Abstract

Aborigine is the indigenous people of Australia who have attempted to oppose the proposal for South Australia to host an international nuclear dump. Even though the rights of indigenous people have been recognized by the United Nations Declaration on the Rights of Indigenous Peoples, the treatment they receive are not in accordance with the standard of living. The object of this this paper is to examine the struggle of Aboriginal Australia as indigenous people who seek to ensure their basic rights to clean environment from nuclear waste by using normative juridical method. The results of the paper show that Aboriginal people have commenced their struggle by the formation of global movement in the form of local campaign (Kupa Piti Kungka Juta), Australian Nuclear Free Alliance (ANFA), in collaboration with Amnesty International and the International Campaign to Abolish Nuclear Weapons (ICAN). All efforts are made to pressure the Australian government not to consider South Australia as a nuclear waste disposal site. This is because nuclear waste can have an impact on public health and environmental damage, trigger nuclear war, and become a threat to the land of Aboriginal people.

Abstract

This paper aims to examine the rise of China with the use of Chinese philosophical world concept called ‘all under heaven’ (tianxia). Even though the concept is outdated, it remains vitally important to understand how China behaves and sees the world today. This paper argues that China will continue to rise and reconstruct International Relations as a discipline based on the tianxia perspective with Belt and Road Initiative (BRI) as an instrument to achieve it. This paper finds that not only does BRI help the rise of China in recent years, it also weakens the concept of Westphalia adopted by western countries. This paper contends China will rise peacefully in terms of economic sector, not the military. In addition to this, the U.S. strategy of 'free and open Indo-Pacific' remains weak in responding to BRI as well as containing the rise of China.

Abstract

This paper aims to examine the extent to which the Indonesia-Papua New Guinea (PNG) border has played a role in preventing the spread of Covid-19. This case study demonstrates an example of how two countries cooperate with one another in times of the Covid-19 pandemic. The research method used to analyze the topic adopts a qualitative descriptive approach. This paper finds out that the Indonesia-PNG border has not only acted as a deterrent, but it has also ensured human security and facilitated repatriation in the midst of Covid-19. Even though PNG has perceived Indonesia as a threat due to the increasing number of Covid-19 cases in Papua province, the cooperation between the two countries remains strong. Moreover, protecting human security in the borders of Indonesia and PNG is vitally important in times of Covid-19. The two countries have ensured the closing of the border areas in January 2020 as well as the deployment of security forces along the borders. Both nations have also successfully implemented repatriation of their citizens from PNG to Indonesia and vice versa through PLBN (Cross-Border Post) in Skouw, Jayapura. The case study demonstrates how the high number of recorded cases of Covid-19 in Indonesia has not resulted in transfers of the virus over the PNG border. Keywords: Covid-19, Indonesia, PNG, human security, PLBN, Regional  Border

Abstract

Australia is currently faced with a strategic and economic dilemma regarding its interactions with China and the United States (US). On the one hand, it should maintain and strengthen its strategic relations with the US as an ally in order to contain a rising China. On the other hand, Australia should ensure its economic growth by strengthening trade relations with China. This paper aims to examine the implications of the new China-Australia Free Trade Agreement (ChAFTA) for the ANZUS strategic alliance. Through Qualitative Approach, this article analyzes the issues with the use of realist and liberal perspectives in international relations. By assessing two previous events involving the triangular Australia-US-China relationship (the case of the Taiwan conflict, and the US development of a National Missile Defense system), this paper concludes that ChAFTA may tend to undermine the ANZUS alliance. Three reasons for this conclusion are identified: a fundamental shift in the way Australia perceives China; ChAFTA offers more benefits to Australia than the Australia-US Free Trade Agreement (AUSFTA); and finally Australia may consider ChAFTA as being more in its national interests in the international system than the ANZUS alliance.

Abstract

This paper aims to assess the Papuan government’s policy for preventing the spread of COVID-19 through the shutdown of travel to the region based on the Papua joint statement. Excluding the transportation of goods, Papua was the first province in Indonesia to restrict entry into the region by both sea and air travel. To analyse the Papuan government’s policy, Edwards’ theory of policy implementation was adopted. Using first-hand interviews, observations, and library research, this paper argues that the government of Papua has made the right decision to close its borders, despite challenges, as part of a strict policy to protect the region from COVID-19. It is also worth noting that although five regions selected for this study (Jayapura City, Mimika, Biak Numfor, Merauke and Yapen Regency) reflected variations between one another in policy implementation, they all had expressed how the local government in Papua was doing the best they could to eradicate COVID-19. The use of theoretical frameworks (communication, resources, dispositions, and bureaucratic structures) as part of policy implementation had also been effective, despite that some parts need to be improved. The results of this study include recommendations for effective coordination among policymakers, the availability of laboratory testing, adoption of evidence-based policies and improving the health system in Papua.

Abstract

This paper examines the extent to which the Indonesian government has reduced its greenhouse gases emissions coming from deforestation and forest degradation by using REDD program. Such program is highly regarded as a sophisticated instrument to foster collaboration between developing and developed countries in slashing the rate of deforestation. Indonesia itself has enacted the program as a national policy since 2009 under former President Yudhoyono. In this article, the secondary research method is utilized to gather data as well as adopting a qualitative approach to analyse the topic. This paper has found that Indonesia’s policy to curb the emissions from deforestation and forest degradation by conducting REDD program has not yet been successful, because of weaknesses in the implementation. They include the limitation of President’s power in driving policy; the ineffective of information exchange; the inability to do Monitoring, Reporting and Verification (MRV) activities; and contradiction in the decentralization process with regards to REDD implementation. However, some achievements are identified: a slow decline in the rate of deforestation and forest degradation; the continuity partnership between Indonesia and Norway; and the more participation of local stakeholder in supporting REDD program.

Abstract

This article aims to pinpoint the East Arso District’s existing economic conditions and identify factors contributing to devising the region as the center of economic growth in the Indonesia–Papua New Guinea (PNG) border. Data were collected through focus group discussion, observation, and a literature review conducted between October and November 2021. By using a qualitative approach, this study found that the East Arso District offers the potential to be developed as the center of economic growth in the Indonesia–PNG border. The region community’s commodities are considered including agriculture, forestry, fisheries, and livestock goods. The scope of the study also examines the condition of PNG’s neighboring communities in Sandaun Province, road infrastructure, and cross-border and security. This article proposes a model of economic development for the East Arso District: the establishment of Transnational Border Posts (PLBN), border market, road infrastructure, a multi-purpose cooperative society and improvement of access to commodities, education, and health. Additionally, the plans to create the East Arso district the center of economic growth are also expected to strengthen ties and cooperation between Indonesia and PNG, which, in turn, can prevent misunderstanding and conflict in the future. KEYWORDSBorder; East Arso; Indonesia; Keerom; PNG

Abstract

This paper aims to analyze travel restriction policy to Papua in the midst of the COVID-19 pandemic through a demographic lens. It finds that the travel restriction policy to Papua was not only influenced by non-demographic factors including politics, economy, health, but also by demographic factors such as mortality, fertility, and migration. There are several reasons for this. Firstly, the population of Papua remained small in comparison with other provinces across Indonesia; thereby imposing travel restrictions were in the best interest to lower the mortality rate in Papua due to COVID-19. Secondly, preserving fertility during the COVID-19 pandemic was vitally important regarding future generations and the government of Papua had demonstrated its ability to handle the situation by appointing several health centers particularly for pregnant women. Thirdly, people moving in and out of Papua currently became inevitable, thus migration should be limited for a while through the travel restriction policy.
