pemberian penghargaan (reward) merupakan bagian dari Manajemen Sumber Daya Manusia (MSDM) dan berpengaruh langsung terhadap prestasi kerja. Reward menjadi penting dan diperlukan untuk memotivasi seseorang, tetapi juga menimbulkan rasa kepercayaan/trust dari masyarakat terhadap pemerintah dan juga sebagai pendekatan yang lebih mudah untuk memahami bagaimana seharusnya masyarakat dan pemerintah saling bekerjasama dalam pembangunan di Papua.

Abstract

Dewasa ini perempuan merupakan aktor sekaligus elemen penting dalam proses pembangunan. Hal ini ditunjukkan dengan partisipasi serta perannya dalam berbagai bidang seperti ekonomi, pendidikan, kesehatan, politik dan juga dalam bidang pertahanan keamanan. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas (capacity building) perempuan dan secara khusus para mahasiswi dalam bentuk workshop kewirausahaan. Dunia wirausaha menjadi hal yang menarik perhatian kawula muda di Papua dalam beberapa tahun terakhir ini. Kota Jayapura menjadi salah satu kota yang terdapat banyak usaha-usaha kuliner serta jasa yang diprakarsai oleh kalangan anak muda dan beberapa diantaranya adalah perempuan Papua. Melihat pentingnya keterlibatan perempuan dalam dunia kewirausahaan, inilah yang menjadi alasan tim pengabdi memilih melakukan pengabdian dengan topik tersebut. Kegiatan ini dilakukan dalam bentuk workshop yang berisikan pemberian materi terkait kewirausahaan, sesi berbagi pengalaman oleh nara sumber dan praktik penyusunan rencana usaha. Melalui workshop kewirausahaan diharapkan dapat meningkatkan serta mempersiapkan kaum perempuan dalam menekuni dunia usaha sebagai wujud peran sertanya dalam pembangunan berkelanjutan.

Abstract

This paper aims to discuss the US-China trade war and its impact on the trade balance of the two countries and the global economy. The two countries’ trade war occurred in 2018 when the US imposed tariffs on imports to China. This article adopts qualitative descriptive research. Mercantilism theory and the concept of trade wars were also used to analyze the topic. This study found that the triggers for the trade war by Donald Trump against China were influenced by three factors: 1) a trade deficit experienced by the US; 2) the allegations of manipulating the dollar made by China, making the Yuan the main currency; 3) the allegations of US intellectual rights theft by China. This trade war also impacted the trade balance of the two countries, where China experienced a significant surplus while the United States experienced a deficit. Nonetheless, the United States still ranks first as a country with the world's highest Gross Domestic Product (PBD). The US-China trade war has also weakened global economic growth. This cannot be avoided because the US and China are economic superpowers that play a pivotal role in world trade, so actions taken in the context of a trade war will undoubtedly have an impact on other countries or regions

Abstract

Forests are the most important part of human survival, including the people in Merauke Regency, Papua. The benefits of forests for Papuans are felt directly as a source of life, as pharmacies that provide natural medicines. Forests also provide all human needs that can be used for free. For Papuans, the forest has a philosophical affinity for women. In the 2001-2019 period, forest destruction in Merauke was the highest in Papua Province. Therefore, this study aims to examine the impact of the forest crisis on women in Merauke. This research also intends to examine the process of the forest crisis, as well as the efforts made by the government and other related institutions in dealing with these problems. By using qualitative methods and secondary data sourced from relevant books, articles, and web pages on the website, the author tries to analyze the topic using ecofeminism theory and the concept of human security. The results and conclusions obtained from this study are that the forest crisis in Merauke is on average caused by the opening of plantations dominated by oil palm. The impact on indigenous peoples, which includes women, is oppression, violations of the rights of indigenous peoples, an increasingly heavy double burden to the threat of poverty, hunger and disease. In this case, government policies are considered not optimal to overcome these problems.

Abstract

This study aims to explain the reasons why the Indonesian government decided to cooperate with World Wide Fund for Nature (WWF) and the impact of the termination of the Indonesian government's cooperation with WWF on Nature Conservation in Indonesia. Data was collected through a literature study (library research) which aims to collect secondary data from books, journals, reports, official government websites, and other relevant internet sites to support this research. The data is then analyzed in three stages: data reduction, data presentation, and drawing conclusions. The findings show that the reasons why the Indonesian government, represented by the Ministry of Environment, decided to partner or end the collaboration with the WWF foundation, namely, first, a change in landscape or the scope of WWF's performance which is increasingly being expanded. Second, WWF's activities, especially in the field of climate change, environmental and forestry law enforcement and waste management in the field, do not have a legal basis for legal cooperation. Third, violations of the principle of cooperation and violations of field work and unilateral claims that do not match the facts that occur in the field. Fourth, violations of the substance of the cooperation agreement, including through a series of social media campaigns and publication of reports that are not in accordance with the facts. Meanwhile, the impact of the termination of this collaboration resulted in aspects of the natural environment that were increasingly not maintained and many other projects that were concerned with nature and ecosystem conservation became worse. The limitation of this research is that the researchers did not have time to conduct interviews with WWF to examine in more detail the impact of the termination of cooperation on nature conservation in Indonesia. Subsequent research needs to use the interview method for more comprehensive results.

Abstract

This paper aims to provide an analysis of the readiness of South Papua Province as one of the provinces resulting from the expansion of Papua Province in its readiness for the upcoming 2024 general election.  This paper finds that the need for a New Autonomous Region Province, one of which is South Papua Province, is preparing various things towards the success of the upcoming simultaneous general elections in 2024. The important thing needed in welcoming this democratic party is to prepare human resources for election organizers, election participants and also prepare the people of South Papua to get to know well the electoral region and constituency in the upcoming election. In addition, the people of South Papua also need to prepare themselves to participate directly in this general election contestation so that they can bring the aspirations directly of the region. This paper uses exploratory qualitative research methods, namely explaining the data obtained through secondary data, namely through journals, online mass media and government regulations, then the data is triangulated to get the truth. The output of this paper is the importance of the readiness of the South Papua Provincial government as a new autonomous region in preparing human resources and supporting tools for orderly implementation towards a democratic party in 2024. The need for orderly administration of organizers and active socialization to the community as participants in voting rights in elections so that people know their representatives from each constituency and the seats represented can bring the aspirations of the people in the new autonomous region of Papua as well as South Papua Province.AbstrakTulisan ini bertujuan memberikan analisa terkait kesiapan Provinsi Papua Selatan sebagai salah satu Provinsi hasil pemekaran Provinsi Papua dalam kesiapannya menuju pemilihan umum 2024 mendatang.  Tulisan ini menemukan bahwa perlunya Provinsi Daerah Otonomi Baru salah satunya adalah Provinsi Papua Selatan mempersiapkan berbagai hal menuju suksesnya pemilihan umum serentak tahun 2024. Hal penting yang diperlukan dalam menyongsong pesta demokrasi ini adalah mempersiapkan sumber daya manusia penyelenggara pemilihan umum, peserta pemilihan umum dan juga mempersiapkan masyarakat Papua Selatan untuk mengenal dengan baik wilayah pemilihan dan daerah pemilihan dalam pemilu mendatang. Selain itu masyarakat Papua Selatan juga perlu menyiapkan diri untuk berpartisipasi secara langsung dalam ajang kontestasi pemilihan umum ini sehingga dapat membawa langsung aspirasi dari wilayahnya. Tulisan ini menggunakan metode penelitian Kualitatif eksploratif yaitu menjelaskan data yang didapatkan melalui data sekunder yaitu melalui jurnal, media massa online maupun peraturan pemerintah kemudian data ditriangulasi sehingga mendapatkan kebenaran. Luaran dari tulisan ini adalah pentingnya kesiapan pemerintah Provinsi Papua Selatan sebagai daerah otonomi baru dalam mempersiapkan sumber daya manusia dan perangkat pendukung untuk tertib penyelenggaraan menuju pesta demokrasi tahun 2024.  Perlunya tertib administrasi penyelenggara dan sosialisasi aktif kepada masyarakat sebagai partisipan pemilik hak suara dalam pemilu sehingga masyarakat mengenal wakilnya dari setiap daerah pemilihan dan kursi yang diwakili dapat membawa aspirasi masyarakat di wilayah daerah otonomi baru Papua seperti halnya Provinsi Papua Selatan.
