Abstract

Almost all aspects of life require information technology, starting from aspects of primary, secondary, and tertiary needs. Digital technology and innovation can support quality of life, higher standards of living, better public services for the community, and better use of resources to become new opportunities for a rural value chain in terms of better products and processes. Smart village is the concept of developing an independent village by providing services. Implementing smart villages will be the right solution to building a formidable and sustainable smart city to improve the quality of public resources and services. IGEA framework (Indonesian Government Enterprise Architecture Framework) is designed to build an enterprise architecture at the Indonesian government level to support the development of IT services to be better, more efficient, and effective. The phases used in architectural design using IGEA are the Preliminary Phase, Architecture Vision, Business architecture, Data Architecture, Application Architecture, and Technology Architecture.  This study aims to analyze, design, and produce a blueprint for Enterprise Architecture by applying the smart village concept to overcome public service problems and improve the quality of apparatus resources and accountable governance in public services. The scope of this research is only in the preliminary phase of the business architecture. The result is architecture principle, goals, vision and mission, policy and regulation, solution concept diagram, and improvement of twelve business processes, and public service catalog.

Abstract

Sumur Bandung District is one of Bandung City's sub-districts that provides public services and empowerment to its residents.  The sub district faces a number of issues in carrying out its duties and providing services. One of the issues confronting Sumur Bandung Sub District is the lack of Final Waste Processing Sites (TPPAS). With the current waste management model, there will be more garbage piles in TPPAS, causing environmental problems for its resident. As a result, The implementation of one of the dimensions in the smart village, namely smart living, is required. by improving current waste management model and supported by technological innovation. However, technological innovation itself will cause new problems if management is seen only as an activity provision of software/hardware for automation needs. Based on these issues, it is necessary to create a Enterprise architecture design of waste management that aims to align technology strategy with business strategy, TOGAF ADM was chosen as the framework because it provides a method for developing, managing, and implementing enterprise architecture maintenance. The results of the design are in the form of a blueprint that can be used as a reference for Sumur Bandung Sub District to overcome issues.

Abstract

Smart village is one that is innovative in its use of information technology to improve quality of life, efficiency, and competitiveness in economic, social, and environmental aspects. Sumur Bandung sub-district can implement the smart village concept to intelligently solve their problems. Sumur Bandung sub-district is one of 30 sub-districts in the city of Bandung. Sumur Bandung sub-district has a Government Section which functions to carry out government duties in the sub-district. One of his duties is to be responsible for population administration services. For population administration services in Sumur Bandung sub-district still use a manual system that requires people to come to the sub-district to carry out population administration. As a result, it is necessary to implement a smart village in governance dimension that includes redesigning business processes for population administration services to use the latest information systems and technology. The use of this technology also needs to be aligned with the plan and strategy of Sumur Bandung sub-district. Enterprise architecture is a tool used to synchronize business needs with technology needs. Its design requires the TOGAF ADM 9.2 framework, which is used as a guide while creating enterprise architecture. The research method used is literature study. The results of this study are artifacts as general architecture. These results are expected to be useful and beneficial for Sumur Bandung sub-district, especially in the population administration service section, or become a reference for other researchers as well as insight for readers.
